City Council Minutes
July 10, 2024
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Jul 10 2024, beginning at 5:30 PM, in the Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Katrina Wilson, Councilwoman Shannon Campbell, Councilwoman
Shannan Ighodaro, Councilwoman Linda Julien, and Councilman Reggie Leon.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.
A motion made by Councilman Leon, seconded by Councilwoman Julien,
to excuse the absence of Councilman Stephens passed and carried by a
unanimous voice vote.

Vice Mayor Wilson delivered the Invocation.
3. PLEDGE OF ALLEGIANCE
4. APPROVAL OF MINUTES
4.1. Regular City Council Meeting Draft Minutes – June 26, 2024
City Clerk Bataille withdrew the minutes from the Agenda.
5. ORDER OF BUSINESS
Councilwoman Campbell pulled item 11.12 from the Consent Agenda.
Mayor Harris pulled item 11.13 from the Consent Agenda.
City Manager Benson withdrew items 6.1 and 11.9 from the Agenda.
A motion made by Councilman Leon, seconded by Councilwoman Julien,
to approve the Agenda as amended passed and carried by a unanimous
voice vote.
Mayor Harris recognized Miami-Dade County Chairman Oliver Gilbert, who
appeared before the City Council and thanked the City for their partnership with
the County while providing updates on County projects taking place in the City
of Miami Gardens.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)

6.1. SPECIAL PRESENTATION BY THE CITY MANAGER.
This item was withdrawn.
7. PUBLIC COMMENTS
Janice Coakley, 19681 NW 33rd Avenue, Miami Gardens, FL, appeared before
the City Council and shared concerns regarding contractors doing work along
NW 196th Street and 33rd Avenue whether they will clean up and replace the
sod along that project.
Sharon Frazier-Stephens, 145 NE 1st Place, North Miami Beach, FL, appeared
before the City Council and thanked the City Council for listening to the people
while working to improve the quality of life for residence.
Paulette Darwin, 2422 NW 12th Avenue, Miami Gardens, FL, appeared before
the City Council and spoke in opposition of extending the term limits of the City
Council.
Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the
City Council and spoke on the protocol manual process for add-on items. She
continued to share concerns regarding add-on items and the vetting process for
vendors. In addition, she spoke in opposition for extending the term limits of the
City Council.
Tina Alexander, 1799 NW 155th Road, Miami Gardens, FL, appeared before the
City Council and spoke in opposition of extending the terms limits of the City
Council. She continued to share concerns of the truck stop located in the plaza
off of 167th Street and NW 27th Avenue.
Cheryl Waterman, 202340 NW 29th Court, Miami Gardens, FL, appeared before
the City Council and requested on behalf of the Riverview Homeowners
Association to place speed bumps along 29th Court and 32nd Avenue.
Karen Hunter-Jackson, 1420 NW 199th Street, Miami Gardens, FL, appeared
before the City Council and spoke in opposition of extending the term limits of
the City Council.
Lynette Hickenbottom, 20832 NW 25th Avenue, Miami Gardens, FL, appeared
before the City Council and requested the City Council listen and respect the
voices of the residents. In addition, she spoke in opposition of extending the
term limits of the City Council.
Fred Christian, 20733 NW 9th Court, #103, Miami Gardens, FL, appeared before
the City Council and spoke in opposition of extending the term limits of the City
Council. He requested the City Council focus on other issues effecting the
community such as gun violence and the increasing rent rates affecting the
senior community.

Linda Mobley, 3261 NW 213th Street, Miami Gardens, FL, appeared before the
City Council and spoke in opposition of extending the term limits of the City
Council. She commended Vice Mayor Wilson for speaking with the residents
regarding the subject.

MASTERS AND LOCAL HEARING OFFICERS FROM ONE HUNDRED
AND FIFTY DOLLARS TO ($150.00) TO TWO HUNDRED AND FIFTY
DOLLARS ($250) PER HOUR, NOT TO EXCEED ONE THOUSAND
FIVE HUNDRED DOLLARS ($1,500) ON ANY GIVEN HEARING DATE;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING AN EFFECTIVE DATE.
Answering questions posed by Councilwoman Campbell, Attorney
Dickens provided the intent of the item and the schedule of the Special
Master and Local Hearing Officers.
Answering a question posed by Councilwoman Campbell, City Manager
Benson indicated he will provide a report to Councilwoman Campbell on
the fines collected as part of the hearing process.

A motion offered by Councilman Leon, seconded by Councilwoman
Julien, to approve the Resolution passed and carried by a 6 to 0
voice vote of the City Council.
12.2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY
ATTORNEY TO EXECUTE THAT CERTAIN SETTLEMENT
AGREEMENT ATTACHED HERETO AS EXHIBIT “A” BETWEEN THE
CITY OF MIAMI GARDENS AS CLASS PLAINTIFF AND THE CITY OF
NORTH MIAMI BEACH RELATING TO THAT CERTAIN CLASS
ACTION CASE NO.: 18-042450-CA-01; AND FURTHER AUTHORIZES
THE CITY MANAGER AND CITY ATTORNEY TO TAKE ANY AND ALL
STEPS NECESSARY TO EFFECTUATE THE SETTLEMENT;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
At the request of Mayor Harris, Attorney Dickens provided an overview of
the item and settlement agreement.
Attorney Dickens continued to indicate the City will continue to fight for
the statutory changes need to resolve this issue at the State level.
A motion offered by Councilman Leon, seconded by Councilwoman
Julien, to approve the Resolution passed and carried by a 6 to 0
voice vote of the City Council.
13. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS
DISCLOSURE:
Nakeisha Smith, Planning and Zoning Director, provided the rules for Quasi-
Judicial Zoning Hearing.
City Clerk Bataille polled the Mayor and City Council on Jennings Disclosure, to
which all members indicated they did not have any ex parte communications and
the decision they make this evening will be based on the evidence presented.
City Clerk Bataille administered the oath of truthfulness to all interested parties.

RATIO (FAR) AND INCREASED BUILDING HEIGHT AS
REQUIRED BY SECTION 34-532(G) OF THE CITY OF MIAMI
GARDENS CODE OF ORDINANCES; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
Planning and Zoning Director Smith provided an overview of the item
and indicated staff recommendation of approval.
A motion to approve the Resolution was made by Councilman
Leon, seconded by Councilwoman Julien.
Mayor Harris opened the floor for public comments.
Zelda White, 3926 NW 209th Street Road, Miami Gardens, FL,
appeared before the City Council and spoke in opposition of the item.
Nora Daniels, 18740 NW 43rd Court, Miami Gardens, Fl, appeared
before the City Council and spoke in opposition of the item.
Charles Daniels, 18740 NW 43rd Court, Miami Gardens, FL,
appeared before the City Council and spoke in opposition of the item.
Dr. Barly Knowles, 3790 NW 167th Street, Miami Gardens, FL,
appeared before the City Council and spoke in opposition of the item.
Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared
before the City Council and spoke in opposition of the item.
There being no further comments, Mayor Harris closed the floor.
Carli M. Koshal, Attorney representing the applicant, appeared
before the City Council providing an overview of the applicant,
proposed project and answered questions posed by the City Council.
In addition, Planning and Zoning Director Smith answered questions
posed by the City Council as it relates to traffic and aesthetics of the
project, more particularly to the storage.
St. Thomas President David A. Armstrong appeared before the City
Council to answer questions regarding St. Thomas University plan
with the project as it relates to the retail and commercial aspect of
the project.

Regular City Council Meeting
Councilwoman Ighodaro encouraged the City Council to consider the
comments made by the residents concerning the project.
Vice Mayor Wilson spoke on the public meetings that took place at
St. Thomas concerning the project.
There being no further discussion, Mayor Harris called the question.
A motion offered by Councilman Leon, seconded by
Councilwoman Julien, to approve the Resolution passed and
carried by a 6 to 0 roll call vote of the City Council.
