A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR
QUALIFICATIONS (RFQ) NO. 23-24-014 - PREPARATION OF
RESILIENCE PLAN FOR THE CITY OF MIAMI GARDENS, TO
CHEN MOORE AND ASSOCIATES; AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT FOR
THIS PURPOSE; AUTHORIZING THE CITY MANAGER TO
PROCEED WITH NEGOTIATIONS AND CONTRACT WITH
KIMLEY-HORN AND ASSOCIATES, INC., IF NEGOTIATIONS
WITH CHEN MOORE AND ASSOCIATES ARE NOT
SUCCESSFUL; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on December 21, 2023, Request for Qualifications (RFQ) No. 23-24-
014 Preparation of Resilience Plan for the City of Miami Gardens was solicited via
Bidsync, and
WHEREAS, On February 1, 2024, responses were received from six (6) vendors:
APTIM Environmental & Infrastructure, Arcadis U.S., Inc., BCC Engineering, LLC,
Bermello Ajamil, and Chen Moore and Associates, and
WHEREAS, a Selection Committee meeting was held on February 26, 2024,
during which the selection Committee determined that all six (6) firms were responsive
and responsible to the requirements of the RFQ and, further, determined that five (5) firms
would be shortlisted, and
WHEREAS, on March 18, 2024, the Selection Committee heard presentations
from the five shortlisted firms and, completed final scoring and ranking, and
recommended awarding RFQ No. 23-24-014 Preparation of Resilience Plan for the City
of Miami Gardens to Chen Moore and Associates, and
WHEREAS, the City Manager is requesting that if negotiations are not successful
within a reasonable timeframe, an impasse will be declared and negotiations with Chen
Moore and Associates will cease and negotiations will begin with Kimley-Horn and
Associates, Inc., and
WHEREAS, City Staff recommends that the City Council award RFQ No. 23-24-
014 – Preparation of Resilience Plan for the City of Miami Gardens to Chen Moore and
Associates and authorize the City manager to negotiate and execute a contract with the
awarded vendor for the preparation of resilience plan for the City of Miami Gardens,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:

Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards RFQ No. 23-24-014 – Preparation of Resilience Plan for the City of Miami
Gardens to Chen Moore and Associates. Further, the City Council of the City of Miami
Gardens authorizes the City manager to negotiate and execute a contract with Chen
Moore and Associates for the preparation of resilience plan for the City of Miami Gardens.
Lastly, the City Council of the City of Miami Gardens authorizes the City Manager to
proceed with negotiations and contract with Kimley-Horn and Associates, Inc., if
negotiations with Chen Moore and Associates are not successful.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON MAY 8, 2024.
