May 11, 2022
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
May 11 2022, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman
Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens,
and Councilwoman Katrina Wilson.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.

Vice Mayor Leon requested Item 11.8 be pulled from the Consent Agenda.
A motion made by Councilman Stephens, seconded by Councilwoman
Julien, to approve the Consent Agenda as amended passed and carried by
a unanimous voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. SPECIAL PRESENTATION RECOGNIZING SCOTT LAKE
ELEMENTARY SCHOOL'S STUDENT COUNCIL AND PRINCIPAL'S
HONOR ROLL STUDENTS.
Councilman Robert Stephens, joined by the Mayor and City Council,
acknowledge Scott Lake Elementary School's Student Council and
Principal's Honor Roll Student recipients.
7. PUBLIC COMMENTS
Tania M. Andre, 1418 NW 208th Street, Miami Gardens, FL, appeared before
the City Council and spoke on the positive success/impact Formula 1 has had
on the City.
Reginal Andre, 1418 NW 208th Street, Miami Gardens, FL, appeared before the
City Council and spoke on Formula 1 event. He continued to challenge the City
Council to develop a plan to keep the visitors from Formula 1 shop and dine
within the City during the event.
Audry Ward, 3351 NW 189th Street, Miami Gardens, FL, appeared before the
City Council and shared concerns on the lack of return communication with the
Office of Councilwoman Ighodaro. She shared her expectation that the Mayor
and City Council should respond to constituent concerns.
London Johnson, Member of the Student Council for Scott Lake Elementary
School, appeared before the City Council and spoke on the dangerous traffic
condition on the roadways boarding Scott Lake Elementary School.
Jewel McKinney, Member of the Student Council for Scott Lake Elementary
School, appeared before the City Council and spoke on the dangerous traffic
condition on the roadways boarding Scott Lake Elementary School.
Takhiya Parker, Member of the Student Council for Scott Lake Elementary
School, appeared before the City Council and spoke on the Beatification Project
taking place at Scott Lake Elementary in partnership with Oklahoma University.

Carter Negron, Member of the Student Council for Scott Lake Elementary
School, appeared before the City Council and thanked Councilwoman Julien for
hosting the Honor Roll Students from Scott Lake Elementary at the Formula 1
Gran Prix.
Bridget McKinney, Principal of Scott Lake Elementary School, appeared before
the City Council and thanked the Mayor and City Council for their continued
support. Lastly, Ms. McKinney and the students of Scott Lake presented
Councilman Stephens with a Scott Lake Elementary "Chugga Chugga Choo
Choo" A-Train shirt.
Andrew Axelrod, South Florida Police Benevolent Association Attorney,
appeared before the City Council representing members of the Police Bargaining
Unit. Mr. Axelrod made it known that currently they are at an impasse with the
City as it relates to making Off-Duty Detail Pensionable in an effort to avoid
litigation.
Basil Cole, 2350 NW 187th Street, Miami Gardens, FL, appeared before the City
Council and spoke on the positive impact Formula 1 Grand Prix has had on the
City.
Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared
before the City Council and spoke on the oath taken by each member of the City
Council. She concerns with the lack of returned communication she has had
with the Office of Councilwoman Ighodaro.
Steadman Stall, President of the South Florida Police Benevolent Association,
appeared before the City Council and requested the City Council consider
resolving the impasse taking place during union negotiations.
Isaiah Edward, 2200 NW 204th Street, Miami Gardens, FL, appeared before the
City Council and thanked Mayor Harris, Vice Mayor Leon, Councilwoman Julien,
and Councilman Stephens for their support of his nonprofit. Lastly, he spoke on
the positive impact Formula 1 Grand Prix has had on the City.
Brenda Providence, 2021 NW 154th Street, Miami Gardens, FL, appeared
before the City Council and shared concerns with the lack of communication
between the constituents of Seat 3 and the Office of Councilwoman Ighodaro.
They requested her public meetings be held via zoom and in-person to allow for
public participation.

NEGOTIATE A SALE AND LEASE AGREEMENT FOR CITY OWNED
PROPERTY LOCATED AT 1020 NW 163RD DRIVE, MIAMI GARDENS,
FL AND 1050 NW 163RD DRIVE, MIAMI GARDENS, FL MORE
PARTICULARLY DESCRIBED HEREIN TO AMBROSE PROPERTY
GROUP FOR A PURCHASE PRICE AT OR ABOVE $5,541,178;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
Answering a question posed by Vice Mayor Leon, City Manager Benson
confirmed this item is to sell the subject property and enter into a lease
agreement.
Deputy City Manager Craig Clay provided an overview on the item where
he explained the intent of the item which is to sell the property and then
enter into a lease back transaction where we build an approximately 18
to 20 million dollar facility. The advantage of this transaction is that the
City would not be adding any additional debt for the construction of the
property. Deputy Manage Craig further highlighted the facility would
house Public Works Department along with additional flex space.
Vice Mayor Leon shared concerns with selling the property only to
turnaround and enter into a lease to be housed in the facility.
Answering a question posed by Vice Mayor Leon, Deputy City Manager
Clay indicated the projected leased term would be a 99 year lease around
$9.00 per square foot. He further believed the offer price is a fair price
for the property and requested Council support of the item.
Answering a question posed by Councilwoman Julien, Deputy City
Manager Clay made it known one of the building is the old police building
and is currently vacated. Meanwhile the other building is housed by the
Public Works Department.
Answering a questions posed by Councilwoman Julien, Deputy City
Manager Clay made it known the lease would be dependent on how we

utilize the building. In addition, he indicated once the lease is negotiated
it will be brought back to the City Council for approval. Mr. Clay further
opined this development can be a catalyst project for the surrounding
industrial area.
Answering a question posed by Councilwoman Campbell, Deputy City
Manager Clay confirmed the transaction profit and potential revenue from
taxes should the City Council approve the sell and lease agreement.
Councilwoman Wilson stated she believed there was a discussion or
motion that the City would no longer sell City property.
Answering a question posed by Councilwoman Wilson, Deputy City
Manager Clay indicated the City has currently 6 residential property and
7 commercial properties. Mr. Clay further provided an overview on the
current status of the various properties.
Councilwoman Wilson spoke in opposition of selling property and the
importance of maintaining control of City land.
Vice Mayor Leon spoke in opposition of the Item.

Harris, to approve the Resolution failed by a 3 to 4 roll call vote of
the City Council.

ANNUAL AUDIT REPORT FROM THE CITY’S AUDITOR, ANTHONY
BRUSON, P.A.; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE.
Anthony Brunson, City's Auditor, presented the Fiscal Year 2020-2021
Annual Audit Report and answered questions posed by the City Council.

City Manager Benson recognized and congratulated the City of Miami Gardens
and more particular the Building, Planning & Zoning, Code Enforcement, Public
Works, and Police Departments for all of their efforts and hard work associated
with the Formula 1 Grand Prix.

Councilman Stephens recognized staff for their work associated with Formula 1
Grand Prix.

Councilwoman Julien reported on the following sponsored initiatives:
Student Day at Formula 1 Grand Prix
Miami Gardens Youth Music Festival
Haitian Heritage Cultural Celebration
Haitian Heritage Essay Contest
Councilwoman Julien provided an overview on the economic impact provided by
Formula 1 Grand Prix. She continued to encourage residents to provide their
feedback as it relates to Formula 1.
Councilwoman Campbell stated the Formula 1 Grand Prix event was classy.
Councilwoman Wilson stated how proud she felt about the City hosting the
Formula 1 Grand Prix. She recognized City staff for their work related to Formula
1.
Councilwoman Wilson reported on the following sponsored initiatives:

HBCU Sports Combine
2nd Annual Juneteenth Celebration
Street Fair & Market Place
Vice Mayor Leon requested the City Manager schedule an executive meeting to
address the PBA Union Contract.
Vice Mayor Leon thanked the City staff for their work and communication
associated with the Formula 1 event. He recommended that the City evaluate
the event and its impact in order, therefore allowing the City to be in better
position logistically in handling and benefiting from the event.
Vice Mayor Leon requested on the status on the Interlocal Agreement with the
County as it relates to traffic safety within the City.
Mayor Harris recognized City staff for all their work associated with Formula 1.
Mayor Harris continued to speak on the positive impact Formula 1 has had on
the City.
