A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING A BID TO SFM
LANDSCAPE SERVICES, LLC, AS THE PRIMARY VENDOR
FOR GROUPS 1, 2, AND 3, BRIGHTVIEW LANDSCAPE
SERVICES, INC. AS THE SECONDARY VENDOR FOR GROUP
1 AND MAINGUY LANDSCAPE SERVICES AS THE
SECONDARY VENDOR FOR GROUPS 2 AND 3, FOR
GROUNDS MAINTENANCE SERVICES IN RESPONSE TO ITB
NO. 23-24- 002; AUTHORIZING THE CITY MANAGER TO
EXECUTE AGREEMENTS FOR THIS PURPOSE; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens requested electronic sealed Bids from
qualified firms to provide Grounds Maintenance for the City Hall Complex, City Parks and
City Right-Of-Way Medians, and
WHEREAS, on January 25, 2024, Invitation to Bid (ITB) No. 23-24-002 Grounds
Maintenance Services for City of Miami Gardens was solicited via BidSync, and
WHEREAS, the ITB was publicly opened on March 4, 2024, four (4) bids were
received electronically on time by the deadline in BidSync from, BrightView Landscape
Services, Inc., Mainguy Landscape Services (Mainguy Environmental Care, Inc.), SFM
Landscape Services, LLC, and Superior Landscaping & Lawn Service, Inc, and
WHEREAS, City staff conducted responsiveness and responsibility reviews of the
firms and tabulated the pricing sheets, and
WHEREAS, City staff recommends that award be made to SFM Landscape
Services, LLC, as the primary vendor for groups 1, 2, and 3, Brightview Landscape
Services, Inc. as the secondary vendor for group 1 and Mainguy Landscape Services as
the secondary vendor for groups 2 and 3, as well as, authorize the City Manager to
execute contracts and issue purchase orders for this purpose,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards a bid to SFM Landscape Services, LLC, as the primary vendor for groups
1, 2, and 3, Brightview Landscape Services, Inc. as the secondary vendor for group 1,

and Mainguy Landscape Services as the secondary vendor for groups 2 and 3, for
Grounds Maintenance Services in response to ITB NO. 23-24- 002. The City Council
further authorizes the City Manager to execute agreements for this purpose.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON APRIL 24, 2024.
