June 26, 2024
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
Jun 26 2024, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Vice Mayor Katrina
Wilson, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro,
Councilwoman Linda Julien, Councilman Reggie Leon, and Councilman Robert
Stephens.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.
A motion made by Councilman Leon, seconded by Councilman Stephens,
to excuse the absence of Mayor Harris passed and carried by a unanimous
voice vote.

4. APPROVAL OF MINUTES
4.1. Regular City Council Meeting Draft Minutes –June 12, 2024
A motion offered by Councilwoman Campbell, seconded by
Councilman Stephens, to approve the minutes passed and carried
by a unanimous voice vote of the City Council.
5. ORDER OF BUSINESS
Councilwoman Campbell pulled Items 11.3, 11.4, 11.5, 11.9, and 11.10 from the
Consent Agenda.
The following item was added to the Consent Agenda:
ADD-ON ITEM #1 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA, ALLOCATING FUNDS FROM
COUNCILWOMAN LINDA JULIEN'S COMMUNITY BENEFIT ACCOUNT IN AN

A motion was made by Vice Mayor Wilson, seconded by Councilman
Stephens, to approve the Agenda as amended passed and carried by a
unanimous voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. SPECIAL PRESENTATION TO FLORIDA BLACK CAUCUS OF LOCAL
ELECTED OFFICIALS 2024 ESSAY CONTEST 2ND PLACE WINNER.
Councilwoman Julien was joined by the Mayor and City Council with a
proclamation recognizing the 2024 Florida Black Caucus of Local elected
Officials Essay Contest 2nd Place Winner Daniel Ajiyobe a senior at
Florida Virtual Schools.
7. PUBLIC COMMENTS
Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL appeared before the
City Council and shared concerns regarding the renovations of Myrtle Grove
Park and spoke in opposition on the extension of term limits.
Gale Cunningham, 19001 NW 14th Avenue Road, FL, appeared before the City
Council and spoke in opposition on the extension of term limits.
Andre Bennie, 1350 NW 198th Street, Miami, FL, appeared before the City
Council and shared concerns regarding a neighboring Air BnB nuisance in his
neighborhood.
Sardebra Wright, 20062 NW 36th Court, Miami Gardens, FL, appeared before
the City Council and shared concerns regarding the treatment of the residents
by the City Council.
Lavern Deer, 18721 NW 11th Road, Miami Gardens, FL, appeared before the
City Council and shared concerns regarding a road closure which hinder her
campaign event. Additionally, she shared concerns regarding a downed light
pole at 206th street and 29th avenue.
Francis Ragoo, 889 NW 214th Street, #102, Miami Gardens, FL, appeared
before the City Council and on behalf of the Miami Gardens Neighborhood Crime
Watch Inc. presented City Manager Cameron Benson with an appreciation
award.
John Zeigler, 18501 NW 22nd Court, Miami Gardens, FL, appeared before the
City Council and spoke in support of Item 11.3 for a Veterans Memorial.

Jason Morris, 2490 NW 207th Street, Miami Gardens, FL, appeared before the
City Council and shared concerns regarding the permitting process his
experience and requested if the Council can assist with expedition of his
permitting process.
Calvin H. Sweeting, 6117 SW 40th Court, Miramar, FL, appeared before the City
Council and spoke on the importance in assisting convicted felons back their
rights in order to secure employment.
Jennifer Nijhove, 1731 NW 206th Street, Miami Gardens, FL, appeared before
the City Council and spoke in opposition of extending term limits.
Chaplin Stanley Young, 500 NW 2nd Avenue, Miami Gardens, FL, appeared
before the City Council and requested the City Council assistance in addressing
the challenges for formerly incarcerated people re-entry into society.
Linda Mobley, 3261 NW 213th Street, Miami Gardens, FL, appeared before the
City Council and shared concerns regarding the maintenance of the wall along
on 208th Street.
Rubin Edward, 20911 NW 32nd Avenue, Miami Gardens, FL, appeared before
the City Council and shared concerns regarding a code compliance issue and
his ability to obtain the proper licensing to re-open his business.
Mamoth Tisdol, 17031 NW 11th Avenue, Miami Gardens, FL, appeared before
the City Council and shared concerns regarding shrubbery that is impeding his
ability to walk on the sidewalks in his neighborhood.
Sergio Ghurdo, 2273 NW 151st Street, Miami Gardens, FL, appeared before the
City Council and requested assistance with a code enforcement citation.

Councilwoman Campbell spoke in support of the item and had some
concerns regarding the funding source.
Answering a question posed by Councilwoman Campbell, Vice Mayor
Wilson indicated noted she too is working on seeking federal and state
funds to support this initiative as well.
Councilwoman Campbell spoke on potentially placing a cap on how much
can be expended for this project should we note receive funding from the
federal and state government.
Councilwoman Julien spoke on the intent of the item and shared the goal
is to identify funds that will not come from the City for this project.
However, should there be a shortfall, the request for additional funding
from the General Fund will come before the City Council for
consideration.

Councilman Stephens and Vice Mayor Wilson committing to assisting
Councilwoman Julien with securing third party funding for this project.
A motion offered by Councilman Leon, seconded by Councilwoman
Julien, to approve the Resolution passed and carried by a 6 to 0
voice vote of the City Council.
12.2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, ALLOCATING FUNDS FROM
COUNCILWOMAN LINDA JULIEN'S COMMUNITY BENEFIT
ACCOUNT IN AN AMOUNT NOT TO EXCEED EIGHT THOUSAND

voice vote of the City Council.
12.3. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, SUPPORTING THE BLACK COLLEGE

Councilwoman Campbell spoke in support of the item and questioned
whether the organizer of the events identified other sources of funds to
cover the cost for this event.
Councilman Leon made it known the funds typically raised for this event
is generally utilized to provide scholarships for HBCUs. In addition,
Councilman Leon indicated in the future he will request continued support
of this event is placed in the City's budget to reflect the City Council body
supports this event.

GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER AND THE
CITY CLERK TO EXECUTE AND ATTEST RESPECTIVELY THAT
CERTAIN AGREEMENT WITH B9 SECRETARIAT FL OWNER LLC, TO
INSTALL LANDSCAPING, A COMMUNITY SIGN, AND STREET
LIGHTING WITHIN THE CITY’S PUBLIC RIGHT OF WAY FOR 22ND
AVENUE, IN SUBSTANTIAL FORM AS THAT AGREEMENT
ATTACHED HERETO AS EXHIBIT “A”; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
Answering a question posed by Councilwoman Campbell, City Manager
Benson made it known the developers of the site to the north of the area
in question will be providing funds for the installation of landscaping,
community signage, and street lighting.
A motion offered by Councilman Leon, seconded by Councilman
Stephens, to approve the Resolution passed and carried by a 6 to 0
voice vote of the City Council.
12.5. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO
TERMINATE NEGOTIATIONS WITH LEGACY DEVELOPMENT
ALLIANCE LLC AND NEGOTIATE A PURCHASE AND SALE
AGREEMENT WITH SUNSHINE MEAT & BEVERAGE INC. FOR THE
SALE OF CITY OWNED PROPERTY FOR THE DEVELOPMENT OF
THE PROPERTY IDENTIFIED AS FOLIO NO. 34-2116-013-0080 AND
GENERALLY LOCATED AT 15880 NW 27TH AVE, MIAMI GARDENS,
FLORIDA; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
Answering a question posed by Councilwoman Campbell, Deputy City
Manager indicated the sales price will be determined through
negotiations and will be no less than the appraised value.
Councilman Stephens spoke in support of the item.

Councilwoman Campbell reported on the following sponsored initiatives:

Answering a question posed by Councilwoman Campbell, City Manager Benson
confirmed the City does not vet organization background outside of the bidding
process.
Councilwoman Campbell requested if there is something the City can expedite
permitting process.
In response, City Manager Benson spoke on the proper permitting process and
the timeliness of it.
