Short Title: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AWARDING A BID TO SA CONSULTANTS, LLC, TO DESIGN AND CONSTRUCT STADIUM‐STYLE BLEACHERS, WITH A PRESS
BOX AND AN ENCLOSED STORM RESISTANT ACCESSIBLE LIFT SYSTEM IN AN AMOUNT NOT TO EXCEED FOUR HUNDRED TWENTY FIVE THOUSAND, TWO HUNDRED EIGHTY TWO DOLLARS ($425,282.00) WHICH INCLUDES A
TEN PERCENT (10%) CONTINGENCY; AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE AND ATTEST, RESPECTIVELY, THAT CERTAIN AGREEMENT WITH SA CONSULTANTS, LLC ATTACHED HERETO AS EXHIBIT
“A;” PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE Staff Summary: Current Situation In order to complete the
football field and track at the Miami Gardens Community Center, staff directed CPZ Architects to prepare design criteria and concept drawings for the installation of handicapped accessible
stadium style bleachers and a Press Box including an enclosed vertical lift. The drawings and design criteria prepared by, CPZ Architects and were advertised as ITB #08‐09‐052 on July
1, 2009. The bid included two options for the Accessible Lift System Option “A” is a fully enclosed weather protected Vertical Lift to serve persons with disabilities access to the upper
platform and the press box. Option “B” is an exposed rail mounted lift that provides similar access and is not weather protected. ITEM J-6) CONSENT AGENDA RESOLUTION Awarding a bid to
SA Consultants, LLC
1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 A broadcast notice was sent to 440 vendors, thirty‐nine (39) bid packages were requested. The bids were opened on
July 30, 2009. Three (3) bids were received and publicly read at that time. The bids are: 1. SA Consultants, LLC, Miami, FL $386,620.00 which includes Option A 2. Seating Constructors,
Brooksville, FL $406,645.00 which includes Option A 3. All Star Bleachers, Lakeland, FL $479,500.00 which includes Option B All Star Bleachers did not provide a bid for Option A. The
Procurement Division and the Capital Improvement Division evaluated the bids for compliance with the specifications and the ability of the companies to perform the work. Reference checks
of the apparent low bidder, SA Consultants, LLC were sent. All references received were favorable. Patricia Varney, Finance Director, reviewed SA Consultants’ financial report and found
the company financially stable. A copy of the proposal document and submittals are available for review at the office of the assistant to the Mayor and Council. The attached resolution
seeks City Council approval to award the bid to SA Consultants LLC, to furnish and install bleachers, press box with an enclosed vertical lift and authorize the City Manager to enter
into an agreement with this vendor for an amount not to exceed $425,282.00 which includes 10% contingency for unforeseen conditions. Proposed Action: It is recommended that the City
Council approve the attached resolution authorizing the City Manager to negotiate and execute a contract with SA Consultants LLC to Design and Construct Stadium style Bleachers with
Press Box and an Enclosed Storm Resistant Accessible Lifts System. Attachment: Attachment ‐A Bid Tabulation Attachment‐B Contract
