Staff Summary: In an effort to maintain and continue to beautify the City of Miami Gardens landscape, the City solicited bids to purchase ornamental trees and palms. The objective is to provide a variety of ornamental trees as well as to furnish and install palm trees in City rights of way, medians, and frontage roads. This contract is for a one year term with City option to renew for an additional year. It is estimated that the City will spend $150,00.00 annually. ITEM J-5) CONSENT AGENDA RESOLUTION Awarding a bid for Trees and Palms 1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 City Staff prepared specifications and advertised on May 27, 2009. The specifications were for several varities/species of palm trees and ornamental trees. The bid contained specifications for some palm trees to be delivered and planted and some specifications were to deliver only. The City also included alternates sizes of varities/species. The City A broadcast notice was sent to 817 vendors. Thirty two vendors requested bid packages. The bids were opened on June 18, 2009. Eleven bids were received and publicly read. A copy of the proposal document and submittals are available at the assistant to the mayor and council’s office for review. On July 10, 2009, while performing its due diligence, city staff visited the facilities of those apparent low bidders it had not previously conducted business with: All Green Irrigation Services, Inc. and Jerry’s Custom Landscaping Inc. Based on these site visits All Green Irrigation Services Inc. met the contract terms and conditions; however, Jerry’s Custom Landscaping Inc. was found not responsible, as relevant experience could not be verified. At Jerry’s Custom Landscaping Inc. staff found only residential landscape work samples. Multiple attempts to have this vendor provide municipal work samples, to include work in rights of way, medians and frontage roads were unsuccessful. Award is recommended to multiple bidders on a Primary and Secondary basis to ensure availability. Where ties exist, additional vendors may be awarded.
