April 24, 2024
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Apr 24 2024, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Katrina Wilson, Councilwoman Shannon Campbell, Councilwoman
Shannan Ighodaro, Councilwoman Linda Julien, and Councilman Reggie Leon.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.
A motion made by Councilman Leon, seconded by Councilwoman Julien,
to excuse the absence of Councilman Stephens passed and carried by a
unanimous voice vote of the members present.

Vice Mayor Wilson delivered the Invocation.

4. APPROVAL OF MINUTES
4.1. Regular City Council Meeting Draft Minutes – April 10, 2024
A motion offered by Councilman Leon, seconded by Councilwoman
Julien, to approve the minutes passed and carried by a 6 to 0 voice
vote of the City Council.

ANNUAL ARBOR DAY SENIOR HOME BEAUTIFICATION PROJECT,
TO BE HELD ON FRIDAY, APRIL 26, 2024; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE. (CO-SPONSORED BY VICE MAYOR WILSON,
COUNCILMAN LEON, AND COUNCILMAN STEPHENS)
A motion was made by Councilman Leon, seconded by Councilwoman
Julien, to approve the Agenda as amended passed and carried by a
unanimous voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. LEGISLATIVE UPDATE BY SENATOR SHEVRIN JONES
State Senator Shevrin Jones appeared before the City Council to present
the 2024 Legislative Update and answer questions posed by the City
Council.
6.2. BLACK HISTORY MONTH ESSAY CONTEST WINNERS
PRESENTATION.
Councilwoman Julien recognized the following winners of the Black
History Essay Contest winners:
1st Place - Zion Hawkins-Brown
2nd Place - Jarrel Brewster Jr.
3rd Place - Emiley Ibanez
6.3. SPECIAL PRESENTATION BY MAYOR RODNEY HARRIS.
Mayor Harris introduced State Representative Felicia Robinson and
Delore Dunn, CEO for the Center for Family Child Enrichment (CFCE),
who announced the 2024 Mayor's Ball taking place on June 8, 2024 which
serves as a fundraiser effort that supports foster care youth residing in
Miami Gardens and throughout Miami-Dade County.
6.4. SPECIAL PRESENTATION BY COUNCILMAN REGGIE LEON.
Councilman Leon, joined by the Mayor and City Council, recognized
School Board Member Doctor Dorothy Bendross-Mindigall for her
dedication to the community.
In addition, Councilman Leon, joined by the Mayor and City Council,
recognized Miami Norland Boys Basketball Team, Coaches and for their
accomplishment of winning the Florida High School State Championship.

7. PUBLIC COMMENTS
Marjori Cross, 1425 NW 195th Terrace, Miami Gardens, FL, appeared before
the City Council and thanked them for their services. She announced an award
she will be receiving from former State Representative Sharon Pritchett.
Dorothy Smith, 189001 NW 30th Court, Miami Gardens, FL, appeared before
the City Council and shared general information regarding the City's History and
preserving it.
Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the
City Council and shared concerns regarding public participation with the Charter
Review Commission. She continued to encourage the residents to participate in
the City's Election.
Francis Ragoo, 889 NW 219th Street, Miami Gardens, FL, appeared before the
City Council and shared information regarding the Arbor Day Senior
Beautification Project.
Basil Cole, 2350 NW 187th Street, Miami Gardens, FL, appeared before the City
Council and requested more than 10 minutes to discuss a matter that took place
between him and a Council Member during the Women's Impact Luncheon.
Mayor Omar C. Nickerson of the Village of Portal appeared before the City
Council to present an Award of Achievement to the Mayor and City Council for
the continued progress of the City.
Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared
before the City Council and encouraged the residents to be an informed voter as
they cast their votes during the upcoming election.
Elaine Payne, 2930 NW 221st Street, Miami Gardens, FL, appeared before the
City Council and shared traffic concerns around the area of NW 211th Street and
27th Avenue.
Paulin King, 99 NW 183rd Street, Miami Gardens, FL, appeared before the City
Council and requested if the Myrtle Grove Pool and Park can be reopened.
Christin Malcolm, 18910 NW 31st Avenue, Miami Gardens, FL 33056, appeared
before the City Council and advocated that each Council Member allocates funds
from the Formula Community Benefit Fund towards the Arbor Day Senior
Beautification Program.

Mayor Harris opened the floor for public comment.
Taylor McCain, Miami, FL, appeared before the City Council representing
the Southern Region of Delta Sigma Theta Incorporated and spoke in
support of the item.
Stephanie Steele-Nelson, President of the Miami Dade County Alumnae
Chapter of Delta Sigma Theta, appeared before the City Council and
spoke in support of the item.
Toni G. Harrison, 1430 NW 208th Street, Miami Gardens, FL, appeared
before the City Council and spoke in support of the item.
There being no further comment, Mayor Harris closed the floor.
A motion was made by Councilwoman Julien, seconded by Mayor
Harris, to approve the Resolution.
Councilman Leon provided an overview and intent of the item.
There being no further discussion, Mayor Harris called the question.
A motion offered by Councilwoman Julien, seconded by Mayor
Harris, to approve the Resolution passed and carried by a 6 to 0 roll
call vote of the City Council.

The meeting went into recess at 6:51 PM.
The meeting reconvened at 7:11 PM.
Planning and Zoning Director Nakeischea Smith provide the rules for Quasi-
Judicial Zoning Hearings proceedings.
City Clerk Bataille administer the oath of truthfulness to all interested parties.
City Clerk Bataille polled the City Council on Jennings Disclosures, to which the
Mayor and Council affirmed they had not ex parte communication and their
decision will be sole based on the evidence presented this evening.
