City Council Minutes
March 27, 2024
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Mar 27 2024, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Katrina Wilson, Councilwoman Shannan Ighodaro, Councilwoman
Linda Julien, Councilman Reggie Leon, and Councilman Robert Stephens.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.
2. INVOCATION
Mayor Gilbert delivered the Invocation.

4. APPROVAL OF MINUTES
5. ORDER OF BUSINESS
Mayor Harris withdrew item 8.1 from the Agenda.
Councilwoman Ighodaro requested Item 11.1 be pulled from the Consent
Agenda.
A motion made by Councilman Leon, seconded by Councilwoman Julien,
to approve the Agenda as amended passed and carried by a unanimous
voice vote of the members present.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. SPECIAL PRESENTATION BY THE CITY MANAGER.
City Manager Cameron Benson introduced Yvena Muselaire, Strategic
Communications & Training Specialist, who announced Administrative
Assistant Tamika Fabre as Employees of the Quarter.
7. PUBLIC COMMENTS
Garvin Adams, 3400 NW 200th Street, Miami Gardens, FL, appeared before the
City Council and shared some concerns regarding the comcast cable wiring
running along the public right away along his property. In addition, he requested
information on the Formula One Community Benefit Funding and its utilization
for beautification projects in his area.

Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL 33056, appeared
before the City Council and shared concerns regarding the Charter Review
Commission process as she opined residents' voices are not being heard in this
process.
Cynthia Brown, 4030 NW 45th Avenue, Miami Gardens, FL 33056, appeared
before the City Council and shared concerns with regards to crime within the
Lejune Gardens Community. In addition, she requested representation from the
Miami Gardens Police Department attend they Homeowner Association Board
Meeting in order to provide assistance to the Community.
John Zeigler, 18501 NW 22nd Court, Miami Gardens, FL 33056, appeared
before the City Council and thanked Mayor Harris for allowing him to serve on
the Veteran Affairs Committee. He continued to share information on his
services to the veteran community and recommended the City Council continue
to support the committee.
Patresia Moreland, 1981 NW 207th Street, Miami Gardens, FL, appeared before
the City Council and inquired on the status and start of phase 1 of the Myrtle
Grove Park Renovation.
8. ORDINANCE(S) FOR FIRST READING:
8.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AMENDING ARTICLE II - CITY COUNCIL,
SECTION 2-56 "ORDER OF BUSINESS" AND SECTION 2-57 "RULES
OF DEBATE" OF THE CODE OF ORDINANCES; PROVIDING FOR A
BUSINESS FINANCIAL IMPACT STATEMENT; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES
IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING
FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE.
This Item was withdrawn.

9.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AMENDING CHAPTER 34, ARTICLE XII
SECTIONS 34-388 AND 34-389 OF THE CODE OF ORDINANCES
RELATING TO COMMERCIAL, RECREATIONAL, BOATS AND
VESSEL PARKING AREAS TO AMEND REGULATIONS RELATING TO
RECREATIONAL VEHICLES IN ACCORDANCE WITH EXHIBIT “A”
ATTACHED HERETO; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR INCLUSION
IN CODE; PROVIDING AN EFFECTIVE DATE.
Mayor Harris opened the floor for public comment.

Melvin L. Bratton, 19468 NW 28th Place, Miami Gardens, FL, appeared
before the City Council and spoke in opposition of the Ordinance.
There being no further public comment, Mayor Harris closed the floor.
A motion offered by Councilman Leon, seconded by Councilman
Stephens, to approve the Ordinance on Second Reading passed and
carried by a 6 to 0 roll call vote of the City Council.

STEPHENS’ SPECIAL EVENTS/ PUBLIC AFFAIRS ACCOUNT IN AN
AMOUNT NOT TO EXCEED TWO THOUSAND DOLLARS ($2,000) IN
SUPPORT OF THE SIGMA ALPHA CHAPTER OF OMEGA PSI PHI
FRATERNITY, INCORPORATED’S 85TH ANNIVERSARY AND “DON’T
TAKE MY LIFE, LET ME LIVE MOVEMENT” COMMUNITY INITIATIVES;
PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING

A motion offered by Councilman Leon, seconded by Councilwoman
Julien, to approve the Consent Agenda passed and carried by a 6 to
0 voice vote.
12. RESOLUTION(S)
12.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA AMENDING THE PROTOCOL MANUAL,
ATTACHED HERETO AS EXHIBIT "A"; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
Councilwoman Ighodaro spoke on her first amendment right to speak and
her duty as an elected to speak on behalf of the people she represents;
therefore, she does not support the item.

Mayor Harris stated this item was not directed towards Councilwoman
Ighodaro. In addition, Mayor Harris indicated these procedures are being
put in place to protect the City and Council Members.
A motion offered by Councilman Stephens, seconded by
Councilwoman Julien, to approve the Resolution passed and
carried by a 5 to 1 voice vote. Councilwoman Ighodaro cast the
dissenting vote.
