A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER TO EXECUTE THAT CERTAIN INTERLOCAL
AGREEMENT WITH MIAMI DADE COUNTY, A COPY OF WHICH
IS ATTACHED HERETO AS EXHIBIT “A”, TO ASSUME CERTAIN
TRAFFIC CONTROL AND ENGINEERING SERVICES TO
INCLUDE THE INSTALLATION AND MAINTENANCE OF
TRAFFIC CALMING DEVICES PERTAINING TO ITS LOCAL
MUNICIPAL STREETS; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens routinely receives complaints from
residents related to traffic issues, and
WHEREAS, in June 2021, Council approved an Interlocal Agreement for the City
to take over certain traffic engineering functions (traffic calming devices) from the County,
and
WHEREAS, after the signed interlocal was sent to the County, the County Traffic
Division wanted the interlocal language changed on some of the areas, and
WHEREAS, the Public Works Director continued going back and forth with the
changes until January 6, 2022 with the final draft where the County was fine to move
forward with County Commissioners approval, and
WHEREAS, on January 20, 2022, the County Traffic Division had revised the
agreement again, and
WHEREAS, the County wanted to also add the existing traffic calming devices that
the City has installed to date to be able start an inventory in the City, and
WHEREAS, the Public Works Department-Engineering Division will continue to
update internally and also keep a record of the traffic calming signage by installing decal
behind the signs to identify that the sign was installed by the City and not the County, and
WHEREAS, the Engineering Division will process all of the future requests for
traffic calming devices.
WHEREAS, if Council approves the Interlocal Agreement (Exhibit A) to assume
certain traffic control and engineering services, the City will assume the installation and
maintenance responsibilities of traffic calming devices and traffic engineering functions
pertaining to the City streets, and

WHEREAS, the CITY may install and maintain the following designated types of
traffic calming devices, and/or signs (collectively the “Traffic Calming Devices”) and only
on those local municipal streets operated and maintained by the CITY within its
boundaries, and not less than 250 feet from existing traffic signals, County roadways,
State roadways and the boundaries of the City limits; or within school zones, or adjacent
to bicycle facilities or hospitals:
a) Traffic Circles
b) Speed Humps/Cushions
c) In-Street Pedestrian Crossing Signs
d) Raised Intersections
WHEREAS, Staff is recommending that the City Council authorize the City
Manager to execute the interlocal agreement with Miami-Dade County to assume certain
traffic control and engineering services to include installation and maintenance of certain
traffic calming devices pertaining to the City’s local streets,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to execute that certain Interlocal Agreement with
Miami Dade County, a copy of which is attached hereto as Exhibit “A”, to assume certain
Traffic Control and Engineering Services to include the installation and maintenance of
traffic calming devices pertaining to its local municipal streets.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
