A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER TO APPLY FOR CDBG-CV GRANT FUNDING
THROUGH THE FLORIDA DEPARTMENT OF ECONOMIC
OPPORTUNITY (DEO) FOR THE REPLACEMENT OF HVAC
UNITS AT THE BETTY T. FERGUSON COMPLEX;
AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND
ALL DOCUMENTS ASSOCIATED WITH THE APPLICATION;
AUTHORIZING A MATCH OF FUNDS; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, in April 2014, the City of Miami Gardens residents approved a General
Obligation Bond (GOB) in the amount of sixty million dollars ($60,000,000) for the
construction of and improvements to the City’s parks and related facilities which included
an upgrade to the HVAC units at the Betty T. Ferguson Complex, and
WHEREAS, due to COVID-19, the State of Florida’s Department of Economic
Opportunity (DEO) received an allocation of Community Development Block Grant
Coronavirus (CDBG-CV) funding from HUD for entitlement communities, and
WHEREAS, the grant provides funding for the upgrades to existing infrastructure
specifically to improve indoor air quality and filtering at public facilities, and
WHEREAS, the DEO has determined that Miami Gardens will be entitled to up to
$412,246.00 for these improvements if the grant application is approved, and
WHEREAS, the City seeks to apply for the full CDBG-CV grant amount of
$412,246.00, which will partially fund the replacement for three (3) new HVAC units at the
Betty T. Ferguson Complex, and
WHEREAS, the total cost of the project is $560,429.00, and
WHEREAS, if approved, the grant would cover $412,246.00 and the remaining
$148,183.00 would be funded with other CDBG funds already received, and
WHEREAS, it is recommended that the City Council authorize the City Manager
to execute any and all documents associated with the application for the Community
Development Block Grant Coronavirus funding through the State of Florida’s Department
of Economic Opportunity,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:

Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to execute any and all documents associated with
the application for the Community Development Block Grant Coronavirus funding through
the State of Florida’s Department of Economic Opportunity.
Section 3: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes a match of funds up to $148,183.00.
Section 4: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
