1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Sep 22 2021, beginning at 07:00:00 PM, in the Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman
Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens,
and Councilwoman Katrina Wilson.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.
2. INVOCATION
Councilman Robert Stephens delivered the Invocation.

The following items was added to the Consent Agenda -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS,
FLORIDA, ALLOCATING FUNDS FROM VICE MAYOR REGGIE LEON’S
SPECIAL EVENTS ACCOUNT IN AN AMOUNT NOT TO EXCEED FIVE
THOUSAND DOLLARS ($5,000.00), TO SUPPORT THE MIAMI-DADE NAACP
YOUTH COUNCIL; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
A RESOLUTION OF THE CITY OF MIAMI GARDENS, FLORIDA ,
ALLOCATING FUNDS FROM COUNCILWOMAN KATRINA WILSON SPECIAL
EVENTS ACCOUNT IN AN AMOUNT NOT TO EXCEED THE SUM OF FIVE
THOUSAND DOLLARS ($5,000.00) TO SUPPORT THE RESIDENTIAL AREA
4 EDUCATIONAL INITIATIVES; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
Vice Mayor Leon pulled 11.10 from the Consent Agenda.

Motion was made by Councilman Stephens, seconded by Vice Mayor Leon,
to approve the Consent Agenda as amended passed and carried by a 7-0
voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. CITIZEN ACADEMY SPECIAL PRESENTATION
Mayor Harris provided an overview on the item and introduced Deputy
City Manager Craig Clay who briefed the City Council on the 2021 Citizen
Academy class.
Mayor Harris was joined by the City Council in presenting Certificates of
Competition to the 2021 Graduating Class of the Citizen Academy.
6.2. SPECIAL PRESENTATION BY VICE MAYOR REGGIE LEON
Vice Mayor Leon was joined by Consul General of Bahamas in Miami
Linda Mackery and CEO of Bahamas Global Clearance in presenting
Betty Verbal, CEO of First Prevention and Dialysis, for outstanding public
service.
7. PUBLIC COMMENTS
Howard Dupree, 1734 NW 192nd Street, Miami Gardens, FL appeared before
the City Council and spoke in opposition of consent agenda Items 11.4 and 11.5.
Referencing Item 12.1, he continued to speak in support of the Red Light
Camera Enforcement Program.
Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared
before the City Council and spoke on the role of the advisory board in providing
the advise on Agenda Items. She continued to encourage the City Council to
appoint members to the various advisory boards/committees and seek their input
on future agenda items.
Sonia Flowers, Miami Gardens, FL, appeared before the City Council and shared
concerns regarding the City's Red Light Camera Program as it relates to who
calibrates and services the cameras. Additionally she shared concerns
regarding the intersection adjacent to the Senor Center.
Francis Ragoo, Miami Gardens, FL, appeared before the City Council and spoke
in support of item 12.1.
Brenda Providence, 2021 NW 154th Street, Miami Gardens, FL, provided the
following written communication: I am in full support of televising public meetings
in Miami Gardens. We have been asking for it for years. Even in this

technological age, for various reasons some of our residents can’t log onto a
computer to watch or log onto a radio station to listen. This will help to bridge
the gap & encourage our residents to get involved. Thanks for all you do.

11.7. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE RENEWAL OF THE
AGREEMENT WITH FLORIDA MUNICIPAL INSURANCE TRUST
(FMIT) FOR WORKERS' COMPENSATION, GENERAL LIABILITY,
PROPERTY AND CASUALTY, AND AUTOMOBILE INSURANCE FOR
FISCAL YEAR 2021/2022; AUTHORIZING THE CITY MANAGER TO
ISSUE A PURCHASE ORDER, IN AN AMOUNT NOT TO EXCEED, ONE
MILLION EIGHT HUNDRED TWENTY-ONE THOUSAND AND EIGHT

STATE OF FLORIDA DEPARTMENT OF MANAGEMENT SERVICES
CONTRACT DMS- 12/13-007 FOR REAL ESTATE SERVICES, NUNC
PRO TUNC, TO OCTOBER 1, 2020; PROVIDING FOR THE ADOPTION
OF REPRESENTATION; PROVIDING FOR AN EFFECTIVE DATE.
Answering a question posed by Vice Mayor Leon, Deputy City Manager
Clay explained the item. Mr. Clay made it known prior to the sell any
property it will be brought for Council consideration and approval.
Councilman Stephens spoke on the importance of the City Council setting
a policy plan that relates to the sell of City owned property.

Councilwoman Wilson spoke on the importance of for the City to develop
a Comprehensive Strategic Plan.
A motion was made by Councilman Stephens, seconded by Vice
Mayor Leon, to approve the item.
There being no further discussion, Mayor Harris called the question.

Councilwoman Ighodaro stated this item is based on the numerous
complaints she has from residents regarding the City's Red Light Camera
Enforcement Program.
A motion was made by Councilwoman Ighodaro to approve the
Resolution.
The motion failed due to lack of second.

Councilman Stephens reported on the recently held Elder Abuse Awareness
Fair, Team Thursday Initiative, and Sickle Cell Awareness Workshop.
Councilman Stephens spoke on the recently approve FY 2021-2022 budget and
commended the City Manager along with Staff for their work on preparing the
budget.
Councilwoman Ighodaro reported on the Documentary Film "More Than a
Village" that was recently shown at St. Thomas University.
Councilwoman Ighodaro invited everyone to participate in the upcoming
U.N.I.T.Y. meeting which is held on the first Wednesday of every month.
Councilman Stephens invited everyone to participate in the upcoming Alzheimer
Walk.

Councilwoman Julien reported on the Earthquake Relief Drive taking place for
Haiti and encouraged everyone to participate.
Councilwoman Julien made it known she has sent communication to the Office
of the President of the United States concerning the humanitarian treatment of
Haitian Migrants at the Mexico and U.S. Boarder. She encouraged everyone to
reach out to their federal officials on this issue.
Councilwoman Julien thanked the residents for their communication and
continue support to take Miami Gardens to the next level.
Councilwoman Campbell offered condolences to Legislative Analyst Jamal
Engram and asked for continued prayer for her father former Councilman Aaron
Campbell.
Councilwoman Campbell thanked everyone for their support on the recently held
Entrepreneur Experience.
Councilwoman Wilson commended staff for their continued professionalism.
Councilwoman Wilson reported on the recently held Meet Me Sunday. She
continued to speak on the programing through Live Healthy Miami Gardens
program.
Councilwoman Wilson offered condolences of Legislative Analyst Jamal
Engram.
Vice Mayor Leon reported on the recently held Communication Connection
Meeting.
Vice Mayor Leon announced the upcoming Farm Share event taking place Holy
Family.
Vice Mayor Leon encouraged everyone to continue to get COVID-19 testing and
get vaccinated.
Vice Mayor Leon requested the City Manager provided continuing report on the
status of the current vacancies in the Police Department.
Mayor Harris reported on his recent trip to Southern Nevada. He continued to
encourage the City remains fiscally sound and find a way to address the issues
that relate to public safety.
