RIGHTS-OF-WAY LOCATED IN THE VISTA VERDE NEIGHBORHOOD AREA ISLA
BELLA HOMEOWNERS ASSOCIATION, MORE PARTICULARLY DESCRIBED ON
EXHIBIT PRO“A”; REPRESENTATIONS; OF ADOPTION THE FOR VIDING
PROVIDING FOR AN EFFECTIVE DATE.
Staff Summary
Background
In 2007, the Department of Community Development began the Livable Neighborhoods
Initiative project. This project consists of comprehensive infrastructure improvements in three
(3) residential neighborhoods deemed by our Public Works Department to be among the
worst in the city. The 3 neighborhoods consist of:
1. Garden Circle
1. Kings Gardens I & II
1. Vista Verde/Miramar Gardens
On May 6, 2010, with the successful completion of the Kings Gardens I & II
neighborhood improvements, City Staff held a community meeting with the residents
of Gardens Vista and III Verde/Miramar Kings Circle, Garden the Gardens
neighborhoods. At this meeting Staff provided a recap of all of the City’s efforts up to
this point, including the various community meetings, the preliminary engineering
work, the numerous mailers containing project information, and most recently the
pictures of a completed portion of the project area; all done to encourage those
neighborhoods that had not yet conveyed ownership of the right-of-ways to the City to
do so.

Current Situation
Acceptance of Right-of-Ways
In order for the City to complete the needed infrastructure improvements in the Vista
Verde neighborhood, it was necessary to have the right-of-ways transferred from the
Isla Bella Homeowners Association, Inc. to the City. A resolution is needed in order
for the City to accept the road conveyance.
Engineering & Design
In addition to accepting conveyance of the roads, the City approved the Scope of
Work for Craven and Thompson Associates, Inc. (CTA). CTA is the professional
engineering firm awarded the contract to complete the Livable Neighborhood Projects
(via Resolution 2007-50-557). Under the proposed Scope of Work CTA has prepared
the necessary construction documents that will be used to solicit construction bids.

construction plans have already been completed and are presently going through
permitting.
Fiscal Impact
The total project cost is estimated at $1.5M, including project management costs in account #
401-41-09-538-630-00 – Stormwater Funds and 100-41-05-541-630-00 – CITT Funds.
Recommended Action
That the City Council approve the attached resolution authorizing the acceptance of
the right-of-way within the Isla Bella (Vista Verde Cluster Units #1 and #2) as
described in the attached surveys.

The City of Miami Gardens has agreed to take over the maintenance,repair and improvement of
the common area paving and drainage as indicated on the Surveys attached hereto.We are
providing a proxy which must be executed by each owner to give the City the authority to
maintain the easement areas as submitted with this cover letter.

The Meeting was called to order by:Chairman Douglas Jeffrey,Esq.at 7:16 PM
2.Determination of Quorum:
A Quorumwas present represented by Nineteen (19)Homeowners in person,by proxy
and by Zoom as indicated on the address report attached to these Minutes.
3.Certi?cation of Mailing:
A Notarized Affidavit of Mailing was Submitted by Magda Trujillo,the Manager of
Record of Isla Bella H.O.A.,Inc.,Certifying that a copy of the Paving and Drainage
Voting information package had been mailed to every owner of Record as indicated by
the Mailing List attached thereto.
