City Council Minutes
July 24, 2024
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
on Jul 24, 2024, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW
27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Rodney Harris,
Vice Mayor Katrina Wilson, Councilwoman Shannon Campbell, Councilwoman
Shannan Ighodaro, Councilwoman Linda Julien, Councilman Reggie Leon, and
Councilman Robert Stephens.
Also, in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.
A motion made by Councilman Leon, seconded by Councilman Stephens,
to excuse the absence of Mayor Harris passed and carried by a unanimous
voice vote.

4. APPROVAL OF MINUTES

A motion offered by Councilwoman Campbell, seconded by
Councilman Stephens, to approve the minutes passed and carried
by a voice vote of the City Council.
5. ORDER OF BUSINESS
Councilman Stephens requested to be a Co-Sponsor of Item 11.1.

A motion made by Councilman Leon, seconded by Councilwoman
Campbell, to approve the Agenda was passed and carried by a unanimous
voice vote.
6. SPECIAL PRESENTATIONS (5 MINUTES EACH)
6.1. MEKHI HOOSEIN QUILES SYMPATHY RESOLUTION
PRESENTATION
Councilwoman Julien, joined by the Mayor and City Council, presented a
Sympathy Resolution to the family of the late Mr. Mekhai Hoosein Quiles.
7. PUBLIC COMMENTS
Brenda Providence, 2021 NW 154th Street, Miami Gardens, FL, appeared
before the City Council and spoke in support of Item. 12.5 and shared concerns
regarding the effects of events that take place at Hard Rock Stadium. In addition,
she requested a Town Hall Meeting with the City, County, and Hard Rock
Stadium for the residents to be heard concerning the matter.
Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared
before the City Council and encouraged the City to respond to all resident
concerns.
Mae Preston, 17400 NW 35th Avenue, Miami Gardens, FL, appeared before the
City Council and shared concerns regarding the pool and showers at Betty T.
Ferguson Recreational Complex.
Francis Ragoo, 20405 NW 29th Avenue, Miami Gardens, FL, appeared before
the City Council and reported on the Arbor Day Senior Project.
Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the
City Council and shared concerns regarding the start of the Myrtle Grove Capital
Improvement Project. In addition, she spoke in opposition to a third term for
Council Members.
Mamon Tisdol, 17031 NW 11th Avenue, Miami Gardens, FL, appeared before
the City Council and shared concerns regarding traffic safety along 167th
Terrace and 12th Avenue for visually impaired pedestrians.
Janice Coakley, Miami Gardens, FL, appeared before the City Council and
indicated she has not been contacted by staff concerning a contractor damaging
her neighborhood area. In addition, she shared concerns about the number of
expenditures that are placed on this evening's agenda.

Sharon Frasier Stephens, 145 NE 1st Street, Miami, FL, appeared before the
City Council and thanked the Mayor and City Council for listening to the
residents. She continued to speak on the child murders that have been taking
place nationwide. She encouraged more Civic Engagement to combat the
violence in the communities.
Lynette Hickenbottom, 20832 NW 22th Avenue, Miami Gardens, FL, appeared
before the City Council and requested the City keep it simple when presenting
the City budget as it will allow residents to follow through and understand what
is going on with the City's budget. She continued to speak in opposition to the
3rd Council term.
Karen Hunter-Jackson, 1420 NW 199th Street, Miami Gardens, FL, appeared
before the City Council and shared concerns regarding the COPA Soccer event
that took place at Hard Rock Stadium.
Christine Malcolm, 18910 NW 31st Avenue, Miami Gardens, FL, appeared
before the City Council and shared concerns regarding the COPA Soccer event
that took place at Hard Rock Stadium.
Sonia Flowers, 174435 NW 17th Avenue, Miami Gardens, FL, appeared before
the City Council and shared concerns regarding early voting at North Dade
Regional Library. She encouraged everyone to be civil during early voting.
Pat Wright, 1221 NW 179th Street Miami Gardens, FL, appeared before the City
Council and spoke on the importance of foster care and concerns regarding sex
trafficking.
Lavern Deer, 1872 NW 111th Road, Miami Gardens, FL, appeared before the
City Council and shared concerns regarding the City's response to urgent
matters.
Cheryl Waterman, Miami Gardens, FL, appeared before the City Council and
shared concerns regarding traffic and public safety near the community across
the BTF Recreational Complex.
8. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES
EACH)
Councilman Stephens spoke on the Community Action Team with the Miami
Gardens Police Department. In addition, Councilman Stephens noted that he
currently serves on the Sex Trafficking Committee with the State Attorney's
Office to address public safety. He continued to note the City Council does not
govern the polling places within the City of Miami Gardens as their operations
are under the jurisdiction of the Supervisor of Elections.

Councilman Leon reported on the following sponsored initiatives:
• Quarterly Connection Town Hall Meeting
Councilwoman Julien clarified that all residents are welcome to City-sponsored
events. In addition, she acknowledges the City Manager does hold meetings
with the Miami Dolphins concerning the activities that are taking place at Hard
Rock Stadium.
Councilwoman Julien reported on the following sponsored initiatives:
• Hurricane Beryl Relief Efforts
• Beat the Heat with Councilwoman Linda Julien's Office
• Home Rehab Assistance Partnership with Miami-Dade County
• Linda's Local Loop
Councilwoman Campbell reported on the following sponsored initiatives:
• Backpack Giveaway
• Splash Pad Weekends
Vice Mayor Wilson indicated that Myrtle Grove is still being worked on and the
importance of having a swimming pool as part of the project.

• 3rd Annual Jamaican Independence Soccer Tournament
• Leslie Estates Meeting

Answering questions posed by Vice Mayor Wilson, City Manager Benson
confirmed the City has monthly meetings with the Miami Dolphins concerning
events taking place at Hard Rock Stadium. In addition, the Hard Rock Stadium
is under the jurisdiction of Miami-Dade County and the stadium utilizes an
outside police agency for public safety as it relates to events held at Hard Rock
Stadium.
Mayor Harris stated his dedication to continuing to have dialogues with the
residents and Miami Dolphins' concerns regarding traffic and safety.
Mayor Harris announced the job fair with the developers of the 35-acre project.

before the City Council and spoke in support of the Item.
Senator Shevrin Jones appeared before the City Council and spoke in
support of the Item.
Pierre Rutledge, 798 NW 55th Street, Miami, FL, appeared before the
City Council and spoke in support of the Item.
Reginal A. Mathis, 2635 West 79th Street, Hialeah, FL, appeared before
the City Council and spoke in support of the Item.
There being no further comment, Mayor Harris closed the floor.
Councilman Leon provided an overview and intent of the Item.

A motion was made by Councilman Leon, seconded by
Councilwoman Julien, to approve the Resolution.
Councilman Stephens thanked the fraternity of Alpha Phi Alpha for their
community service.
There being no further discussion, Mayor Harris called the question.

13. RESOLUTION(S)
13.1. A RESOLUTION OF THE CITY OF MIAMI GARDENS, FLORIDA,
ADOPTING A PROPOSED MILLAGE RATE TO BE LEVIED FOR
FISCAL YEAR 2024-2025 FOR OPERATING PURPOSES;
ESTABLISHING THE DEBT SERVICE MILLAGE RATE APPROVED BY
THE ELECTORATE IN APRIL 2014; SETTING THE DATE, TIME AND
PLACE OF PUBLIC HEARINGS TO CONSIDER THE PROPOSED
MILLAGE RATE, DEBT SERVICE MILLAGE RATE, AND TENTATIVE
BUDGET; PROVIDING FOR DIRECTIONS TO THE CITY MANAGER;
AND PROVIDING FOR AN EFFECTIVE DATE.
City Manager Benson provided an overview of the item and
recommended approval.
Answering a question posed by Mayor Harris, City Manager Benson
acknowledged the millage rate has not been raised in 11 years.
A motion offered by Councilman Leon, seconded by Councilman
Stephens, to approve the Resolution was passed and carried by a
unanimous voice vote of the City Council.
