IN THE AMOUNT OF TWO HUNDRED FIFTY‐SEVEN THOUSAND, ONE HUNDRED TWENTY‐SEVEN DOLLARS AND SEVENTY‐FIVE CENTS ($257,127.75), WHICH INCLUDES A TEN PERCENT (10%) CONTINGENCY, FOR THE N.W.
191ST STREET STORMWATER DRAINAGE PROJECT; AUTHORIZING THE CITY MANAGER AND THE CITY CLERK TO EXECUTE AND ATTEST, RESPECTIVELY THAT CERTAIN AGREEMENT WITH QUALITY PAVING CORP., A COPY
OF WHICH IS ATTACHED HERETO AS EXHIBIT “A”; PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Staff Summary:
Background In mid 2010, the South Florida Water Management District (SFWMD) informed the City of available funding for stormwater projects. The City applied and submitted three (3) drainage
projects from the ITEM K-6) CONSENT AGENDA/RESOLUTION Quality Paving Inc.
1515 NW 167 Street, Building 5 Suite 200 Miami Gardens, Florida 33169 City’s Stormwater Master Plan and other flooding areas reported by residents. Each stormwater drainage project will
consist of design, permitting, and construction of French basins with catch basins. Current Situation The SFWMD has funded the drainage project for the area on NW 191 and 193 Street
between NW 9 Avenue and 11 Place. The total funding provided from SFWMD is $162,500. Specifications were prepared by City staff and Chen and Associates for NW 191 Street Stormwater Drainage
Improvements Project and Bid #11‐12‐006 was advertised on October 17, 2011. A broadcast notice was sent to 1038 vendors. Twenty (20) bid packages were requested. The bids were opened
on November 15, 2011. Thirteen (13) bids were received and publicly read (see attached tabulation sheet). Bids were evaluated for compliance with the specifications and their ability
to perform the work. City Staff checked references of the apparent low bidder for past performances, finances, and insurances. The apparent low bidder (Quality Paving, Inc.) has successfully
completed a project for the City in the past, the finances are in order, and insurance is sufficient. A copy of the proposal document and submittals are available at the Assistant to
the Mayor and Council’s Office for review. Quality Paving, Inc.’s bid for this project $233,752.50. The balance of funds needed to complete this project will come from the City’s Stormwater
Fund per the original agreement with SFWMD. It should be noted that the recommended contract award to Quality Paving, Inc. includes a 10% contingency, bringing the total award to $257,127.75
The recommended vendor certifies that they will attempt in good faith to hire an unemployed resident of the City of Miami Gardens for this project. Proposed Action: That City Council
