City of Miami Gardens City Council Minutes November 8, 2023 1. CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Nov 08 2023, beginning at 5:39 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Katrina Wilson, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Reggie Leon, and Councilman Robert Stephens. Also, in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes – October 25, 2023 A motion offered by Councilman Leon, seconded by Councilwoman Julien, to approve the minutes passed and carried by a 7 to 0 roll call vote of the City Council. 5. ORDER OF BUSINESS Councilwoman Linda Julien withdrew Item 6.2. Councilwoman Campbell requested Items 11.3 and 11.6 be pulled from the Consent Agenda. A motion made by Councilman Leon, seconded by Councilwoman Julien, to approve the Agenda as amended passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. RANSOM EVERGLADES SCHOOL DIVERSITY AND INCLUSION PROGRAM PRESENTATION. HISPANIC HERITAGE ESSAY CONTEST PRESENTATION BY COUNCILWOMAN LINDA JULIEN. This item was withdrawn. 6.3. BREAST CANCER SURVIVOR RECOGNITION PRESENTED BY COUNCILMAN ROBERT STEPHENS, III Councilman Stephens spoke on the importance of Breast Cancer Awareness Month. In addition, Councilman Stephens recognized the following breast cancer survivors who are Miami Gardens residents: Lucille White - Rose Coaxum - Benoral Wooten - Arie Myles - Barbara Graham - Veronica Washington - Beverly Craft - Beverly Thomas - Yvonne R. Pinkett - Gwendolyn Bradshaw - Essie Pravant - Roseshell Sampson - Rosa Storr - Lucretia Adderley - Mary Johnson - Linda Blackshear - Alma Ross - Sharon T. Mathis - Annette Rolle - Regina Livingston - Dortell Johnson - Parlee Coleman - Soniamae Brown - Kathy Ratliff 6.4. TEACHER OF THE YEAR PRESENTATION BY COUNCILMAN ROBERT STEPHENS, III. Councilman Stephens was joined by Mayor and City Council in recognizing Miami Norland Middle School Teacher Mrs. Ernestine Mike- Petit for receiving the 2023 Teacher of the Year Award. 6.5. EMPLOYEE OF THE QUARTER PRESENTATION. Yvena Muselaire, Strategic Communication & Training Specialist, appeared before the City Council and announced Parks and Recreation Community Center Manager Tangela Lynch as Employee of the Quarter. 7. PUBLIC COMMENTS Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the City Council and commended the Public Works Department for installing traffic calming devices along 37th avenue between 179th Street and 180th Street. In addition, she commended the Code Enforcement Department for their services to the City. Lastly, she spoke on the importance of maintaining the City's cleanliness. 8. (1ST READING - PUBLIC HEARING) City Clerk Bataille provided an overview on the item, thereby requesting the City Council to select one of the three residential boundary options presented officially delineating the boundaries of each residential area. Mr. Bataille introduced Attorney Miguel De Grandy who presented an overview of the item and details on each proposed boundary options along with answering questions posed by the City Council. A motion was made by Councilman Leon, seconded by Vice Mayor Wilson, to approve the Ordinance on First Reading with Option 1 as the Choice. There being no further discussion, Mayor Harris called the question. A motion offered by Councilman Leon, seconded by Vice Mayor Wilson, to approve the Ordinance on First Reading with Option 1 as the Choice passed and carried by a 5 to 2 roll call vote of the City Council. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, DIRECTING THE CITY MANAGER AND CITY ATTORNEY TO NEGOTIATE PROFESSIONAL SERVICES AGREEMENT WITH WORKFORCE READINESS ADVANCEMENT & PLACEMENT, INC. (WRAP©) FOR A JOB AND CAREER READINESS PROGRAM; UTILIZING FUNDING IN AN AMOUNT NOT TO EXCEED ONE HUNDRED AND THIRTY THOUSDAND DOLLARS ($130,000) FROM THE FORMULA ONE COMMUNITY BENEFITS PROGRAM FOR SAID PROGRAM; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Answering a question posed by Councilwoman Campbell, City Manager Benson confirmed the total Formula One Community Benefit funding is five million dollars. In addition, he confirmed the current Formula Once Community Benefit funding breakdown includes an allocation of $50,000 for each Council Member Seat, $430,000 for general funding, and $500,000 towards the revolving loan fund. The requested allocation will be derived from the general funding. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS DISCLOSURE: Nakeischea Smith, Planning and Zoning Director, provided the rules for Quasi- Judicial Zoning Hearings. City Clerk Bataille administered the Oath of Truthfulness to all interested parties. City Clerk Bataille polled the City Council on Jennings Disclosures, which all members indicated they have not had any ex-parte communication and their decision will be based on the evidence presented before them. 13.1 ORDINANCES ON FOR FIRST READING/PUBLIC HEARING(S): 13.1.1. Attorney/Client Session – City of Miami Gardens vs. City of North Miami Beach Water Surcharge litigation. City Attorney Sonja Dickens announced there is a private-attorney-client meeting hereby called for Wednesday December 13, 2023 at 4:30 p.m. in closed chambers in the Mayor and City Council Recess Room, 1st floor, 18605 N.W. 27th Avenue, Miami Gardens, Florida 33056, to discuss the litigation case City of Miami Gardens vs. City of North Miami Beach, Case No. 2018-042450-CA-01. The session shall commence at an open meeting and upon conclusion of the attorney-client session, the meeting shall be reopened to announce the termination of the session. Those in attendance shall be limited to Mayor Rodney Harris, Vice Mayor Katrina Wilson, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Reggie Leon, Councilman Robert Stephens, City Manager Cameron Benson, City Attorney Sonja K. Dickens, Assistant City Attorneys Jonell Murphy and Zachery Stokes, Outside Counsel Eugene Stearns and Matthew Dates, and a Court Reporter. The subject matter of the meeting shall be confined to settlement negotiations and/or strategy sessions related to litigation expenditures.
