A RESOLUTION OF THE CITY OF MIAMI GARDENS CITY
COUNCIL AUTHORIZING THE CITY MANAGER AND THE CITY
CLERK TO EXECUTE AND ATTEST RESPECTIVELY, THAT
CERTAIN AGREEMENT AND ANY AGREEMENTS AND
ATTENDANT DOCUMENTS AS A RESULT OF THIS GRANT
PROCESS WITH THE STATE OF FLORIDA, DEPARTMENT OF
ECONOMIC OPPORTUNITY FOR THE ACCEPTANCE OF THE
DEPARTMENT OF ECONOMIC OPPORTUNITY COMMUNITY
DEVELOPMENT BLOCK GRANT MITIGATION PROGRAM
(CDBG-MIT) FUNDING IN THE AMOUNT OF ONE MILLION
SEVEN HUNDRED-ONE THOUSAND THREE HUNDRED
EIGHTY DOLLARS ($1,701,380.00) FOR VISTA VERDE PHASE
#4 ROAD AND DRAINAGE IMPROVEMENT PROJECT, A COPY
OF WHICH IS ATTACHED HERETO TO AS EXHIBIT “A”;
PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK;
PROVIDING FOR THE ADOPTION OF REPRESENTATION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Vista Verde Community more particularly the area known as Isla
Bella has flooding concerns impacting its community, and
WHEREAS, on October 27, 2020, the Board of Directors of the Isla Bella
Homeowners Association, Inc. passed a resolution to convey the right-of-ways to the
neighborhood’s paved streets and cul-de-sacs to the City of Miami Gardens, and
WHEREAS, the City subsequently approved the transfer at the December 9, 2020
Council Meeting, and
WHEREAS, the City of Miami Gardens proposed the Vista Verde Phase #4 Road
and Drainage Improvement Project to the State of Florida Department of Economic
Opportunity (DEO) for consideration under the Community Development Block Grant
Mitigation Program (CDBG-MIT), and
WHEREAS, the Road and Drainage Improvement Project will address flooding
concerns by constructing on-site French drain systems that retain storm water and
installing sediment traps to remove storm water from the street thus minimizing flooding,
and
WHEREAS, the Road and Drainage Improvement Project has been approved by
the CDBG-MIT program and the City has been awarded funding from the DEO in the
amount of $1,701,380.00, and
WHEREAS, staff recommends the City Council authorize City Manager and the
City Clerk to execute and attest respectively, that certain agreement and any agreements
and attendant documents with the State of Florida, Department of Economic Opportunity,

for the acceptance of CDBG-MIT, funding in the amount of one million seven hundred-
one thousand three hundred eighty dollars ($1,701,380.00) for the Vista Verde Phase #4
Road and Drainage Improvement Project, a copy of which is attached hereto to as Exhibit
“A”.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing “WHEREAS”
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager and the City Clerk to execute and attest respectively,
that certain agreement and any agreements and attendant documents with the State of
Florida, Department of Economic Opportunity, for the acceptance of CDBG-MIT, funding
in the amount of one million seven hundred-one thousand three hundred eighty dollars
($1,701,380.00) for the Vista Verde Phase #4 Road and Drainage Improvement Project,
a copy of which is attached hereto to as Exhibit “A”.
Section 3: INSTRUCTIONS TO THE CITY CLERK: The City Clerk is hereby
authorized to obtain two (2) fully executed copies of the subject Agreement with one to
be maintained by the City, and one to be delivered to the State of Florida, Department of
Economic Opportunity.
Section 4: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON FEBRUARY 23, 2022.
