City Council Minutes
June 9, 2021
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
June 09 2021, beginning at 07:00 PM, in the Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman
Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens,
and Councilwoman Katrina Wilson.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.

Councilman Stephens delivered the Invocation.

4.1. Regular City Council Meeting Draft Minutes – May 26, 2021
A motion offered by Vice Mayor Leon, seconded by Councilman
Stephens, to approve the minutes passed and carried by a 7 to 0 roll
call vote of the City Council.

5. ORDER OF BUSINESS
Motion to approve the Agenda made by Vice Mayor Leon, seconded by
Councilwoman Campbell, was approved by unanimous voice vote.

Councilwoman Wilson indicated she would like to pull item 11.3 from the
Consent Agenda.
A motion to pull item 11.3 from the Consent Agenda was made by
Councilman Stephens, seconded by Councilwoman Wilson, was approved
by a unanimous voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. SPECIAL PRESENTATION BY MAYOR RODNEY HARRIS
Mayor Rodney Harris recognized several students from Norland High
School who participated in the Aspen Challenge and Progressors Over
Poverty to help their community.
Additionally, Mayor Harris acknowledge Miami Norland and Miami Carol
City Senior High students who participated in the I Am Ministries Black
Heritage Knowledge Bowl, and present each participant with a small
token of our appreciation.
6.2. SPECIAL PRESENTATION BY COUNCILWOMAN SHANNON
CAMPBELL.
Councilwoman Shannon Campbell recognized the men of City of Miami
Gardens who are fathers and exemplify something positive for the City.
6.3. 2021 FLORIDA LEGISLATIVE SESSION UPDATE.
City Lobbyist Yolanda Cash Jackson of Becker and Poliakoff appeared
before the City Council and provided an update on the 2021 Florida
Legislative Session.
City Manager Benson inquired whether the Home Base Business Bill was
executed by Governor DeSantis.
Ms. Jackson indicated the bill has not been signed by the Governor and
was joined by LaToya Sheals who further briefed the City Council on the
Home Base Business Bill.
Vice Mayor Leon thanked Mrs. Cash-Jackson publicly for working
diligently to secure vaccines for the Miami Gardens community.
7. PUBLIC COMMENTS

Brenda Providence, 2021 NW 154 Street, Miami Gardens, FL, appeared before
the City Council to express her excitement about the Citizens Academy.
Additional comments were made about agenda items.
Nathan Price, 21205 NW 14 Place, Miami Gardens, FL, appeared before the
City Council to express concerns about illegal contractors and them targeting
vulnerable residents. Additional concerns were expressed regarding staff
interactions with the residents.
Tamara Price, 21205 NW Place, Miami Gardens, FL, appeared before the City
Council to express frustrations over the permitting process.
Gale Olivia Cunningham, 19001 NW 14th Avenue Road, Miami FL, appeared
before the City Council to express concerns regarding communication with and
between Council Members and residents. Additional comments were made
asking Council to consider indicating that events are funded by tax payers
dollars.
Rea Hughes, 3335 NW 180 Street Miami Gardens, FL appeared before the City
Council to express concerns agenda item 11.2 and the associated interlocal
agreement.
Oscar Braynon I, 1701 NW 191 Street, Miami Gardens, FL, provided written
communication in support of Item 11.2.

ATTACHED HERETO AS EXHIBIT “A”; SUPPORTING THE
INCORPORATION OF WORKFORCE HOUSING AS AN ELIGIBLE
ACTIVITY FOR INCREASED DENSITY BONUSES WITHIN THE CITY'S

12. RESOLUTION(S)
12.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO
ESTABLISH A PROGRAM TO PROVIDE BEAUTIFICATION SERVICES
TO RESIDENTS OVER THE AGE OF FIFTY-FIVE (55); PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
Councilwoman Wilson inquired if more resources can be put in place to
expand this project into a program that will include reliable resources for
seniors.
In response, City Manager Benson thanked Vice Mayor Leon for the
sponsorship of the item and stated there will be opportunities and a
comprehensive item forthcoming that will address the concerns of the dais
in improving the living conditions for the City’s senior population.
In response, Vice Mayor Leon added that this item has a component
where local/small businesses will be able to provide services.
Councilman Stephens offered comments thanking Vice Mayor Leon for
sponsoring the item and encouraged the City Manager’s proposal of a
comprehensive initiative to address the needs of the elderly community.
Councilwoman Campbell inquired and suggested that a dollar amount is
attached to the item that is forthcoming by the City Manager.
In response, the City Manager answered in the affirmative to the question
posed by Councilwoman Campbell.
In response, Vice Mayor Leon indicated that the program will operate on
a first come basis and will be ran through the Department of Civic
Engagement. Vice Mayor Leon offered additional comments indicating
there is an opportunity for the project to gain corporate sponsorship.

13. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS
DISCLOSURE:
City Clerk Mario Bataille administered the oath of truthfulness to all interested
parties for all quasi-judicial zoning items.
13.1 ORDINANCES ON FOR FIRST READING/PUBLIC HEARING(S):
13.1.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AMENDING ARTICLE II –
“ADMINISTRATION”, ARTICLE X - "ACCESSORY USES AND
STRUCTURES”, ARTICLE XV – “PLANNED CORRIDOR
DEVELOPMENT DISTRICT (PCD) AND ENTERTAINMENT
OVERLAY DISTRICT (EO)”, OF THE CITY OF MIAMI GARDENS
LAND DEVELOPMENT CODE; PROVIDING FOR ADOPTION OF
REPRESENTATIONS; REPEALING ALL ORDINANCES IN

City Manager Benson provided an overview on the item and
recommended approval.
Mayor opened the floor for public comments.
There being no public comments, Mayor Harris closed the floor.
A motion was made by Councilman Stephens, seconded by
Councilwoman Campbell, to approve the Ordinance on First
Reading.
Councilman Stephens expressed his support on the work force
housing component of the proposed Ordinance.

Councilman Stephens spoke on the need to share the positive news that the City
is doing with the Community. And suggested the City needs to launch a better
marketing campaign story to share the positive things that are taking place in the
City.
A motion to launch an aggressive marketing campaign made by
Councilman Stephens, seconded by Vice Mayor Leon, passed and carried
by a unanimous voice vote.
Councilman Stephens thanked the City departments for their support on the
Town Hall meeting with Senator Shevrin Jones Office and the Hurricane Supply
Drive Thru. He further announced the World Elder Abuse Fair taking place on
Tuesday, June 15th and applications are being accepted for the Higher
Education Scholarship Program.
Councilwoman Ighodaro offered comments about the success of the Unmasking
the Faces of Covid event and thanked the City for their support. She also

thanked those who participated in the Virtual Town Hall meeting and announced
the upcoming Senior Prom. Lastly, she thanked the City Manager and staff for
their support and efforts in planning these events.
Councilwoman Julien offered comments congratulating her colleagues for
championing workforce housing. Additional, Councilwoman Julien provided
comments about the growing concerns of roof scams within the City. Lastly, She
announced of the start of the Grant Writing Program starting on June 16th.
Councilwoman Campbell offered comments in support of the City providing a
verified list of contractors to help residents avoid scams. Additionally, She
wished all the fathers a Happy Father’s Day. Lastly, Councilwoman Campbell
announced her upcoming virtual town hall meeting and the Bahas Reunion.
Councilwoman Wilson announced the final virtual meet me Monday meeting will
take place in June. Beginning in July the meetings will commence in person.
Lastly, Councilwoman spoke on the upcoming Juneteenth Holiday and
Celebration taking place in the City.
Vice Mayor Leon announced June 18th is the last day for vaccines at the Hard
Rock Stadium. He continued to thank his colleagues and staff for all the support
in getting residence vaccinated.
Mayor Harris offered condolences to Councilwoman Campbell’s family and
announced the upcoming senior citizens fishing trip. Lastly, he wished all the
fathers a Happy Father’s Day.
