Summary: Councilman Andre’ Williams is recommending that the City Council urge the City Manager to enact a policy to remove unfair barriers to employment for people with criminal histories. Numerous cities across the country have enacted policies that remove barriers from those persons with criminal histories from being hired. In an effort to allow persons who have criminal records to re-enter the workforce, Councilman Williams is requesting that the City Council urge the City Manager to create a policy whereby criminal background checks of those persons seeking employment by the City are delayed until the later stages of the hiring process. In accordance with Section 7.3 of the City’s Charter, the City Manager has the sole authority to enact policies relating to the hiring, firing, and promoting of City employees; except employees of the City Attorney and City Clerk. The policy would not apply to professional or managerial positions. Proposed Action: Councilman Andre’ Williams recommends that the City Council adopt the attached resolution.
