A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AWARDING INVITATION TO BID (ITB) #18-
19-002 TO CONTINENTAL CONSTRUCTION USA, LLC, FOR
CITYWIDE DRAINAGE IMPROVEMENTS; AUTHORIZING THE
CITY MANAGER AND CITY ATTORNEY TO NEGOTIATE AND
EXECUTE AN AGREEMENT FOR THIS PURPOSE IN AN
AMOUNT NOT TO EXCEED TWO HUNDRED AND FIFTY
THOUSAND DOLLARS ($250,000.00) ANNUALLY; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens ("City") requires the services of a Drainage
Contractor to remove and replace exfiltration trenches, stormwater lines, stormwater
catch basins and manholes, for road restoration, swale reconstruction, replacement of
sidewalk, curb and gutters and other minor items related to city-wide stormwater drainage
improvement projects on an as needed basis, and
WHEREAS, on June 26, 2019, ITB #18-19-002, Citywide Drainage Improvements,
was solicited via Bidsync, and
WHEREAS, the ITB opened on July 31, 2019 and six (6) proposals were received
and publicly read, and
WHEREAS, City staff evaluated all six bids for compliance with the specifications
of ITB #18-19-002 and deemed all six (6) bidders, Continental Construction USA, LLC,
RG Underground Engineering, Inc., RJS Contractors, Inc., The Stout Group, LLC, Top
Crafts, Inc. and V. Engineering & Consulting Corporation, as responsive and responsible,
and
WHEREAS, a copy of the proposal documents and submittals are available at the
Assistant to the Mayor and Council's Office for review, and
WHEREAS, after tabulating the vendors' prices and reviewing their submittals, City
staff recommends that the City Council awards ITB #18-19-002 to Continental
Construction USA, LLC and authorizes the City Manager and the City Attorney to
negotiate and execute an Agreement with the selected vendor in an amount not to exceed
Two Hundred and Fifty Thousand Dollars ($250,000.00) annually,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby made
a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards ITB #18-19-002 to Continental Construction USA, LLC, for Citywide
Drainage Improvements, and authorizes the City Manager and City Attorney to negotiate
and execute an agreement for this purpose in an amount not to exceed Two Hundred and
Fifty Thousand Dollars ($250,000.00) annually.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately
upon its final passage.
