HomeMy WebLinkAbout2024-147-2221_-_Award_of_Enterprise_Resource_Planning_Software_-_Adopted.docxRESOLUTION NO. 2024-147-2221 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR PROPOSAL (RFP) NO. 23-24-009—ENTERPRISE RESOURCE PLANNING (ERP) SOFTWARE AND IMPLEMENTATION SERVICES—TO TYLER TECHNOLOGIES, INC.; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT WITH TYLER TECHNOLOGIES, INC., AND, SHOULD NEGOTIATIONS FAIL, NEGOTIATE AND CONTRACT WITH THE SECOND RANKED FIRM, SPRINGBROOK HOLDING COMPANY, LLC; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on April 15, 2024, RFP NO. 23-24-009 Enterprise Resource Planning (ERP) Software and Implementation Services was solicited via DemandStar, inviting qualified vendors to submit proposals to provide the requested services to the City of Miami Gardens for a new ERP system, and WHEREAS, on June 5, 2024, an Evaluation Committee meeting was held, and the Evaluation Committee determined that four (4) vendors were responsive and responsible to the requirements of the RFP and, after preliminary scoring, the Evaluation Committee shortlisted the top two (2) ranked vendors, Springbrook Holding Company, LLC and Tyler Technologies, Inc., and WHEREAS, on June 25, 2024, the Evaluation Committee heard presentations from the two (2) shortlisted vendors, completed final scoring, ranked the two (2) vendors, and recommended awarding RFP NO. 23-24-009 Enterprise Resource Planning (ERP) Software and Implementation Services to Tyler Technologies, Inc., and WHEREAS, funding for the initial implementation expenses is available from ARPA (American Rescue Plan Act) funds, and funding for all recurring costs will be budgeted annually through the Information Technology Department's operating budget, and WHEREAS, City Staff recommends that the City Council award Request for Proposal (RFP) No. 23-24-009—Enterprise Resource Planning (ERP) Software and Implementation Services—to Tyler Technologies, Inc. and authorize the City Manager to negotiate and execute a contract with Tyler Technologies, Inc., and should negotiations fail, negotiate and contract with the second ranked firm, Springbrook Holding Company, LLC., and subsequent firms until an agreement is reached, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. The City Council of the City of Miami Gardens hereby authorizes the City Manager to negotiate and execute a contract with Tyler Technologies, Inc., and should negotiations fail, negotiate and contract with the second ranked firm, Springbrook Holding Company, LLC. Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage.
