OF MIAMI GARDENS, FLORIDA, SUPPORTING THE ENACTMENT OF A $2 PER DAY RENTAL CAR SURCHARGE TO SAVE TRI-RAIL FROM DEFAULT; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE
DATE. Staff Summary: Tri‐Rail provides commuter services connecting passengers to Miami‐Dade, Broward and Palm Beach counties. Due to the recent economic climate and declining property
tax revenues, Miami‐Dade, Broward and Palm Beach counties have reduced their voluntary subsidies subsidies to Tri‐Rail. As a result of the poor economy and the reduction ofrevenue from
local governments, Tri‐Rail is in imminent danger of defaulting on a Two Hundred Fifty‐Six Million Dollar ($256,000,000) grant. In an effort to generate revenue to support the Tri‐Rail
system, the South Florida Regional Transportation Authority is requesting the support of the Florida Legislature to levy a $2.00 per day rental car surcharge. Under the current proposal
this surcharge would not apply to persons who own a motor vehicle that is in the shop for repair or maintenance. Several munipcalities have lent their support to this initiative, realizing
the impact that Tri‐Rail has on their communities. Due to the fact that the City of Miami Gardens has a Tri‐Rail station within close proximity to the city limits, and since our residents
may be negatively impacted by the loss of a low cost communter option. The ITEM J-4) CONSENT AGENDA RESOLUTION Supporting a surcharge to save Tri-Rail
1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 attached resolution proposes that the City Council of the City of Miami Gardens joins with other local governments
to call on Governor Charlie Crist, State Senate President Jeff Atwater, State Speaker of the House Larry Cretul and all of our State Legislators to save Tri‐Rail from default by enacting
a $2.00 per day rental car surcharge. Proposed Action: Vice Mayor Oliver Gilbert III recommends that the City County adopt the attached resolution supporting the $2.00 per day rental
car surcharge in support of Tri‐Rail. Attachment: None
