A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, SUPPORTING THE WORLD
HEALTH ORGANIZATION GLOBAL NETWORK OF AGE-
FRIENDLY CITIES AND COMMUNITIES PROGRAM AND
APPROVING THE CITY OF MIAMI GARDENS' ENROLLMENT
INTO THE AARP AGE-FRIENDLY COMMUNITIES INITIATIVE;
AUTHORIZING THE CITY MANAGER TO TAKE ANY AND ALL
STEPS NECESSARY TO IMPLEMENT THE INTENT AND
PURPOSE OF THIS RESOLUTION. PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the global population of people aged 60 and over is expected to more
than double from 841 million in 2013 to almost 2 billion by 2050, and
WHEREAS, in the United States, the population of people aged 65 and over is
expected to grow from 35 million in 2000 to 88.5 million by 2050, taking the total share of
the 65+ population from 12 percent to 20 percent of the total population, and
WHEREAS, the Miami-Dade County population age 60 and over is expected to
grow to over 800,000 by 2040, representing 25% of the total population of Miami-Dade
County, and
WHEREAS, as of 2019, the City of Miami Garden’s older adult population age 65
and over was 15,180, representing 13.8% of its population, and
WHEREAS, the City of Miami Gardens believes that older adults should have
opportunities, options, and environments to stay active, engaged, and healthy with dignity
and enjoyment, and
WHEREAS, the World Health Organization (WHO) has developed a Global
Network of Age-Friendly Cities and Communities to encourage and promote public
policies to increase the number of cities and communities that support healthy aging and
thereby improve the health, well-being, satisfaction, and quality of life for older Americans,
and
WHEREAS, the WHO has noted “[m]aking cities and communities age-friendly is
one of the most cost-effective policy approaches for responding to demographic aging,”
and
WHEREAS, the WHO has developed eight domains of community life that
influence the health and quality of life of older people, and

WHEREAS, the WHO recognizes that counties, cities and communities have
different needs, resources, and varying capacities to engage their resources to facilitate
active aging, and
WHEREAS, the Miami Gardens Age-Friendly Initiative will work to create a
community for all ages, where residents of can grow older with dignity and live active,
healthy lives,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
supports initiatives and opportunities to engage in the WHO Age-Friendly Cities and
Communities Network of municipalities and hereby directs the City Manager to enroll the
City into the AARP Network of Age-Friendly Communities.
Section 3: EFFECTIVE DATE: This Resolution shall take place immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON JULY 14, 2021.
