III Department: Parks and Recreation Department Short Title: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, DIRECTING THE CITY MANAGER TO ESTABLISH A DUAL ENROLLMENT
INCENTIVE PROGRAM THAT WILL PROVIDE RESIDENTS WHO PARTICIPATE IN THE HEALTHWAYS SILVERSNEAKERS FITNESS PROGRAM WITH A GOLD LEVEL MEMBERSHIP IN THE CITY’S SENIOR PROGRAM; PROVIDING FOR
THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Staff Summary: Current Situation The City’s elected officials have recently been seeking to address concerns expressed
by many of the seniors enrolled in the City’s senior program in regard to proposed changes to the delivery of services and a tiered membership fee schedule. It is understood that the
City’s budget constraints require creativity in trying to meet resident expectations. This resolution seeks to incentivize participation in the City’s proposed senior programming for
fiscal year 2010-11 by utilizing the benefits offered by the proposed Healthways SilverSneakers Fitness Program (“SilverSneakers”) to offset the out of pocket costs to residents. Under
this proposal seniors who enroll in the SilverSneakers Program and participate in at least 8 fitness sessions at the Community Center, would be able to also enroll in the City’s ITEM
J-6) CONSENT AGENDA RESOLUTION Incentive Program for City Residents
1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 senior program at no additional cost. The Dual Enrollment Incentive Program would offer the following benefits to
the seniors: Membership in the City’s Senior Program Gold Package • Catered weekly brunch • All inclusive trips (3 standard and 1 deluxe) • Special guests and workshops • Full access
to Community Center which includes Aquatics facility, Fitness room, Resource Center and Gymnasium (Cost covered by Silver Sneakers Program). The City will be compensated directly from
the company that operates the SilverSneakers Program on behalf of the residents that enroll in the Program. It is the overarching intent of this resolution to further engage the City’s
seniors to be actively involved in physical fitness which will enhance their quality of life. Further, this resolution seeks to incentivize those seniors in the City that may not have
been part of the senior program until now. As part of this resolution, it is desired that the City host a coordinated membership drive with the Silver Sneaker Program Coordinators to
ensure maximum opportunity for the senior residents to also take advantage of the benefits offered under the Dual Enrollment Incentive Program. Additionally, the Dual Enrollment Incentive
Program will be advertised in the Parks & Recreation “Gardens Experience” booklet that is currently published twice per year and mailed to all City households. Proposed Action That the
City Council approve the resolution establishing a Dual Enrollment Incentive Program and directs the City Manager to coordinate a membership drive in conjunction with the SilverSneakers
Program in order to facilitate dual enrollment in the City’s senior program. Attachment: None
