A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER TO ISSUE PURCHASE ORDERS TO LTG
SPORTS TURF ONE, LLC, FOR THE DESIGN AND
CONSTRUCTION OF AN ARTIFICIAL TURF FOOTBALL
FIELD AND SHADED BLEACHERS AT LESTER BROWN
PARK, BY RELYING UPON UNIVERSITY OF CENTRAL
FLORIDA'S SOLICITATION FOR TURF FIELDS 4-27, IN
AN AMOUNT NOT TO EXCEED ONE MILLION SIX
HUNDRED TWENTY-NINE THOUSAND THREE
HUNDRED NINETY-ONE DOLLARS ($1,629,391.00),-
PROVIDING
$1,629,391.00);PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City of Miami Gardens' ("City") Bond Implementation Plan (BIP)
includes improvements to Lester Brown Park consisting of playground enhancements,
artificial turf football field installation including permanent bleachers and shade
structures, on-site parking expansion, extension of the existing walking trail and the
addition of lighting, perimeter fencing, landscaping, irrigation and the installation of
cameras monitored from the Real Time Crime Center, and
WHEREAS, to expedite the construction of the artificial turf field and shaded
bleachers and to accommodate on-going and active City programs, the City desires to
rely upon the contract between LTG Sports Turf One, LLC and the University of Central
Florida that was competitively solicited for the design and installation of intramural turf
fields under Request for Proposal (RFP), Project Title - Turf Fields 4-27 on April 15,
2015, and
WHEREAS, on August 19, 2015, the University of Central Florida executed a
continuing contract with vendor Sports Turf One, Inc., that was subsequently renewed
and expires on August 31, 2020, and
WHEREAS, on October 14, 2019, the University of Central Florida, Sports Turf
One Inc., and LTG Sports Turf One, LLC executed an Assignment Agreement wherein
all rights and obligations under the Turf Fields 4-27 contract were conveyed from Sports
Turf One Inc. to LTG Sports Turf One, LLC, and
WHEREAS, Fiscal Impact Funding is provided for by Community Development
Block Grant Funds (104-13-01-513-630-00) in the amount of One Million Six Hundred
Twenty-Nine Thousand Three Hundred Ninety-One Dollars ($1,629,391.00), and
WHEREAS, City Staff recommends that the City Council authorize the City
Manager to issue Purchase Orders on as needed basis to LTG Sports Turf One, LLC,
for the construction of an artificial turf football field with shaded bleachers at Lester
Brown Park,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS.-

OLLOWS:Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to issue purchase orders to LTG Sports Turf One,
LLC., for the design and construction of an artificial turf football field and shaded
bleachers at Lester Brown Park, by relying upon University Of Central Florida's
solicitation for Turf Fields 4-27, in an amount not to exceed One Million Six Hundred
Twenty-Nine Thousand Three Hundred Ninety-One Dollars ($1 ,629,391.00).
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately
upon its final passage.
