HomeMy WebLinkAbout2024-144-2218_-_Emergency_Debris_Removal_Award_-_Adopted.docxRESOLUTION NO. 2024-144-2218 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR PROPOSAL (RFP) NO. 23-24-016, EMERGENCY DEBRIS REMOVAL & DISPOSAL SERVICES TO FIRMS: CROWDER- GULF JOINT VENDTURE INC., DRC EMERGENCY SERVICES LLC., CERES ENVIRONMENTAL SERVICES INC., PHILLIPS AND JORDAN INCORPORATED, LOOKS GREAT SERVICES OF MS INC., T.F.R ENTERPRISES INC., AND AFTERMATH DISASTER RECOVERY INC.; AUTHORIZING THE CITY MANAGER TO ISSUE PURCHASE ORDER(S), AS NEEDED, NOT TO EXCEED THE ALLOCATED BUDGET AMOUNT; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in order for the City to comply with Federal Emergency Management Agency (FEMA) guidelines and policies of disaster debris removal and disposal after an emergency or disaster, the City issued Request for Proposal (RFP) No. 23-24-016, for Emergency Debris Removal and Disposal Services, and WHEREAS, the City of Miami Gardens is under the jurisdiction of Miami Dade County for solid waste and debris removal, however, the City desires to expedite the removal of debris after an emergency or disaster, and WHEREAS, on March 4, 2024, RFP No. 23-24-016 for Emergency Debris Removal and Disposal Services was issued, and WHEREAS, April 23 2024, the RFP opened and responses were received and publicly read, from seven (7) firms: Crowder-Gulf Joint Venture Inc., DRC Emergency Services LLC, Ceres Environmental Services Inc., Phillips and Jordan Incorporated, Looks Great Services of MS Inc., T.F.R Enterprises Inc., and AfterMath Disaster Recovery Inc., and WHEREAS, an Evaluation Committee meeting was held on May 16, 2024, and it was determined that all seven (7) firms were responsive and responsible to the requirements of the RFP, and WHEREAS, after evaluation and scoring, the Evaluation Committee selected all seven (7) firms in ranking order for recommendation for award as follows: Crowder-Gulf Joint Venture Inc., DRC Emergency Services LL, Ceres Environmental Services Inc., Phillips and Jordan Incorporated, Looks Great Services of MS Inc., T.F.R Enterprises Inc., and AfterMath Disaster Recovery Inc., a copy of the score sheet is hereto attached as Exhibit 1, and WHEREAS, the initial term of the agreement is for a two (2) year period with an option to renew for two (2) additional two (2) year periods, and Docusign Envelope ID: ED4BC097-C051-4C9B-9A5B-07F65B3BAFDD Page 2 of 3 Resolution No. 2024-144-2218 WHEREAS, City Staff recommends that the City Council award Request for Proposal No. 23-24-016, Emergency Debris Removal & Disposal Services to Firms: Crowder-Gulf Joint Venture Inc., DRC Emergency Services LLC., Ceres Environmental Services Inc., Phillips and Jordan Incorporated, Looks Great Services of Ms Inc., T.F.R Enterprises Inc., and Aftermath Disaster Recover Inc. and further authorizes the City Manager to issue Purchase Order(s) as needed not to exceed the budgeted amount. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens hereby awards Request for Proposal (RFP) No. 23-24-016, Emergency Debris Removal & Disposal Services to Firms: Crowder-Gulf Joint Venture Inc., DRC Emergency Services LLC., Ceres Environmental Services inc., Phillips and Jordan Incorporated; Looks Great Services of Ms Inc., T.F.R Enterprises Inc., and AfterMath Disaster Recovery inc., and further authorizes the City Manager to issue Purchasing Order(s), as needed, in an amount not to exceed the annual allocated budgeted amount. Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage.
