HomeMy WebLinkAbout2024-085-2159_-_License_Plate_Reader_Project_Expansion_-_Adopted.docxRESOLUTION NO. 2024-085-2159 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO ISSUE PURCHASE ORDERS NOT TO EXCEED TWO HUNDRED NINETY-NINE THOUSAND FOUR HUNDRED FORTY-TWO DOLLARS AND SEVEN CENTS ($299,442.07) TO INSIGHT LPR, LLC., FOR REQUEST FOR INFORMATION (RFI 23-24-004) — LICENSE PLATE READER HARDWARE FOR PROJECT EXPANSION; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, a necessary aspect of the Public Safety Technology Project is for members of the Miami Gardens Police Department to be able to conduct analysis, surveillance, and to learn the movement of vehicles that have been entered into NCIC, FCIC, and various governments’ crime databases, and WHEREAS, this requires a complex deployment of fixed networked automated license plate recognition systems throughout the City of Miami Gardens specifically located at (1) NW 27th Avenue / NW 207th Street, (2) NW 2nd Avenue / NW 199th Street, (3) NW 27th Avenue / NW 175th Street, and (4) NW 27th Avenue / NW 199th Street, and WHEREAS, pursuant to Florida Statute 287.057(3)(c) and City of Miami Gardens procurement code Section 2-757, commodities or contractual services available only from a single source may be excepted from the competitive-solicitation requirements, and WHEREAS, on October 30, 2023, a Request for Information (RFI 23-24-004) — License Plate Reader Hardware for Project Expansion — was advertised in Bidsync soliciting responses from vendors who could demonstrate the capability and compatibility to integrate their solution into the current system and closed on November 20, 2023, and WHEREAS, Insight LPR, LLC., demonstrated the desired capability and system compatibility and is the most reasonable solution available to integrate the desired public safety solution, and WHEREAS, funding will be from the Urban Area Security Initiative grant in the amount of Two Hundred Ninety-Nine Thousand Four Hundred Forty-Two Dollars and Seven Cents ($299,442.07), and WHEREAS, City Staff recommends that the City Council authorize the City Manager to issue purchase orders not to exceed Two Hundred Ninety-Nine Thousand Four Hundred Forty-Two Dollars and Seven Cents ($299,442.07) to Insight LPR, LLC., for Request for Information (RFI 23-24-004) — License Plate Reader Hardware for Project Expansion, DocuSign Envelope ID: 1E36E065-F8E9-4857-A154-E2DF774B14F3 Page 2 of 2 Resolution No. 2024-085-2159 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens hereby authorizes the City Manager to issue purchase orders not to exceed Two Hundred Ninety-Nine Thousand Four Hundred Forty-Two Dollars and Seven Cents ($299,442.07) to Insight LPR, LLC., for Request for Information (RFI 23-24-004) — License Plate Reader Hardware for Project Expansion. Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage.
