CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Jun 14 2023, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Katrina Wilson, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Reggie Leon, and Councilman Robert Stephens. Also, in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes – May 24, 2023 A motion offered by Councilman Leon, seconded by Councilman Stephens, to approve the minutes passed and carried by a 7 to 0 roll call vote of the City Council. ORDER OF BUSINESS Item 11.7 was pulled from the Consent Agenda by Councilman Stephens. Item 11.8 was pulled from the Consent Agenda by Councilwoman Campbell. A motion made by Councilwoman Julien, seconded by Councilman Leon, to approve the Agenda as amended passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. SENIOR HOME BEAUTIFICATION PROJECT PRESENTATION. Mayor Harris provided a presentation and shared a video on the Senior Home Beautification Project. Mayor Harris acknowledged the community partners for this project with certificates of appreciation. 6.2. NATIONAL MEN'S HEALTH MONTH PROCLAMATION Mayor Harris introduced Chief of Staff Kevin Brown how presented the National Men's Health Month Proclamation to Live Healthy Miami Gardens. 6.3. RECOGNITION OF THE MIAMI GARDENS POLICE ATHLETIC LEAGUE (PAL) YOUTH FLAG FOOTBALL TEAM. Mayor Harris was joined by the City Council in recognizing the Miami Gardens Police Athletic League Youth Flag Football Team. 6.4. PRESENTATION TO THE NATIONAL ASSOCIATION OF REAL ESTATE BROKERS (NAREB). Councilwoman Julien was joined by the City Council with presenting a check to National Association of Real Estate Brokers in support of their community advocacy. 6.5. RECOGNITION FOR THE CITY OF MIAMI GARDENS HIGHER EDUCATION SCHOLARSHIP AWARD WINNERS. Councilman Stephens was joined by the City Council in presenting the Miami Gardens Higher Education Scholarship to the following Award Winners:  Mauricio Cuba of Hialeah-Miami Lakes - Maya Collie of MAST Academy - Carjae Duncombe of Barbara Goleman High School - Mela Fleary of Booker T. PUBLIC COMMENTS State Representative Christopher Benjamin brought greetings from Tallahassee and announced upcoming events sponsored by his office in partnership with Councilman Leon. Rubin Roberts appeared before the City Council and announced an upcoming screening of the film H.U.S.H dedicated to men’s mental health awareness. Interns representing Residential Area Seat 5 (five) brought greetings and thanked the Mayor and City Council for the opportunity. Antonio Bravo, 16275 NW 47 Avenue appeared before City Council to discuss the possibility of introducing a sustainable energy project to the City. R. Hughes, 3335 NW 180 Street, appeared before the City Council to encourage the City Council to revise the City’s noise ordinance. Howard Dupree, 1734 NW 192 Street, appeared before City Council and gave remarks Florida Department of Transportation plans to improve which does not include landscaping and bicycle lanes along 183rd Street. 8. A motion offered by Councilman Leon, seconded by Councilwoman Julien, to approve the Consent Agenda passed and carried by a 7 to 0 voice vote of the City Council. 12. RESOLUTION(S) 12.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AMENDING THE PROTOCOL MANUAL, ATTACHED HERETO AS EXHIBIT "A"; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Councilman Stephens recommended the Item be amended to indicate should a request to utilize should be made with the City Clerk's Office who will then prepare the Agenda Item for Council's consideration and approval. Vice Mayor Wilson recommended being specific about what is allowed so that usage of the Chambers is not subjective, therefore no need for DocuSign Envelope ID: 722B2D70-1692-4E7A-8105-097EC8999E03 Page 6 of 9 June 14, 2023 Regular City Council Meeting Council approval. Vice Mayor Wilson spoke in opposition of a selective process. A motion made by Vice Mayor Wilson, seconded by Councilman Leon, to amend the Resolution by removing the approval process for use of the chambers passed and carried by a unanimous voice vote. A motion offered by Councilman Stephens, seconded by Councilwoman Julien, to approve the Resolution as amended passed and carried by a 7 to 0 roll call vote of the City Council. Councilwoman Campbell spoke in support of the item. A motion offered by Councilman Stephens, seconded by Councilwoman Campbell, to approve the Resolution passed and carried by a 7 to 0 roll call vote of the City Council. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO PROCEED WITH NEGOTIATIONS WITH LEGACY DEVELOPMENT ALLIANCE, LLC FOR THE DEVELOPMENT OF CITY OWNED LAND DocuSign Envelope ID: 722B2D70-1692-4E7A-8105-097EC8999E03 Page 7 of 9 June 14, 2023 Regular City Council Meeting LOCATED AT 2775 NW 183RD STREET; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Answering a question posed by Councilwoman Campbell, Deputy City Manager Craig Clay defined Legacy Development Alliance proposal for vacation rental units as short-term rental units. Councilwoman Campbell recalled during the workshop discussing the subject property that vacation rentals would not be supported as part of this project. She shared concern that Agenda Item still listed vacation rentals as part of the proposal. She continued to speak in opposition of the item as the proposal was not updated based on the discussion during the workshop. Deputy City Manager Craig Clay clarified the items discussed during the workshop that was not in support by the City Council will be discussed with the developer during negotiations. Negotiations will be discussion on price and specific elements on the property. Attorney Dickens further clarified the Resolution before the Council will only authorize negotiations and a draft development agreement will be brought back to the City Council for approval. A motion offered by Councilman Leon, seconded by Councilwoman Julien, to approve the Resolution passed and carried by a 6 to 1 roll call vote of the City Council.
