Capital Improvement Division Short Title: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO ISSUE A CHANGE ORDER TO SA CONSULTANTS,
LLC, TO EXTEND THE CONSTRUCTION TIME FOR BLEACHERS AT THE BETTY T. FERGUSON RECREATIONAL COMPLEX; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE Staff Summary:
Summary On September 21, 2009, the City Council under Resolution No: 2009-173-1118, authorized the City Manager to negotiate and execute a contract with SA Consultants, LLC, for the
design and construction of two sets of bleachers for the sports field at the Betty T. Ferguson Recreation Complex located at 3000 NW 199th Street. The project scope included one set
of bleachers east of the sports field and another set of bleachers to the west with a press box and vertical lift. At this time the construction has been declared Substantially Completed
and will soon achieve Final Completion. SA Consultants, LLC, has submitted a request for additional time for the design and construction of the bleachers. Staff has reviewed the request
for the time extension and is recommending that an additional 216 days be granted to SA Consultants, LLC. If approved by Council, the Change Order will extend the construction final
completion date from March 9, 2010 to October 11, 2010. The requested time extensions occurred due to project conditions and events beyond the direct control of the Design-Build contractor.

1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 Current Situation The design-build contractor was required to substantially complete the work within 105 calendar
days with final construction completion achieved 30 calendar days later for a total contract time of 135 calendar days. During the course of the project design and construction three
(3) specific delays occurred affecting the original project schedule hence impacting the original final construction completion date of March 9, 2010. The construction schedule was adversely
affected due to the following delays: 1. Miami-Dade Fire Department requirement for Emergency Lighting 113 Days 2. Miami-Dade Fire Department Permit processing delay 54 Days 3. Conflict
with existing site elevations & concrete slab re-design 49 Days Total Calendar Days Recommended: 216 Days The total time extension recommended by the City staff is 216 calendar days,
for a total of 351 days to design and construct the Bleachers, Press Box and Vertical Lift. If this recommendation is accepted, the new final construction completion date will be October
11, 2010. The contract for the project does not allow for additional compensation to the contractor for time extensions, hence the recommendation does not increase the contract amount.
Proposed Action: It is recommended that City Council approve the attached resolution allowing the City Manager to authorize Change Order #1 which will extend the project final construction
completion time by 216 calendar days, from 135 days to 351 days. The new final construction completion date will be October 11, 2010. Attachment: Attachment – A: SC Consultants LLC,
