CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Oct 12 2022, beginning at 5:38 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Councilwoman Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Robert Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Special City Council Meeting/1st Budget Hearing Meeting Minutes - September 14, 2022 4.2. Regular City Council Meeting Draft Minutes – September 14, 2022 4.3. Special City Council Meeting/2nd Budget Hearing - September 28, 2022 4.4. Regular City Council Meeting - September 28, 2022 A motion offered by Vice Mayor Leon, seconded by Councilwoman Julien, to approve the draft minutes passed and carried by a 7 to 0 roll call vote of the City Council. 5. ORDER OF BUSINESS Councilwoman Wilson requested to pull Item 11.7 from the Consent Agenda. A motion made by Vice Mayor Leon, seconded by Councilman Stephens, to approve the agenda as amended passed and carried by a unanimous voice vote. SPECIAL PRESENTATION BY COUNCILWOMAN SHANNON CAMPBELL Councilwoman Shannon Campbell was joined by the City Council in recognizing NAACP Youth Counsel who had the highest attendance at the recently held Young Entrepreneur Experience with the Positive Progress Award. 7. PUBLIC COMMENTS Tina Alexander, 1799 NW 175th Street, Miami Gardens, FL, appeared before the City Council and shared concerns regarding the City's code enforcement practices. Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the City Council and raised concerns regarding a permitted event taking place in the area of 27th Avenue and 174th Street as it relates to the City's Noise Ordinance. 8. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE USE OF THE CITY OF MIAMI GARDENS SHOWMOBILE FOR THE DR. HERBERT AND NICOLE WERTHEIM COMMUNITY HEALTHCARE CONFERENCE PRESENTS ARTSCI 2022 TAKING PLACE AT TRINITY CHURCH ON NOVEMBER 3, 2022 IN MIAMI GARDENS AND WAIVE THE FEES ASSOCIATED WITH ITS USE IN THE AMOUNT OF SEVEN HUNDRED DOLLARS ($700); PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. 11.2. AND AUTHORIZING THE CITY MANAGER TO ISSUE PURCHASE ORDERS NOT TO EXCEED THE ANNUAL BUDGETED AMOUNT; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. 11.6. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING THE APPROVED OUTSIDE COUNSEL LIST TO INCLUDE WILLIAM MARK GRODNICK, ESQ.; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. 11.7. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, CANCELING THE NOVEMBER 09, 2022, NOVEMBER 23, 2022, AND DECEMBER 28, 2022 CITY COUNCIL MEETINGS; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. Pulled from the Consent Agenda. A motion offered by Vice Mayor Leon, seconded by Councilman Stephens, to approve the Consent Agenda passed and carried by a 7 to 0 roll call vote of the City Council. RESOLUTION(S) 12.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, CANCELING THE NOVEMBER 09, 2022, NOVEMBER 23, 2022, AND DECEMBER 28, 2022 CITY COUNCIL MEETINGS; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. Councilwoman Wilson raised some concerns with canceling both meetings in November as there is a need for the Council to meet again to discuss the legislative priorities. Therefore she recommended holding a Special Meeting or Workshop in November to discuss the legislative priorities. Answering a question posed by Councilwoman Campbell, City Clerk Bataille recommended tentatively holding a Special Meeting on November 9, 2022 to discuss the legislative priorities. Answering a question posed by Councilwoman Julien, Mayor Harris indicated the legislative priorities are due in January. There being no further discussion, the Council took the following action. A motion offered by Vice Mayor Leon, seconded by Councilwoman Campbell, to approve the Resolution passed and carried by a 7 to 0 roll call vote of the City Council. City Clerk Bataille reported on his attendance at the Florida Association of City Clerk's Fall Academy. 15. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES EACH) Councilman Stephens, Councilwoman Campbell, Councilwoman Wilson, and Mayor Harris acknowledged Vice Mayor Leon on his efforts in spearheading the City's response to assist those communities on the west coast of Florida affected by the aftermath of Hurricane Ian.
