City Council Minutes
January 26, 2022
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Jan 26 2022, beginning at 07:00 PM, in the Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman
Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens,
and Councilwoman Katrina Wilson.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.

5. ORDER OF BUSINESS
City Manager Benson added "Special Presentation by the City Manager" as Item
6A.
A motion made by Vice Mayor Leon, seconded by Councilman Stephens,
to approve the Agenda as amended passed and carried by a unanimous
voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. SPECIAL PRESENTATION BY THE CITY MANAGER
City Manager Benson introduced Capital Improvements Director Laura
LaLiberte and representatives from LINK Construction, who was
responsible for the development and construction of the Senior Center.
Representatives of Link Construction presented the Mayor and City
Council with the Associated Builders and Contractors Excellence in
Construction Award for the Senior Center Construction Project.

7. PUBLIC COMMENTS
Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared
before the City Council and recommended Council make appointments to the
Historic Advisory instead of the Ad Hoc Committee being proposed by
Councilwoman Katrina Wilson.
Brenda Providence, 2021 NW 154th Street, Miami Gardens, FL, appeared
before the City Council speaking on the importance of the story of the City and
requested the City Council make appointments to the Historic Advisory
Committee.
Leroy Witherspoon, 20725 NW 9th Court, Unit 104, Miami Gardens, FL,
submitted written communication which stated: please fill the empty membership
of The Historic Advisory Committee via appointments. The committee’s
responsibilities negate the need for the formation of an Ad-Hoc Committee to
plan our city’s 20th Anniversary.
Ebonni Chrispin, representing the Aids Healthcare Foundation, appeared before
the City Council in support of Item 11.3.
Jennifer King, Miami Gardens, FL, appeared before the City Council and spoke
in support of Item 11.3.

BLACK HISTORY MONTH FOOD TRUCK FRENZY IN THE MIAMI
GARDENS VILLAGE, PROVIDING INSTRUCTION TO THE CITY
MANAGER; PROVIDING FOR THE ADOPTION OF

11.3. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI

HEALTHCARE FOUNDATION ACCESS TO CONDUCT TESTING AND
EDUCATIONAL AWARENESS THROUGHOUT THE CITY OF MIAMI
GARDENS; AUTHORIZING THE CITY MANAGER TO TAKE ANY AND
ALL STEPS NECESSARY TO IMPLEMENT THE INTENT AND
PURPOSE OF THIS RESOLUTION; PROVIDING FOR THE ADOPTION
OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
11.4. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, ESTABLISHING AN AD HOC CITIZENS
ADVISORY COMMITTEE TO COMMEMORATE THE 20TH
ANNIVERSARY OF THE CITY OF MIAMI GARDENS; PROVIDING FOR
A SUNSET DATE; PROVIDING FOR THE ADOPTION OF
REPRESENATATIONS; PROVIDING FOR AN EFFECTIVE DATE.
11.5. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, ACCEPTING A THIRTY THOUSAND DOLLARS
($30,000.00) GRANT AWARD, FROM THE NATIONAL FITNESS
CAMPAIGN (NFC); A COPY OF WHICH IS ATTACHED HERETO TO
AS EXHIBIT “A”; AUTHORIZING THE CITY MANAGER TO ALLOCATE
ONE HUNDRED AND THIRTY THOUSAND DOLLARS ($130,000.00)
WITH THE GRANT, FOR A COMBINED TOTAL OF ONE HUNDRED
AND SIXTY THOUSAND DOLLARS ($160,000.00), FOR THE COST OF
THE OUTDOOR FITNESS COURT AT THE BETTY T. FERGUSON
RECREATION COMPLEX; AUTHORIZING THE CITY MANAGER TO
EXECUTE ANY AND ALL DOCUMENTS RELATED TO THE
ACCEPTANCE OF THIS AWARD; PROVIDING FOR THE ADOPTION
OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
11.6. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY
CLERK TO EXECUTE AND ATTEST TO RESPECTIVELY THOSE
CERTAIN AGREEMENTS ATTACHED HERETO AS EXHIBIT “A” AND
“B” FOR THE CITY’S CONSENT AND ACKNOWLEDGEMENT OF THE
ASSIGNMENT FROM RG TOWERS, LLC TO CASTLE TOWERS 06-2
LLC OF THOSE CERTAIN LICENSES AGREEMENT ENTERED INTO
ON MARCH 13, 2018; ATTACHED HERETO AS EXHIBIT “C” AND “D”
LICENSING OF A PORTION OF REAL PROPERTY AT THE BETTY T.
FERGUSON RECREATION CENTER AND AT ROLLING OAKS PARK
FOR OF CONSTRUCTION, MAINTENANCE AND OPERATION OF A

ALLOCATE AMERICAN RESCUE PLAN ACT FUNDS FOR REVENUE
REPLACEMENT, INVESTMENT IN INFRASTRUCTURE, PREMIUM
PAY AND COVID RELEIF.

A motion offered by Vice Mayor Leon, seconded by Councilman
Stephens, to approve the Consent Agenda passed and carried by a
7 to 0 roll call vote of the City Council.

DISCLOSURE:

Planning & Zoning Director Nakeischea Smith provided the rules for
Quasi-Judicial Hearing.
13.1.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, APPROVING THE REZONING
OF THAT CERTAIN PROPERTY LOCATED AT THE
INTERSECTION OF NW 37TH PLACE AND THE PALMETTO
EXPRESSWAY/NW 167TH STREET IN MIAMI GARDENS,
FLORIDA, MORE PARTICULARLY DESCRIBED ON EXHIBIT
“A”, ATTACHED HERETO, FROM SINGLE-FAMILY DWELLING
RESIDENTIAL TO PLANNED CORRIDOR DEVELOPMENT;
REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A

City Clerk Bataille administered the oath of truthfulness to all
interested parties.
Councilman Stephens, Councilwoman Wilson, Councilwoman
Campbell, and Mayor Harris affirmed ex-parte communication on
the Item and affirmed their decision on the Item will be solely
based on the evidence presented during this hearing.
Albert P. Childress, Associate Vice President of St. Thomas
University, requested the item be deferred until February 23,
2022.

A motion made by Vice Mayor Leon, seconded by
Councilwoman Julien, to defer the Item to February 23, 2022
at 7:00 PM passed a carried by a unanimous voice vote.
13.1.2. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, APPROVING THE APPLICATION
SUBMITTED BY ELBERT L. WATERS ON BEHALF OF
MONUMENT OF FAITH, INC., FOR THE REZONING OF THE
PROPERTY GENERALLY LOCATED 500 FEET SOUTH OF THE
INTERSECTION OF NW 20TH AVENUE AND NW 183RD STREET
IN MIAMI GARDENS, FLORIDA, MORE PARTICULARLY
DESCRIBED IN EXHIBIT “A” ATTACHED HERETO, FROM SINGLE
FAMILY DWELLING RESIDENTIAL (“R-1”) TO R-25 MULTIPLE
FAMILY DWELLING RESIDENTIAL (“R-25”); PROVIDING FOR

City Clerk Bataille administered the oath of truthfulness to all

Councilman Stephens, Councilwoman Ighodaro, and Councilwoman

Mayor Harris opened the floor for public comments.
Gayle Cunningham appeared before the City Council and
acknowledge the applicant held a Community Meeting regarding the
request for rezoning.
There being no further comments, Mayor Harris closed the floor.
Elbert L. Water, representing the applicant, presented the application
of rezoning and requested approval of the Item.
A motion was made by Councilwoman Julien, seconded by
Councilwoman Wilson, to approve the Item on First Reading.
Answering a question posed by Councilwoman Ighodaro, Director
Smith confirmed all public notice requirements on this Item have
been met.
There being no further discussion, Mayor Harris called the question.

City Manager Benson updated the Council on the recent hires within the
Police Department.

Councilman Stephens announced and reported on the following
events/meetings:
2022 Fitness Challenge (currently taking place)

Councilwoman Ighodaro announced and reported on the following upcoming
events/meetings:
U.N.I.T.Y. Town Hall Meeting
Homebuyers Workshop
Answering a question posed by Councilwoman Julien, Deputy City Manager
Craig Clay updated the City Council on administrations on recent meetings with
the City of North Miami Beach concerning delinquent water bills.

Councilwoman Julien shared her concerns with the ongoing water bill situation
with the City of North Miami Beach. Therefore, Councilwoman Julien requested
the City look into this matter.
Councilman Stephens spoke in support of investigating this matter however he
would like the investigation to move swiftly in order to respond to the concerns
of the residents adequately.
A motion was made by Councilwoman Julien, seconded by Vice Mayor
Leon, directing the City Attorney and City Manager to look into obtaining a
utility industry expert consultant to look into and investigate the water bill
situation with the City of North Miami Beach.
Councilwoman Wilson spoke in support of holding a Town Hall Meeting to further
discuss this matter and hear the concerns of the residents.
Vice Mayor Leon spoke on past Town Hall Meetings regarding this matter which
resulted in a member of the North Miami Beach Utility Department present at
City Hall monthly to answer questions and/or concerns regarding water bills.
Answering a question posed by Vice Mayor Leon, Assistant to the City Manager
Tamara Wadley made it known the City has recently lost the employee who was
present monthly and will follow-up when they will resume to have representatives
at the City again in February.
Vice Mayor Leon spoke in support of Councilwoman Julien's motion.
Councilwoman Wilson spoke on the importance of the City Council to hear the
concerns of the residents through a Town Hall Meeting and will host a meeting.
There being no further discussion, Mayor Harris called the question on the
motion.
A motion was made by Councilwoman Julien, seconded by Vice Mayor
Leon, directing the City Attorney and City Manager to look into obtaining a
utility industry expert consultant to look into and investigate the water bill
situation with the City of North Miami Beach passed and carried by a
unanimous voice vote.
Councilman Stephens spoke in support of the Town Hall Meeting and
cosponsoring it with Councilwoman Wilson.
Councilwoman Campbell spoke in support of Item 11.4 and welcomed setting up
a meeting to assist with the City's upcoming 20th anniversary.

Councilwoman Wilson spoke on the importance to show love and be supportive
to each other.
Vice Mayor Leon announced and reported on the following events/meetings:

Mayor Harris thanked everyone for their kind words of encouragement for his
wife and family.
Mayor Harris recommended the City Council to fill the advisory boards and the
City Clerk to provide recommendation to sunset those inactive advisory
boards/committees.
