February 23, 2022
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Feb 23 2022, beginning at 07:00 PM, in the Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman
Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens,
and Councilwoman Katrina Wilson.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.

4.1. Regular City Council Meeting Draft Minutes – February 9, 2022
A motion offered by Councilman Stephens, seconded by Vice Mayor
Leon, to approve the minutes passed and carried by a 7 to 0 roll call
vote of the City Council.

A motion made by Vice Mayor Leon, seconded by Councilman Stephens,
to approve the Agenda as amended passed and carried by a unanimous
voice vote.

6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. SPECIAL PRESENTATION BY COUNCILWOMAN SHANNON
CAMPBELL.
Councilwoman Shannon Campbell presented Lorna's Caribbean &
American Grill with the Positive Forward Progress Award for their
continued support of the City of Miami Gardens seniors.
7. PUBLIC COMMENTS
Marjorie C. Lamarre, 17363 NW 7th Avenue, #101, Miami Gardens, FL 33169,
appeared before the City Council and shared concerns regarding traffic incident
that took place on February 14, 2022 on NW 207th Street. Ms. Lamarre
continued to question why the City has not placed any traffic calming devices on
that street and requested the City Council address the speeding issue in the
area.
Jacques Lamarre, 17363 NW 7th Avenue, #101, Miami Gardens, FL 33169,
appeared before the City Council and stated his family is seeking just for the
traffic incident that took place on February 14, 2022 on NW 207th Street.
Rea Hughes, 3335 NW 180th Street, Miami, FL 33056, appeared before the City
Council and shared quotes on transparency.
Former Councilman David Williams, Jr, 17640 NW 18th Avenue, Miami Gardens,
FL, appeared before the City Council and spoke on the importance of the Miami
Carol City High School PTA. He requested the City Council support their
upcoming PTA Fundraiser and Membership Drive.
Helen Wells, 20625 NW 24th Avenue, Miami Gardens, FL, appeared before the
City Council and shared concerns regarding traffic safety and speeding with the
City of Miami Gardens.
Jennifer Nijhove, 1731 NW 206th Street, Miami Gardens, FL 33055, appeared
before the City Council and on behalf of the Lake Lucerne Crime Presentation
Watch Group shared concerns regarding the speeding issues taking place in the
Lake Lucerne area.
Reginal Andre, 1418 NW 208th Street, Miami Gardens, FL 33169, submitted
written communication indicated the Keep Miami Gardens Beautiful Advisory
Boards recommends that the City provide an informational mailer to all
homeowners and business in Miami Gardens to provide and reiterate proper
expectations to the residents regarding how they should maintain the City.
Gale o. Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, Florida
33169, submitted written communication requesting the City Council fill vacant
Advisory Board appointments.

Councilwoman Julien spoke on her most recent community clean-up
which took place in the Vista Verde community. She continued to indicate
Vista Verde is in a litter and blighted state. She spoke in support of the
item as this steps in the right direction to improve in the quality of life in
that area.
Councilman Stephens spoke in support of the item.
Answering a question posed by Councilman Stephens, City Manager
Benson provided an overview on the item and introduced Public Works
Director Tom Ruiz who provided the parameters and schedule of the Vista
Verde Phase #4 Road and Drainage Improvement Project.

A motion was made by Vice Mayor Leon, seconded by
Councilman Stephens, to approve the Ordinance on First
Reading.
Attorney Robert Holland, representing the applicant, provided an
overview on the applicant's request for rezoning and housing
development plans. In addition, Mr. Holland answered questions
posed by the City Council concerning the townhome development
plans, day to day living on the property, maintenance, traffic,
workforce housing, amenities, and security.
Councilman Stephens shared concerns on the traffic infrastructure
surrounding the property.

Councilwoman Wilson shared concerns on the availability of
workforce housing and parking within the development plan.

Answering a question posed by Councilman Stephens, City Manager
Benson indicated resurfacing is the only improvements schedule for
the exterior streets of 189th Street and 191st Street.
Answering questions posed by Councilman Stephens and
Councilwoman Julien, City Attorney Dickens clarified a restrictive
covenant is not considered with this item. The Council is only
considering the rezoning application.
At the conclusion of deliberation on this Item, Mayor Harris called the
question.

to attend developer’s community meeting. Ms. Providence spoke in
opposition of a gas station on the proposed site.

Reading.
Attorney Robert Holland, representing the applicant, provided on
overview on the rezoning request, development project, traffic study,
and community meetings.

provided written communication in opposition of the Item.

Councilman Stephens indicated he had ex-parte communication
and his decision will be based on the evidence presented this
evening.
City Clerk Bataille administered the oath of truthfulness to all
interested parties.
Planning and Zoning Director Smith provided an overview on the
Item.
Mark Grafton, representing the applicant, appeared before the
City Council and provided an overview on the waiver request
made by St. Anthony School. Mr. Grafton made it known the
school was unable to receive authorization from the property
owner to enter into a declaration of restrictive covenant as
requested by the City Council at a previous Council Meeting.
However they proffer entering into a written agreement with the
City that will address the concerns raised by the City Council
during the previous meeting as it relates to recreation.
Answering a question posed by Councilman Stephens, Mr.
Grafton further clarified the reason why the owner would not
enter into a covenant. However he does have a letter of support
from the property owner.
Councilman Stephens acknowledge he visited the institution and
spoke in support of their operation.
Councilwoman Ighodaro spoke in support of the Item.
Answering a question posed by Councilwoman Wilson, the
Owner Operations of St. Anthony School brief the Council on
their operation and inspection history.

Answering a question posed by Councilwoman Campbell, the
Owner Operator made it known that the school has been
operating without a certificate of use.
Answering a question posed by Councilwoman Julien, Attorney
Dickens made it known that this is a zoning matter that runs with
the land and without a restrictive covenant the City does not have
any protection with the land. Ultimately it is the Council decision
to approve the item without a covenant.
David Coviello, representing the applicant, made it known that
the written agreement is no difference for a restrictive covenant.
Attorney Dickens opined the statement made by Mr. Coviello is
not true and made it known should the Council approve this Item
the approved variance will run with the land and not limited to just
the school. Attorney Dickens reiterated the proffered agreement
made by the applicant would be tied to their certificate of use and
not with the land.
Attorney Dickens recommended the City Council should defer
the Item in order to consider the proffered agreement in writing.
After further deliberation on the Item the following action was
taken.
A motion made by Vice Mayor Leon, seconded by
Councilwoman Campbell, to defer the Item to March 9, 2022
passed and carried by a Unanimous Voice Vote.

City Manager Benson reported on the Police Department’s recent hires and
promotions.
15. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES

Councilwoman Julien reported on her recently held Community Clean up at Vista
Verde Park. Additionally, she announced the next Community Clean Up will take
place on Saturday, April 9, 2022.
Councilwoman Campbell announced the upcoming event taking place with
Twisted Smoothies.

Councilwoman Wilson reported on the first Miami Gardens Street Fair and
Market event. Additionally, Councilwoman Wilson announced her upcoming
Real Estate Seminar.
Vice Mayor Leon requested an update from the City Manager on the status of
the Interlocal Agreement with Miami Dade County as it relates to traffic calming
devices.
Councilman Stephens requested the City Council hold a Workshop to discuss
speeding.
Consensus: The City Council to hold a Workshop to discuss the speeding
and traffic safety within the City.
Mayor Harris reported on the 5th Annual Robotic Competition.
Councilman Stephens announced the American Heart Walk taking placed at
Betty Ferguson Recreation Complex. In addition, Councilman Stephens
reported on the recently held S.T.E.M. Saturday event.
