A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE PURCHASE
OF REAL ESTATE CONSULTING SERVICES FROM CBRE,
INC., BY RELYING ON STATE OF FLORIDA DIVISION OF
MANAGEMENT SERVICES CONTRACT, DMS-22/23-007;
AUTHORIZING THE CITY MANAGER TO ISSUE PURCHASE
ORDER(S) AS NEEDED FOR THIS PURPOSE; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens is located in a highly active and competitive
real estate market and it desires to research the real estate marketplace, collect data and
use the data for planning and related purposes, and
WHEREAS, the city currently does not have a real estate department or possess
the desired specialized real estate market capacity available under the State of Florida,
Department of Management Services contract, and
WHEREAS, establishing such a relationship will avail the City to access real
estate consultative specialized services by relying on the State of Florida Division of
Management Services contract pursuant to the procurement code, and
WHEREAS, pursuant to the City of Miami Gardens Code of Ordinances Section 2-
757(b)(15), purchases or services from other governmental agencies are exempt from
the bidding/quotation, and
WHEREAS, the State of Florida, Division of Management Services, a
governmental agency, advertised competitive solicitation DMS-22/23-007 for Real Estate
Consulting Services and negotiated the contract, attached hereto as Exhibit A, for an
initial term beginning on April 9, 2024, and ending on April 8, 2029, and
WHEREAS, the agreement provides for State and Local governments to utilize the
services of the selected vendor, CBRE, Inc., as "Eligible Users" pursuant to Florida
Statutes 163.3164 and FAC 6OA-1.001, and
WHEREAS, City Staff recommends that the City Council authorize the purchase
of Real Estate Consulting Services from CBRE, Inc., by relying on the State of Florida
contract DMS-22/23-007 and, further, authorize the City Manager to issue purchase
order(s) as needed for this purpose,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:

Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the purchase of Real Estate Consulting Services from CBRE, Inc., by
relying on the State of Florida Division of Management Services contract, DMS-22/23-
007. Further, the City Council of the City of Miami Gardens authorizes the City Manager
to issue purchase order(s) as needed for this purpose.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
