HomeMy WebLinkAbout2024-016-2089_-_Myrtle_Grove_Park_BIP_Amendment_-_Adopted.docxRESOLUTION NO. 2024-016-2089 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING THE BOND IMPLEMENTATION PLAN AS IT RELATES TO MYRTLE GROVE PARK, ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO AMEND THE BOND IMPLEMENTATION PLAN; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in April 2014, the City of Miami Gardens residents approved a General Obligation Bond (GOB) in the amount of Sixty Million Dollars ($60,000,000) for the construction of and improvements to the City’s parks and related facilities, and WHEREAS, City Council authorized the issuance of General Obligation Bonds to pay the costs of various improvements to the parks, AND WHEREAS, on February 25, 2015, the City Council adopted Resolution No. 2015- 42-2239 adopting a Bond Implementation Plan (BIP) that listed improvements to be incorporated into each park project, and WHEREAS, on December 9, 2015, the City Council approved Resolution No. 2015-200-2897 amending the Bond Implementation Plan, and WHEREAS, the current scope of work included in the plan includes the following elements: • Renovate the existing recreation building. • Demolish the existing pool, pool house and all of the pool equipment. Sod the area. • Evaluate rebuilding pool based on the physical condition of the existing pool, pool house and all of the pool equipment. • Replace the playground with a new playground with soft rubberized play surface and shade structure. • Replace two existing tennis courts with two new basketball courts. • Demolish existing basketball courts. • Install additional paved parking to the existing lot and adapt the lot to be ADA compliant. Remove existing parking lot lighting system and install new lights for improved security and surveillance. The lighting will be controlled by the Musco sports lighting system. • Construct a state-of-the-art gymnasium/field house to host Amateur Athletic Union (AAU) basketball events and other high-profile indoor athletic events. • Install a perimeter fence to improve security at the park. • Install new landscaping and irrigation system in the park and the paved parking lots. • Install a Video Surveillance System with cameras monitored from the new Real Time Crime Center, and DocuSign Envelope ID: 4C427702-0AC5-4052-BCFB-0EA27D0EE354 Page 2 of 4 Resolution No. 2024-016-2089 WHEREAS, this amendment to the BIP would include a phased approach to Myrtle Grove park contingent upon identifying additional funding sources, and WHEREAS, Phase 1 will be to construct the scope of work included in the currently approved BIP and Phase 2 will include construction of a pool, house and associated pool amenities, and WHEREAS, in 2013, The City solicited MC Harry & Associates to perform a Conditions Assessment Report which report informed the above scope of work included in the BIP and found that, at a minimum, the existing park buildings would require significant renovations in order to make them compliant with ADA and building code standards, and WHEREAS, in 2019, the City conducted a feasibility study in order to examine if a new pool facility would be economically and operationally feasible, and WHEREAS, the feasibility study outlined benefits and drawbacks of operating this facility, including long-term maintenance costs, other facilities in the area, and the type of usage this facility would likely see, and WHEREAS, Vice Mayor Katrina Wilson is proposing the following modification of scope for Myrtle Grove Park: Phase 1: • Renovate the existing recreation building. Phase 2: DocuSign Envelope ID: 4C427702-0AC5-4052-BCFB-0EA27D0EE354 Page 3 of 4 Resolution No. 2024-016-2089 • Construct a new pool to include 8 lane competition pool, shaded bleachers, score board, sports lighting, and pool equipment. • Construct new 6000 sf pool building, and WHEREAS, in 2023, the City conducted a probable cost analysis based on current construction costs (Exhibit D). The total cost of the current project as outlined in the BIP (Phase 1) is $7,349,425.00. The cost of proposed phase 2 is $9,198,720.00, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens hereby amends the Bond Implementation Plan as it relates to Myrtle Grove Park, as outlined herein. The City Council further authorizes the City Manager to amend the Bond Implementation Plan. Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage.
