CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Jun 22 2022, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Councilwoman Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes –May 11, 2022 A motion offered by Vice Mayor Leon, seconded by Councilwoman Wilson, to approve the minutes passed and carried by a 7 to 0 roll call vote of the City Council. ORDER OF BUSINESS Mayor Harris added a Special Presentation to the Agenda. Councilwoman Campbell pulled item 11.1 and 11.3 from the Consent Agenda. A motion made by Councilman Stephens, seconded by Councilwoman Campbell, to approve the Agenda as amended passed and carried by a unanimous voice vote. SPECIAL PRESENATION - CITIZEN ACADEMY GRADUATION Deputy City Manager Craig Clay provided an overview on the Citizen Academy. Deputy City Manager Craig Clay was joined by the Mayor and City Council in recognizing the following members of 2022 Graduating Class of the Citizen Academy:  Tina Alexander  Paulette Bartlett  Josette Elysee  Yvonne Hart  Ruby Hogan  Stephanie Major  LaEatrice McMurray  Alicia Melton  Lesleye Roberts  Audry Ward  Patricia Wright 6.2. PRESENTATION OF EMERGING SMALL BUSINESS AWARD TO ICE CREAM HEAVEN Councilwoman Julien was joined by the Mayor and City Council in presenting Ice Cream Heaven with Emerging Small Business Award. 6.3. SPECIAL PRESENTATION TO ASHLEY ADIRIKA ON HER ACADEMIC ACHIEVEMENT. Councilwoman Julien recognized Miami Gardens Resident Ms. Ashley Adirika for being accepted to all eight Ivy Leagues School: Brown, Columbia, Darmouth, Harvard, Penn, Princeton, and Yale. 7. PUBLIC COMMENTS Jordan Owens, 151 NW 209th Terrace, Miami Gardens, FL, appeared before the City Council and shared concerns with the aesthetics of Andover Middle School. Additionally, he spoke on the technical services he provides utilizing QR Code. Dianah Hill, 1001 NW 175th Street, Miami Gardens, FL, appeared before the City Council and shared concerns regarding pet owner pick up their pets feces and requested the City enforce "Poop N Scoop". Rea Hughes, 335 NW 180th Street, Miami Gardens, FL, appeared before the City Council and shared traffic safety concerns exiting Gardens Promenade Shopping Center. She continued to congratulate the 2022 Citizen Academy Graduates. Gale Cunningham, 19001 NW 14th Ave. Road, Miami Gardens, FL, appeared before the City Council and congratulated the 2022 Citizen Academy Graduates. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING TRAVEL EXPENSES FOR THE MIAMI-DADE TRANSPORTATION PLANNING ORGANIZATION’S (TPO) SMART PROGRAM PEER EXCHANGE & EVALUATION OF EMERGING TECHNOLOGIES FOR COUNCILWOMAN LINDA JULIEN, ON BEHALF OF MAYOR RODNEY HARRIS; PROVIDING FOR INSTRUCTIONS TO THE CITY MANAGER; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Answering questions posed by Councilwoman Campbell, Mayor Harris provided an overview on the Item and his determination on selecting Councilwoman Julien to travel on behalf of the Mayor. Vice Mayor Leon spoke in support of the Item and importance to have representation from the City as part of the peer exchange program. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS DISCLOSURE: Planning and Zoning Director Nakeischea Smith provided the rules for the Quasi- Judicial Items. Councilwoman Wilson reported on the following sponsored initiatives, meetings, and events:  Juneteenth Celebration  Street Fair and Marketplace  HBCU Combine Vice Mayor Leon reported on the following sponsored initiatives, meetings, and events:  Juneteenth Celebration  African American's in Journalism Vice Mayor Leon spoke on the City becoming a host City for the upcoming FIFA World Cup and the City has begun to have discussion on the impact these large scale events has on the City economically but also to create ways that they are not a burden on the residents. Mayor Harris stated he is proud to be a resident and representative of the City Miami Gardens. He continued to share general comments on the City's continued growth and success. 16.
