City Council Minutes
May 26, 2021
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
May 26 2021, beginning at 07:00:00 PM, in the Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman
Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens,
and Councilwoman Katrina Wilson.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.

Councilman Stephens delivered the Invocation.

4. APPROVAL OF MINUTES
4.1. Regular City Council Meeting Draft Minutes – May 12, 2021
A motion offered by Vice Mayor Leon, seconded by Councilwoman
Campbell, to approve the minutes passed and carried by a 7 to 0 roll
call vote of the City Council.

A motion to approve the agenda made by Vice Mayor Leon, seconded by
Councilman Stephens, passed and carried by a unanimous voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. SPECIAL PRESENTATION BY CITY MANAGER BENSON.
City Manager provided an over on this presentation.
Mayor Harris, joined by the City Council unveiled portraits of all City of
Miami Gardens Mayors that will be placed in the Commission Chambers.
Mayor Harris thanked staff for this commemoration and provided
additional remarks.
7. PUBLIC COMMENTS
Brenda Providence, 2021 NW 154 Street Miami Gardens, FL appeared before
City Council and expressed concerns about housing options, predatory lending
and City expenditures.
Rea Hughes, 3335 NW 180 Street Miami Gardens, FL appeared before City
Council and inquired about the All American City designation and status of inter
local agreement related to traffic.
Gale Olivia Cunningham, 19001 NW 14th Avenue Road appeared before City
Council and expressed concerns about Agenda Items and concerns being
presented to residents prior to the Agenda being published.

9.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING BUDGETARY TRANSFERS
FOR FISCAL YEAR 2020-2021; AUTHORIZING THE CITY MANAGER
TO TAKE CERTAIN ACTIONS; PROVIDING FOR ADOPTION OF
REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR AN
EFFECTIVE DATE.
City Manager Benson briefed the City Council on the item and proposed
amendment on the to transfer funds from the General Fund FY 2021
Working Capital accounts to offset the costs relating to the 2021 Summer
Jobs Program.

A motion offered by Councilman Stephens, seconded by
Councilwoman Campbell, to approve the Ordinance on Second
Reading.
Councilwoman Wilson inquired about the number of students that will be
impacted by the program.
Councilman Stephens inquired about the method that will be utilized to
inform the residents on this programs.
Responding to the questions posed by both Council Members, City
Manager Benson expounded on the number of students the program will
assist and the process in place to recruit students interested in this
program.
A motion offered by Councilman Stephens, seconded by
Councilwoman Campbell, to amend the Ordinance on Second
Reading passed and carried by a unanimous voice vote of the City
Council.
There being no further discussion, Mayor Harris called the question.
A motion offered by Councilman Stephens, seconded by
Councilwoman Campbell, to approve the Ordinance as amended on
Second Reading passed and carried by a 7 to 0 roll call vote of the
City Council.

13. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS
DISCLOSURE:
City Attorney Dickens reminded City Council of the Jennings Disclosure
procedures.
To which all Council Members indicated they had no ex-parte communications
on any of the Quasi-Judicial Zoning Items.
Planning and Zoning Director Nakeischea Smith briefed all interested parties on
the City's Quasi-Judicial Hearing procedures.
City Clerk Bataille administered the oath of truthfulness to City Staff and all
interested parties that will provide testimony on any Quasi-Judicial Items.

13.3.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, APPROVING THE APPLICATION
SUBMITTED BY STEPHANE W LOISEAU ON BEHALF OF
TANJA LAND 712 LLC, TO REDUCE THE SIDE SETBACK TO
2 FEET WHERE THE MINIMUM ALLOWABLE IS 7.5 FEET AND
TO REDUCE THE REAR SETBACK TO 4 FEET WHERE THE
MINIMUM ALLOWABLE IS 20 FEET, FOR THE PROPOSED

Director Smith presented the item and recommended approval.
A motion was made by Vice Mayor Leon, seconded by
Councilman Stephens, to approve the Resolution.

Councilwoman Wilson inquired about the necessity of the set
back and the proposed usage.
Councilman Stephens inquired about the proposed usage.
Responding to the questions posed by Councilwoman Wilson
and Councilman Stephens, City Attorney Dickens suggested to
Council the best course for action may be to defer the item to a
time certain in order for the applicant to address the questions
raised by the City Council.
City Manager Benson suggested the Item be deferred to June
23, 2021 at 7:00 PM.
A motion made by Councilwoman Wilson, seconded by
Councilman Stephens, to defer the Item to June 23, 2021 City
Council Meeting passed and carried by a unanimous voice
vote of the City Council.
14. REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK
(3 MINUTES EACH)
City Manager Benson congratulated Mayor Harris and former Mayor Gibson and
Mayor Gilbert on the unveiling of their portraits.
City Attorney Dickens echoed the same sentiments as the City Manager.
City Clerk Bataille congratulated the Mayors.
15. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES
EACH)
Councilman Robert Stephens announced the final Hurricane Preparedness
Clinic, Thursday, June3, 2021 at Buccaneer Park.
Councilman Stephens announced that he is hosting a Legislative Update/Town
Hall meeting with State Senator Shevrin Jones, Thursday, June 3, 2021.
Councilman Stephens announced his Hurricane Supply Give Away, Tuesday,
June 15, 2021 at Betty. T. Ferguson Recreational Complex.
Councilman Stephens announced he will host the World Elder Abuse Day
Symposium, Tuesday, June 15, 2021 at Betty. T. Ferguson Recreational
Complex.

Councilman Stephens introduced Legislative Analyst Cameron Floyd.
Councilwoman Shannan Ighodaro announced Unmasking the Faces of COVID
to be held Saturday, May 29, 2021.
Councilwoman Ighodaro announced Senior Prom – June 12, 2021 at Bunche
Park Recreational Center.
Councilwoman Linda Julien congratulated Mayor Harris on the unveiling of his
portrait.
Councilwoman Julien thanked all those who attended the first annual Hattian
Heritage Month Film showcasing the documentary 1804 The Hidden History of
Hatti.
Councilwoman Julien congratulated Legislative Analyst Natalia Ali on her
leadership, execution and planning of a successful event.
Councilwoman Julien thanked the parks Staff, Assistant Chief Nargiso and the
Police Department for all their hard work.
Councilwoman Julien thanked the Miami Dolphins for being great community
partners.
Councilwoman Julien encouraged small businesses within the City to apply for
the Emerging Small Business Award.
Councilwoman Julien encouraged middle school students within the City of
Miami Gardens to apply for the Haitian Heritage Month Essay Contest.
Councilwoman Shannon Campbell thanked the volunteers who participated in
the May 15, 2021 Community Clean-Up.
Councilwoman Campbell thanked Senator Shevrin Jones and Representative
Felicia Robinson for attending her Virtual Town Hall meeting on May 18, 2021.
Councilwoman Campbell announced the Bahas Reunion taking place on June
19, 2021.
Councilwoman Katrina Wilson announced the Juneteenth Celebration taking
placed on June 19, 2021 at Calder Casino.
Councilwoman Wilson continued to speak on the responsibility of Mayor and City
Council to promote an environment that is safe. Therefore, at the next Meet Me

Monday on June 7, 2021 the City Manager will be presenting on the
precautionary steps the City has taken as it related to COVID-19 and hurricane
preparedness.
A motion was made by Vice Mayor Leon, seconded by Councilman
Stephens, directing the City Manager to enter into an agreement with
Career Source of South Florida for the Summer Youth Program passed and
carried by a unanimous voice vote.
Vice Mayor Leon reminded everyone on the free legal aid services provided by
the City in partnership with the Legal Services of Greater Miami.
Mayor Harris thanked everyone on the unveiling of the Mayoral Portraits.
