January 24, 2024
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Jan 24 2024, beginning at 5:37 P.M., in the Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Katrina Wilson, Councilwoman Shannon Campbell, Councilwoman
Shannan Ighodaro, Councilwoman Linda Julien, Councilman Reggie Leon, and
Councilman Robert Stephens.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.

Councilman Stephens delivered the Invocation.
3. PLEDGE OF ALLEGIANCE
Recited in unison.
4. APPROVAL OF MINUTES
4.1. Regular City Council Meeting Draft Minutes – January 10, 2024
A motion offered by Councilwoman Julien, seconded by
Councilman Leon, to approve the minutes passed and carried by a
7 to 0 voice vote of the City Council.
5. ORDER OF BUSINESS
The following add-on item was added to the consent agenda:
ADD-ON ITEM #1: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE USE OF WALT FRAZIER
PARK AND A WAIVE OF ALL COSTS ASSOCIATED WITH LAW
ENFORCEMENT FOR THE TRAYVON MARTIN FOUNDATION 12th ANNUAL
"PEACE WALK AND PEACE TALK" EVENT TO BE HELD SATURDAY,
FEBRUARY 3, 2024; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
A motion was made by Councilman Stephens, seconded by Councilwoman
Campbell, to approve the agenda as amended passed and carried by a
unanimous voice vote.

6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. SPECIAL PRESENTATION BY VICE MAYOR KATRINA WILSON.
This presentation was withdrawn by Vice Mayor Wilson.
6.2. SPECIAL PRESENTATION BY THE CITY MANAGER.
Assistant City Manager Tamara Wadley-Packer appeared before the City
Council and provided an update on the City's Strategic Planning Session.
6.3. HISPANIC HERITAGE ESSAY CONTEST.
Councilwoman Julien recognized the following winners of the Hispanic
Heritage Essay Contest:
1st Place: Clingt John, Jr.
2nd Place: Jullian Farrington
7. PUBLIC COMMENTS
Howard Dupree, 1734 NW 192nd Street, Miami Gardens, Florida, appeared
before the City Council and requested the City to move forward with the Myrtle
Grove Park renovation project.
Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, Florida,
appeared before the City Council and requested for the date of the
groundbreaking of the Myrtle Grove Park renovation project which will be
inclusive of a multipurpose gymnasium per the survey results of the City.
Patresia Moreland, 1981 NW 207th Street, Miami Gardens, Florida, appeared
before the City Council and shared concerns on the delay of the Myrtle Grove
Park renovation project. She requested the City please move forward with the
renovation project.
Rea Hughes, 3335 NW 180th Street, Miami Gardens, Florida, appeared before
the City Council and recalled the survey for the Myrtle Grove Park improvement
and the current bond implementation plan for this project.
8. ORDINANCE(S) FOR FIRST READING:
8.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AMENDING CHAPTER 24 OF THE CITY OF
MIAMI GARDENS CODE OF ORDINANCES BY CREATING ARTICLE V
ENTITLED “SCHOOL ZONE SPEED LIMITS” TO ENHANCE
ENFORCEMENT OF SPEED LIMITS WITHIN ROADS PROPERLY
MAINTAINED AS SCHOOL ZONES; PROVIDING FOR ADOPTION OF
REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT;

PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION
IN CODE; PROVIDING AN EFFECTIVE DATE.
Councilwoman Linda Julien provided an overview of the Item as it relates
to speed detection devices installed in school zones.
A motion was made by Councilman Stephens, seconded by
Councilwoman Campbell, to approve this Ordinance on First
Reading.
Answering a question posed by Vice Mayor Wilson, Councilwoman Julien
elaborated on the community outreach that will take place on providing
information to the residents and parents of the schools' zone areas
affected by this Ordinance. In addition, there will be a warning period
prior to issuing actual violations.
Vice Mayor Wilson recommended information on this Ordinance be
included in the Community Newsletter and request the school provide
information to the parents as well.
Councilman Stephens recommended information on this Ordinance be
placed at the park facilities as well.
Councilman Leon noted that Miami-Dade County adopted a similar
Ordinance County-Wide.
There being no further discussion, Mayor Harris called the question.

REGULATIONS RELATING TO BILLBOARD SIGNS, A COPY OF
WHICH IS ATTACHED HERETO “A”; PROVIDING FOR THE

ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
City Attorney Dickens introduced Assistant City Attorney Zachary Stokes
who provided an overview on the Item.
A motion was made by Councilman Leon, seconded by
Councilwoman Julien, to approve the Ordinance on First Reading.
Answering a question posed by Councilwoman Campbell, Attorney
Stokes further explained the amendments are to insure we are not
regulating freedom of speech.
Attorney Dickens added these amendments do not apply retroactively.
Answering a question posed by Councilwoman Campbell, Attorney
Dickens further explained is to ensure the City's Billboard Code is in
compliance with Federal Law.
There being no further discussion, Mayor Harris called the question.
