1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in special session,
Sep 08 2020, beginning at 6:55 PM, via the Zoom meeting platform.
The following members of the City Council were present: Mayor Oliver Gilbert,
Vice Mayor Rodney Harris, Councilman Reggie Leon, Councilwoman Lillie
Odom, Councilman Robert Stephens, Councilman David Williams Jr., and
Councilwoman Katrina Wilson.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.

STRATEGY 2020; PROVIDING FOR IMPLEMENTATION; PROVIDING FOR
THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE

A RESOLUTION OF THE CITY OF MIAMI GARDENS, FLORIDA ,

ACCOUNT TO PURCHASE COVID 19 TOOL KITS; PROVIDING FOR THE

A motion made by Vice Mayor Harris, seconded by Councilman Williams,
Jr., to approve the agenda as amended passed and carried by a 7-0 voice
vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
7. PUBLIC COMMENTS
Sharon Benjamin, 1471 NW 179th Street, Miami Gardens, FL, asked who is over
the Scott Lake area.
Mayor Gilbert indicated Seat 3 along with both at-large Seat 5 and Seat 6
represents the area.
Sonia Flowers appeared before the City Council and shared concerns on the
timely removal of tree debris along the right of ways within the City.
Councilwoman Wilson recommended the City becomes more proactive in
addressing the tree debris from the palm trees planted across the City.
8. ORDINANCE(S) FOR FIRST READING:
8.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AMENDING ARTICLE XVII SECTION 34.670
“TEMPORARY SIGNS” OF THE CODE OF ORDINANCES OF THE CITY
OF MIAMI GARDENS TO INCLUDE A REMOVAL BOND; PROVIDING
FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL
ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE
DATE.
Mayor Gilbert provided an overview on the item.
A motion offered by Mayor Gilbert, seconded by Vice Mayor Harris,
to approve on first reading passed and carried by a 7 to 0 roll call
vote of the City Council.

11.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE SECOND RENEWAL OF
AWARD OF INVITATION TO BID (ITB) NUMBER 16-17-033, ASPHALT
ROADWAY RESURFACING; AUTHORIZING THE CITY MANAGER TO
ISSUE PURCHASE ORDERS NOT TO EXCEED THE BUDGETED
AMOUNT; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
11.2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, RATIFYING THE CITY MANAGER'S
AUTHORIZATION TO ISSUE A PURCHASE ORDER TO RS
TECHNOLOGIES, LLC FOR THE PURCHASE OF TWO THERMAL
TEMPERATURE SCANNERS, IN AN AMOUNT NOT TO EXCEED
SEVENTY THOUSAND DOLLARS ($70,000.00); PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
11.3. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, ACCEPTING A SIX HUNDRED NINETY-TWO
THOUSAND FIVE HUNDRED AND EIGHTY-EIGHT DOLLARS
($692,588.00) YEAR THREE (3) GRANT AWARD, FROM THE
CENTERS FOR DISEASE CONTROL AND PREVENTION (CDC),
RACIAL AND ETHNIC APPROACHES TO COMMUNITY HEALTH
(REACH) GRANT; AUTHORIZING THE CITY MANAGER TO EXECUTE
ANY AND ALL DOCUMENTS RELATED TO THE ACCEPTANCE OF
THIS AWARD; FURTHER AUTHORIZING THE CITY MANAGER TO
RENEW EXISTING CONTRACTOR AGREEMENTS AND ALLOCATING
THIRD YEAR GRANT FUNDING; AUTHORIZING THE CITY MANAGER
AND THE CITY CLERK TO EXECUTE AND ATTEST RESPECTIVELY
CONTRACTOR AGREEMENTS FOR THIS PURPOSE IN
SUBSTANTIAL FORM AS ATTACHED HERETO AS EXHIBIT A;
PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING

11.4. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER AND THE
CITY CLERK, TO EXECUTE AND ATTEST RESPECTIVELY, THAT
CERTAIN AGREEMENT WITH CROWN CASTLE FIBER, LLC, FOR
THE PURCHASE OF A FIBER DATA CONNECTION SOLUTION FOR
RISCO PARK, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED
FIFTEEN THOUSAND FIVE HUNDRED DOLLARS ($115,500.00), BY
RELYING UPON THE EXISTING SERVICE CONTRACT BETWEEN
CROWN CASTLE FIBER, LLC, F/K/A FIBERNET DIRECT FLORIDA,

LLC, AND NORTH BROWARD HOSPITAL DISTRICT D/B/A BROWARD
HEALTH; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;

11.5. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER AND THE
CITY CLERK TO EXECUTE AND ATTEST RESPECTIVELY THAT
CERTAIN AGREEMENT WITH NEXT CITY NETWORK, A SUBSIDIARY
OF NEXTERA ENERGY, FOR UPGRADES TO STREET LIGHTING;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
11.6. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, RATIFYING THE ELECTION RESULTS OF THE
GENERAL ELECTION HELD ON AUGUST 18, 2020, FOR THE
PURPOSE OF ELECTING A MAYOR AND A COUNCIL MEMBER FOR
RESIDENTIAL AREA SEATS 1 AND 3, AND AT-LARGE SEAT 5;
DECLARING THE RESULTS OF SAID ELECTIONS; PROVIDING FOR
THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
11.7. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI

The City Manager, City Attorney, and City Clerk welcomed Councilman Robert
Stephens to the City Council.
15. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES
EACH)
Councilman Leon welcomed Councilman Stephens to the Council.
Councilman Leon suggested the City continued to have the email set up to
receive complaints for anyone violating COVID-19 rules be also used to report
littering and other issues within the City.
Councilwoman Wilson welcomed Councilman Stephens to the Council.
Councilwoman Wilson spoke on the significance of the City recognition as an
All-American City.
Councilman Williams Jr. welcomed Councilman Stephens to the City Council.
Councilman Williams Jr. shared concerns regarding used and abandoned cars
parked in residential areas. Also he shared concerns on the various chicken
farms across the City.
Vice Mayor Harris welcomed Councilman Stephens to the City Council.
Councilman Stephens thanked the City Council for their warm welcome.
Mayor Gilbert thanked the City Manager and staff on their work preparing the
budget.
Mayor Gilbert encouraged the future City Council to continue the dialogue on
increasing density and mixed uses across the City.

Mayor Gilbert announced we are trending above the County response rate as it
relates to the census. Mayor Gilbert urged the Council to contact their personal
networks to encourage everyone to take part of the census.
