HomeMy WebLinkAbout2024-118-2192_-_Engage_Miami_Dolphins_for_Events_held_at_Hard_Rock_Stadium_-_Adopted.docxRESOLUTION NO. 2024-118-2192 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, DIRECTING THE CITY MANAGER TO ENGAGE WITH THE MIAMI DOLPHINS TO FACILITATE AN AGREEMENT THAT ENSURES THE INCLUSION OF THE CITY OF MIAMI GARDENS IN THE PLANNING PROCESS FOR FUTURE MAJOR EVENTS HELD AT HARD ROCK STADIUM; PROVIDING FOR INSTRUCTIONS TO THE CITY MANAGER; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, Hard Rock Stadium is home to the Miami Dolphins, University of Miami, the Miami Open, upcoming 2026 FIFA World Cup, and many global events, and WHEREAS, Hard Rock Stadium, owned by the Miami Dolphins, is a premier venue for hosting major events that attract large crowds, generating significant economic benefits while also posing challenges in terms of public safety, traffic management, and resource allocation, and WHEREAS, Councilman Reggie Leon is requesting the City Council direct the City Manager to engage with the Miami Dolphins to facilitate an agreement that ensures the inclusion of the City Manager or their designee in the planning process for future major regional large-scale events held at Hard Rock Stadium, and WHEREAS, Including the City Manager or their designee in the planning process for major events at Hard Rock Stadium will provide several benefits:  Public Safety: Ensuring the safety and security of residents and visitors is paramount. Direct involvement in the planning process will enable the City to address potential security concerns effectively.  Resource Allocation: Major events place considerable demand on City resources, including law enforcement, emergency services, and public works. Early and direct involvement will allow for better planning and efficient use of resources.  Community Impact: Large-scale events can disrupt daily life for residents, including traffic congestion, noise, and strain on public services. By being part of the planning process, the City can work to mitigate these impacts.  Economic Benefits: While these events bring economic benefits, it is essential to balance them with the community's needs. Engaging in the planning process will help ensure that the City's interests are protected. WHEREAS, Councilman Leon recommends that the City Council directs the City Manager to engage with the Miami Dolphins to facilitate an agreement that includes the Docusign Envelope ID: 5A63DE2A-1FFC-4327-9154-3CB381EA635C Page 2 of 3 Resolution No. 2024-118-2192 City Manager or his/her designee (preferably the Deputy City Manager or Assistant City Manager) in the planning process for future major events at Hard Rock Stadium, and WHEREAS, by formally engaging with the Miami Dolphins and including the City Manager or their designee in the planning process for major events at Hard Rock Stadium, the City can better ensure public safety, effective resource allocation, and minimized community impact, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2: DIRECTION TO THE CITY MANAGER: The City Council of the City of Miami Gardens directs the City Manager to engage with the Miami Dolphins to facilitate an agreement that ensures the inclusion of the City Manager or their designee in the planning process for future major regional large-scale events held at Hard Rock Stadium. Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage.
