City Council Minutes
March 22, 2023
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Mar 22 2023, beginning at 5:55 p.m., in the Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Katrina Wilson, Councilwoman Shannon Campbell, Councilwoman
Shannan Ighodaro, Councilwoman Linda Julien, Councilman Reggie Leon, and
Councilman Robert Stephens.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.
2. INVOCATION
Councilman Stephens delivered the Invocation.
3. PLEDGE OF ALLEGIANCE
Recited in unison.
4. APPROVAL OF MINUTES

City Clerk Bataille withdrew the minutes from the Agenda.
5. ORDER OF BUSINESS
Councilman Stephens requested Item 11.6 be pulled from the consent agenda.
Vice Mayor Wilson requested Item 11.4 be pulled from the consent agenda.
A motion made by Councilman Leon, seconded by Councilwomen Julien,
to approve the Agenda as amended passed and carried by a unanimous
voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. SPECIAL PRESENATION HONORING CHRISTOPHER PROPHETE
FIRST PLACE WINNER OF THE MIAMI CHAPTER OF JACK AND JILL
OF AMERICA, INC'S 2023 ANN OWEN GORDON ORATORICAL
COMPETITION.

Mayor Harris was joined by the City Council in recognizing Christopher
Prophete winner of the Miami Chapter of Jack and Jill of America 2023
Ann Owen Gordon Oratorical Competition.
6.2. EMERGING SMALL BUSINESS GRANT PRESENTATION.
Councilwoman Julien presented the Emerging Small Business Grant
Award Presentation to the following businesses:
Simone N. Buford, Simon's Just Dance Performing Arts Dance
Studio
Kenya Vail Marguis, Keenya's Closet
Chione Daniel, Danl Dentistry
6.3. PRESENTATIONS TO DIVISION CHIEF FAYE T. DAVIS COMMUNITY
AFFAIRS DIVISION OF MIAMI DADE FIRE RESCUE.
Councilwoman Shannan Ighodaro presented Miami-Dade County Fire
Rescue Community Affairs Division Chief Faye T. Davis for her service to
the community.
7. PUBLIC COMMENTS
Sea Lascalzo, 2435 Ali Baba Avenue, Opa Locka, FL 33054, appeared before
the City Council representing Kauff's Towing referencing Item 11.6 and
requested the Council consider awarding the RFQ to multiple vendors on a
rotating schedule as his company is very much interested in providing services
to the City and currently providing services to Hard Rock Stadium
Vince Mancusi, 17207 NW 42nd Place, Miami Gardens, FL 33054, appeared
before the City Council and shared concerns regarding permit services provided
by the building department. He shared general concerns regarding the
community he resides in.
Antonio Fuente, 3740 Lowson Blvd, Delray Beach, FL 33445, appeared before
the City Council and provided comments on the use of Smart Street Lightings as
part of the City's street lighting improvement projects.
Pastor Stephanie Russel, 3440 NW 179th Street, Miami Gardens, FL, appeared
before the City Council and shared speeding concerns within her residential area
around 175th and 179th Street.
Suzette Pecko, 2430 NW 185th Terrace, Miami Gardens, FL, appeared before
the City Council and shared concerns regarding her apartment unit at Pelican
Cove and requested assistance from the City.
Legislative Analyst C. Vernon Martin appeared before the City Council and
thanked the City Council and Residents for their support and condolences on the
passing of his mother.

COUNCILWOMAN SHANNON CAMPBELL'S PUBLIC AFFAIRS
SPECIAL EVENTS ACCOUNT IN AN AMOUNT NOT TO EXCEED ONE
THOUSAND DOLLARS ($1,000.00) TO THE PROGRESSIVE
OFFICERS CLUB'S 25TH ANNUAL SCHOLARSHIP GALA;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
11.4. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AS THE GOVERNING BODY OF THE SPECIAL
TAXING DISTRICTS LISTED ON EXHIBIT “A,” ATTACHED HERETO,
AUTHORIZING THE CITY MANAGER TO EXECUTE AGREEMENTS
WITH FLORIDA POWER & LIGHT (FPL) FOR STREETLIGHT
UPGRADES, PER DISTRICT, IN AN AMOUNT NOT TO EXCEED ONE
HUNDRED SEVENTY-THREE THOUSAND FOUR HUNDRED FORTY-
TWO DOLLARS AND EIGHTY-TWO CENTS ($173,442.82) PLUS
MAINTENANCE COSTS ASSOCIATED WITH EACH UPGRADE,

11.6. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AWARDING RFQ NO. 22-23-007, CITYWIDE
TOWING AND STORAGE SERVICES, TO KING'S WRECKER
SERVICE, INC.; AUTHORIZING THE CITY MANAGER TO NEGOTIATE

A motion offered by Councilman Stephens, seconded by
Councilman Leon, to approve the Consent Agenda passed and
carried by a 7 to 0 voice vote of the City Council.
12. RESOLUTION(S)
12.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AS THE GOVERNING BODY OF THE SPECIAL
TAXING DISTRICTS LISTED ON EXHIBIT “A,” ATTACHED HERETO,
AUTHORIZING THE CITY MANAGER TO EXECUTE AGREEMENTS
WITH FLORIDA POWER & LIGHT (FPL) FOR STREETLIGHT
UPGRADES, PER DISTRICT, IN AN AMOUNT NOT TO EXCEED ONE
HUNDRED SEVENTY-THREE THOUSAND FOUR HUNDRED FORTY-
TWO DOLLARS AND EIGHTY-TWO CENTS ($173,442.82) PLUS
MAINTENANCE COSTS ASSOCIATED WITH EACH UPGRADE,
RESPECTIVELY; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
Answering a question posed by Vice Mayor Wilson, City Manager
Cameron Benson confirmed the pilot program and additional staffing
discussed during the workshop will be implemented utilizing the funds
already allocated for the lighting improvement project.
A motion offered by Councilman Stephens, seconded by
Councilwoman Julien, to approve the Resolution passed and
carried by a 7 to 0 voice vote of the City Council.

12.2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AWARDING RFQ NO. 22-23-007, CITYWIDE
TOWING AND STORAGE SERVICES, TO KING'S WRECKER
SERVICE, INC.; AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE AN AGREEMENT FOR THIS PURPOSE; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
Answering a question posed by Councilman Stephens, Manager Benson
confirmed they will negotiate terms that would include the removal of
debris and clean-up after accidents.
A motion offered by Councilman Leon, seconded by Councilman
Stephens, to approve the Resolution passed and carried by a 7 to 0
voice vote of the City Council.
