1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Feb 24 2021, beginning at 7:00 P.M., in the Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Councilwoman Shannon Campbell, Vice Mayor Reggie Leon, Councilwoman
Shannan Ighodaro, Councilwoman Katrina Wilson, Councilwoman Linda Julien,
and Councilman Robert Stephens.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.

Councilman Robert Stephens delivered the Invocation.

4. APPROVAL OF MINUTES

A motion offered by Vice Mayor Leon, seconded by Councilman
Stephens, to approve the minutes passed and carried by a 7 to 0 roll
call vote of the City Council.
5. ORDER OF BUSINESS
The following items was added to the Consent Agenda:

UTILIZE FUNDS BUDGETED FOR CITY EVENTS FROM FISCAL YEAR 2021
THAT WERE CANCELLED DUE TO COVID-19 TO COVER COST
ASSOCIATED WITH HOSTING THE BLACK HISTORY MONTH DRIVE-IN
AND VIBE MOVIE NIGHT, FEBRUARY 20, 2021, NUNC PRO TUNC;
PROVIDING FOR INSTRUCTIONS TO THE CITY MANAGER; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN

Councilwoman Shannon Campbell pulled Item 11.5 from the Consent Agenda.
A motion made by Vice Mayor Leon, seconded by Councilman Stephens,
to approve the Agenda as amended passed and carried by a unanimous
voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. FLORIDA POWER AND LIGHT (FPL) UNDERGROUND UTILITIES
PROGRAM
Public Works Director Tom Ruiz gave a PowerPoint presentation on
Florida Power & Light Company Storm Secure Underground Pilot
Program and answered questions posed by the City Council.
Councilman Stephens spoke in support of this pilot program and would
like to see it expanded across the City.
Councilwoman Wilson spoke on the importance of notifying the
community when upgrades are being performed in their area.

CONFERENCE; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
Councilwoman Campbell questioned if the funds being requested will be
utilized to cover the cost associated with the panelist/speakers.
Councilwoman Ighodaro briefed the City Council on the Item which would
be to hold a Women's Conference on March 26th & 27th.
Answering a questioned posed by Councilman Stephens, Councilwoman
Ighodaro acknowledge she will be hosting this event.
Answering a question posed by Councilwoman Campbell, Councilwoman
Ighodaro indicated the funds would be utilized to pay for the panelist and
other items to insure the conference is successful.
Councilwoman Julien inquired on a cost breakdown of the two day virtual
conference.
Councilwoman Ighodaro indicated the funding would be utilized for
miscellaneous items needed for the event such as awards, certificates,
and cost associated with the panelists. Councilwoman Ighodaro further
explained that the first day will include a speaker and the second day will
be a youth summit.
Councilwoman Julien questioned the City paying for someone to speak
at a conference.
Answering questions posed by Councilwoman Julien, Councilwoman
Ighodaro confirmed the event is opened to the public and the event will
be promoted through the Public Affairs Department.
Councilwoman Julien questioned how will the residents benefit from this
conference.
Councilwoman Ighodaro responded this event is a health and wellness
conference.
Councilwoman Julien questioned the value to the residents and stated
that the City Council has the responsibility to insure tax payer funds are
utilized appropriately.

Vice Mayor Leon recommended that all female Council Members take
part in this event and in the future a detailed fiscal impact should be
included in future items such as this item.
Councilwoman Campbell spoke in support of the item and requested item
to be pulled from the Consent Agenda on the financial details for the
event.

14. REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK
(3 MINUTES EACH)
City Manager Benson introduced Police Chief Delma Noel-Pratt who briefed the
City Council on police operation and announced the Police Department has
received their accreditation. She continued to thank the staff who served on the
accreditation team which included Commander Talibah Simmons, Sergeant
Buddy Hunholz and Training Assistance Graciela Mariot for their work on this
accreditation.
City Manager Benson introduced Assistant to the City Manager Tamara Wadley
who briefed the City Council on the City's 2020 "All-America City" designation
and on how this achievement will be promoted in the future.
15. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES
EACH)
Councilman Stephens, referencing Item 11.5, indicated he is in support of
women and youth empowerment.
Councilman Stephens thanked staff and the City Council for their support for his
most recent "Lunch on Us" event. He reported over 500 meals were distributed
during this event. In addition, during the event meals were delivered to the
vaccination site at Carol City Park, which was coordinated with Miami-Dade
County Vice Chairman Oliver Gilbert.
Councilman Stephens announced the upcoming Citywide Bike Ride event that
will take place on Saturday February 27, 2021.
Councilman Stephens announced the upcoming Boot Camp event taking place
on Saturday, March 6, 2021, which will bring the City's fitness challenge to a
close.
Councilman Stephens commended the Miami Gardens Police Department for
their services to the community and Public Affairs for meeting the demands of
the Council in getting information out to the residents.
Councilwoman Julien thanked Miami-Dade County Vice Chairman Oliver Gilbert
as he assisted with securing $60,000 for the "No Small Business Left Behind"
initiative; also known as the Miami Gardens Small Business Initiative Program.
Councilwoman Julien thanked all City staff for their assistance.
Councilwoman Julien stated she recognized the value in helping the small
businesses in order for the community to thrive. Furthermore, she is committed
to helping small businesses during her tenure as a City Councilmember.

Therefore, she encouraged and indicated it would be an honor for residents,
business owners, and staff members to share any ideas they may have with her
office.
Councilwoman Campbell encouraged residents to apply to serve on advisory
boards. In addition, Councilwoman Campbell indicated she will work closely with
reactivating the Young Progressive Adults Advisory Committee.
Councilwoman Wilson announced this upcoming Saturday, February 27, 2021
will begin her second round of work with Leslie Estates #4. In addition she
encouraged that the City continues its work with beautifying the City.
Councilwoman Wilson expressed her appreciation on supporting the most recent
COVID-19 vaccination event that took place at Jessie Trice Community Center.
She continued to encourage everyone to get vaccinated.
Councilwoman Wilson reported on the success of the Black History Month Drive-
In and Vibe Movie Night.
Councilwoman Wilson encouraged the Council to come together in celebrating
the upcoming Mother's Day and Juneteenth holidays.
Vice Mayor Leon reported on the various vaccination sites taking place in the
City and thanked staff for their assistance to the community.
Vice Mayor Leon thanked the City Clerk's Office for coordinating the most recent
City Council Retreat.
Vice Mayor Leon thanked staff for executing the success of the Black History
Month Drive-In and Vibe Movie Night.
Mayor Harris stated the City's staff is exceptional and thanked staff for their
dedication to the City.
