City Council Minutes
May 12, 2021
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
May 12 2021, beginning at 07:00 PM, in the Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Councilwoman Shannon Campbell, Councilwoman Linda Julien, Councilman
Robert Stephens, and Councilwoman Katrina Wilson.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.
A motion to excuse the absence of Councilwoman Ighodaro and Vice
Mayor Leon was approved by a unanimous voice vote.

A motion offered by Councilman Stephens, seconded by
Councilwoman Campbell, to approve the draft minutes passed and
carried by a 5 to 0 roll call vote of the City Council.

5. ORDER OF BUSINESS

The Agenda was approved as amended by consensus without objection.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. PROCLAMATION PROCLAIMING NATIONAL PUBLIC WORKS WEEK.
Mayor Harris, joined by the City Council, presented Public Works Director
Tom Ruiz a Proclamation proclaiming National Public Works Week.
6.2. PROCLAMATION PROCLAIMING GREAT AMERICAN CLEANUP
Mayor Harris, joined by the City Council, presented Public Works Director
Tom Ruiz with a Proclamation proclaiming the Great American Cleanup
Week.
7. PUBLIC COMMENTS
Gayle Cunningham, 19001 NW 14th Avenue Rd, Miami Gardens, FL, appeared
before the City Council and expressed the importance of communication
between the City Council and constituents.
Rae Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the
City Council and stated majority of the Council has shown this community where
it is that they stand. And most importantly where your trust and loyalty remains.
She recommended if a Councilmember does not know about an issue they
should vote no on the matter.
Lynette Hickenbottom, 20832 NW 25th Avenue, Miami Gardens, FL, provided
written communication requesting an update of the Lake Lucerne Park
improvements.
8. ORDINANCE(S) FOR FIRST READING:
8.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING BUDGETARY TRANSFERS
FOR FISCAL YEAR 2020-2021; AUTHORIZING THE CITY MANAGER
TO TAKE CERTAIN ACTIONS; PROVIDING FOR ADOPTION OF
REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR AN
EFFECTIVE DATE.
Deputy City Manager Craig Clay briefed the City Council on the Item.
A motion was made by Councilman Stephens, seconded by
Councilwoman Campbell, to approve the Ordinance on First
Reading.
Answering a question posed by Councilwoman Wilson, Deputy City
Manager Clay confirmed the ribbon cutting for the newly built Senior
Community Center sometime in mid to late July.

There being no further discussion, Mayor Harris called the question.
A motion offered by Councilman Stephens, seconded by
Councilwoman Campbell, to approve the Ordinance on First
Reading passed and carried by a 5 to 0 roll call vote of the City
Council.

12. RESOLUTION(S)
12.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, ACCEPTING THE FISCAL YEAR 2019-2020
ANNUAL AUDIT REPORT FROM THE CITY’S AUDITOR, ANTHONY
BRUSON, P.A.; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE.
City Manager Benson brief the City Council on the item and turned over
the presentation of the annual audit report to the City's Auditor Mr.
Anthony Brunson of Anthony Brunson, P.A.
A motion was made by Councilwoman Campbell, seconded by
Councilman Stephens, to approve the Resolution.
Answering a question posed by Councilwoman Campbell, Mr. Brunson
indicated the City's net growth is at 6.5% compared to last year and the
City is doing extremely well financially.
Councilwoman Wilson thanked Anthony Brunson for presenting the report
and the residents should be proud of the City's fiscal responsibility.
There being no further discussion, Mayor Harris called the question.

City Manager Benson thanked staff for their hard work with the Bunche Park
Community Center Project.
City Manager Benson wished his wife a Happy Birthday.
City Clerk Bataille commended the City Manager and his staff on the completion
of the Bunche Park Community Center Project.
15. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES
EACH)
Councilman Robert Stephens commended the City Manager and staff on the
completion of the Bunche Park Community Center Project.
Councilman Stephens thanked the Public Works Department and the Police
Department for their service to the community.
Councilman Stephens announced the upcoming Hurricane Preparedness Clinic
Series.
Councilwoman Linda Julien commended the City Manager and staff on the
completion of the Bunche Park Community Center Project.
Councilwoman Julien announced the First Annual Haitian Heritage Movie Night
taking place on May 22, 2021 at the Hard Rock Stadium.

Councilwoman Shannon Campbell commended the City Manager and staff on
the completion of the Bunche Park Community Center project.
Councilwoman Campbell announced the upcoming Community Clean-Up taking
place at Buccaneer Park and in the Riverview Area.
Councilwoman Campbell announced the next Virtual Town Hall meeting taking
place on May 18, 2021 featuring Senator Shevrin Jones and State
Representative Felicia Robinson.
Councilwoman Campbell announced the Bahas Reunion taking place on June
19, 2021.
Councilwoman Katrina Wilson thanked everyone who took part of the Pre-
Mother's Day Celebration event.
On behalf of Vice Mayor Leon, Councilwoman Wilson announced he will be
hosting a food distribution at the Omega Center on May 15, 2021 and sponsoring
a workout session at Bunche Park on May 15, 2021 at 9:00 AM.
Councilwoman Wilson announced the Juneteenth Celebration taking placed on
June 19, 2021 at Calder Casino.
Mayor Harris announced Happy Birthday to his son.
Mayor Harris spoke on the accomplishment of completing the Bunche Park
Community Center Project.
