A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER TO APPLY FOR THE UNITED STATES ECONOMIC
DEVELOPMENT ADMINISTRATION RECOMPETE PILOT
PROGRAM GRANT AND TO PARTNER WITH FLORIDA STATE
MINORITY SUPPLIER DEVELOPMENT COUNCIL FOR THE
EXECUTION OF THE RECOMPETE PILOT PROGRAM;
AUTHORIZING THE CITY MANAGER TO TAKE ANY AND ALL
STEPS NECESSARY TO ACCEPT GRANT FUNDS; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the Recompete Pilot Program supports investments that create, and
connect workers to good jobs in places that need them most, and
WHEREAS, as local champions and change agents, the City of Miami Gardens
and the Florida State Minority Supplier Development Council (FSMSDC) would serve as
the Recompete Plan Coordinators, facilitating and coordinating across entities to ensure
the successful implantation of the Recompete Pilot Program, and
WHEREAS, the Recompete Pilot Program-Strategy Development Grant will allow
the partnership to implement the Pathways to Prosperity Pilot Program, and
WHEREAS, the City of Miami Gardens will bear the majority of the responsibility
and, as such, will be granted sixty percent, or $300,000 of the proposed $500,000 funding
request, and
WHEREAS, the Pilot Program would fund five full-time employees to manage the
Pilot Program with three being allocated to the City and two allocated to FSMSDC,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to apply for the United States Economic
Development Administration and to partner with Florida State Minority Supplier
Development Council for the execution of the Recompete Pilot Program. The City Council
further authorizes the City Manager to take any and all steps necessary to accept grant
funds.

Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON SEPTEMBER 27, 2023.
