City Council Minutes
April 28, 2021
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Apr 28 2021, beginning at 7:02 p.m., in the Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman
Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens,
and Councilwoman Katrina Wilson.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.
2. INVOCATION
Councilman Stephens delivered the Invocation.

5. ORDER OF BUSINESS
Councilwoman Ighodaro requested item 11.2 be pulled from the Consent
Agenda.
The following item was added to the Consent Agenda:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS,
FLORIDA, SUPPORTING THE RENAMING OF BUNCHE PARK FOOTBALL
FIELD TO THE “TEDDY BRIDGEWATER FIELD AT BUNCHE PARK” AND THE
DESIGNATION OF THE HOME BLEACHERS IN HONOR OF TEDDY’S
MOTHER AND GRANDMOTHER, ROSE MURPHY AND ELEANOR MURPHY.
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
A motion by Vice Mayor Leon, seconded by Councilman Stephens, to
approve the Consent Agenda as amended passed and carried by a
unanimous voice vote.

6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. SPECIAL PRESENTATION BY VICE MAYOR REGGIE LEON.
Vice Mayor Leon recognized Ms Sonia Flowers and Ms Rita Pierre for
their outstanding community service.
6.2. PROCLMATION PROCLAIMING THE MONTH OF MAY AS "SMALL
BUSINESS MONTH" IN THE CITY OF MIAMI GARDENS.
Councilwoman Julien read into the record a Proclamation proclaiming the
month of May as "Emerging Small Business Month" in the City of Miami
Gardens.
7. PUBLIC COMMENTS
Sonia Flowers, 17435 NW 17th Avenue, Miami Gardens, FL, appeared before
the City Council and thanked the City Council for acknowledging her community
service with the Scott Park Crime Prevention Group.
Rita Pierre, 1000 NW 197th Terrace, FL, appeared before the City Council and
thanked the City Council for acknowledging her community service in the City of
Miami Gardens.
City Clerk Bataille read into the record written communication submitted by
Lynette Hickent Bottom.
Kasandra Carrillo, Miami Gardens, FL, appeared before the City Council and
questioned when the City of Miami Gardens will reopen park facilities.
Gale Cunningham, Miami Gardens, FL, appeared before the City Council and
questioned what steps are taken before an agenda items makes it for
consideration on the City Council Agenda. At what point is the public part of the
agenda item decision process before the agenda is published by the City Clerk.
Markeisha Russell, 17040 NW 9th Place, Miami Gardens, FL appeared before
the City Council and inquired when park facility reopen.
Natelege Powell, 2000 NW 187th Terrace, Miami Gardens, FL appeared before
the City Council and inquired when park programing will resume.
R Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the City
Council and questioned what are the standard operating procedure for Council
sponsored items to be placed on the Agenda. Additionally, at what point is a
Council sponsored item provided for public participation/input prior to it
becoming an agenda item on the City Council Agenda for consideration.

11. CONSENT AGENDA:
11.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, NAMING THE CITY’S BOTANICAL GARDEN
LOCATED AT 18320 N.W. 12TH AVENUE AS THE “DAVID WILLIAMS,
JR BOTANICAL GARDEN”; PROVIDING FOR INSTRUCTIONS TO THE
CITY MANAGER; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
Mayor Harris spoke on the item and acknowledge former Councilman
David Williams Jr. for his service as Councilmember.
Former Councilman Williams Jr. thanked the City Council for this
acknowledgement and indicated this is the highest honor he has received
as this will be the first garden named after him. He hope the Council will
move forward to grow and expand on the Botanical Garden.
Vice Mayor Leon thanked Councilman Williams Jr. for leading the
Botanical Garden project.
A motion was made by Vice Mayor Leon, seconded by
Councilwoman Julien, to approve the Resolution.
There being no further discussion, Mayor Harris called the question.
A motion offered by Vice Mayor Leon, seconded by Councilwoman
Julien, to approve the Resolution passed and carried by a 7 to 0 roll
call vote of the City Council.

GARDENS, FLORIDA, ALLOCATING FUNDS FROM
COUNCILWOMAN LINDA JULIEN'S PUBLIC AFFAIRS ACCOUNT IN
AN AMOUNT NOT TO EXCEED SIX HUNDRED DOLLARS ($600), FOR
THE HAITIAN HERITAGE MONTH ESSAY CONTEST ; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
11.3. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, RECOGNIZING MAY 6, 2021 AS NATIONAL
DAY OF PRAYER IN THE CITY OF MIAMI GARDENS; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
11.4. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, ALLOCATING FUNDS FROM
COUNCILWOMAN SHANNAN IGHODARO’S PUBLIC AFFAIRS
SPECIAL EVENTS ACCOUNT IN AN AMOUNT NOT TO EXCEED FIVE
THOUSAND DOLLARS ($5,000.00), IN SUPPORT OF A MEMORIAL
DAY EVENT TO COMMEMORATE THE LIVES OF VICTIMS OF COVID-
19; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
11.5. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AWARDING A BID TO RISING WATERS
CONSULTING, INC., FOR FLOODPLAIN AND CRS CONSULTING
SERVICES IN RESPONSE TO RFP 20-21-005; AUTHORIZING THE
CITY MANAGER TO EXECUTE AN AGREEMENT FOR THIS
PURPOSE; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
11.6. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO
EXECUTE A UTILITY EASEMENT TO FLORIDA POWER AND LIGHT
COMPANY TO PROVIDE ELECTRIC SERVICE TO THE NEW PUMP
STATION AT BENNETT LIFTER PARK; ATTACHED HERETO AS
EXHIBIT “A”; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
11.7. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI

EXECUTE A UTILITY EASEMENT WITH THE CITY OF NORTH MIAMI
BEACH TO PROVIDE UTILITY SERVICES TO THE NEW SENIOR

20-21-006 TO LIMOUSINES OF SOUTH FLORIDA, INC. FOR TROLLEY
CIRCULATOR SERVICES; AUTHORIZING THE CITY MANAGER AND
CITY ATTORNEY TO NEGOTIATE AND EXECUTE AN AGREEMENT
FOR THIS PURPOSE IN AN AMOUNT NOT TO EXCEED THE
BUDGETED AMOUNT; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR THE ADOPTION OF

City Manager Benson provided an overview on the item and

Deputy City Manager Craig Clay presented the City's reopening plan of park
facilities along with the resumption of activities/programs.

Answering a question posed by Councilwoman Wilson, Deputy City Manager
Clay confirmed all park programs will be open and available.
Answering a question posed by Vice Mayor Leon, Deputy City Manager Clay
confirmed senior program will be available as well. Additionally, Mr. Clay
confirmed staff will be in contact with South Florida Workforce as it relates to the
summer youth job program.
Answering a question posed by Councilwoman Campbell, Deputy City Manager
Clay confirmed the park system will be fully staff as there were no layoffs during
the pandemic.
15. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES
EACH)
Councilman Stephens announced the upcoming Miami-Dade County Firefighter
recruitment informational session to be held on Tuesday, May 4, 2021.
Councilman Stephens announced the upcoming Hurricane Preparedness Clinic
that will take place during the month of May 2021.
Councilwoman Julien congratulated the appointments of Deputy Police Chief
Ricky Carter, Deputy Police Chief Audrey Coney-Brown, and Assistant Chief
Joseph Nargiso.
Councilwoman Julien announced the "What Cooking with Councilwoman Julien"
Facebook Live event that will take place on May 5, 2021 with State
Representative Felicia Robinson.
Councilwoman Campbell wished all the mothers a Happy Mother's Day.
Councilwoman Campbell congratulated the appointments of Deputy Police Chief
Ricky Carter, Deputy Police Chief Audrey Coney-Brown, and Assistant Chief
Joseph Nargiso.
Councilwoman Wilson wished all the mother a Happy Mother's Day. In addition,
Councilwoman Wilson announced the "Pre Mother's Day" drive-in celebration
that will take place on Sunday, May 8, 2021.
Councilwoman Wilson announced the next Meet Me Monday is scheduled for
Monday, May 10, 2021.

Councilwoman Wilson announced the upcoming Juneteenth planned
celebration.
Vice Mayor Leon thanked and recognized the legislative support staff for their
assistance.
Vice Mayor Leon reported on the two vaccine sites within the City of Miami
Gardens which are located at Florida Memorial University and Brentwood Pool.
Vice Mayor Leon announced the ribbon cutting for Bunch Park Ribbon Cutting
Ceremony taking place on Tuesday, May 11, 2021.
Councilwoman Julien announced the Small Business Meet and Great event
taking place on Saturday, May 7, 2021.
Mayor Harris congratulated the appointments of Deputy Police Chief Ricky
Carter, Deputy Police Chief Audrey Coney-Brown, and Assistant Chief Joseph
Nargiso.
Mayor Harris commented on the reopening of Bunch Park and the contributions
made by NFL Quarterback Teddy Bridgewater to support the programing at
Bunch Park.
Mayor Harris continued to comment on the positive things taking place in the
City of Miami Gardens.
