A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, APPROVING THE 2025 JAZZ IN
THE GARDENS EVENTS; AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE ALL CONTRACTS AS MAY BE
NECESSARY AND APPROPRIATE FOR THE PRODUCTION OF
THE 18TH ANNUAL JAZZ IN THE GARDENS EVENTS TO BE
HELD IN MARCH 2025; PROVIDING FOR A WAIVER OF BID
PROCEDURES FOR PURCHASES MADE IN CONNECTION
WITH THE EVENTS; AUTHORIZING THE CITY MANAGER TO
EXCEED HIS PURCHASING AUTHORITY AS MAY BE
NECESSARY FOR THE EVENTS; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Jazz in the Gardens Music Festival, a prestigious annual event held
at the iconic Hard Rock Stadium, is not just a festival; it is a symbol of a thriving community
and a must-visit destination, and
WHEREAS, the overwhelming response it has garnered in past years has elevated
it to one of the premier spring events in the southeastern United States, significantly
enhancing the City's recognition and visibility, and
WHEREAS, initiating the planning process for March 2025 is a crucial step in
securing top-tier artists and national sponsors, and
WHEREAS, the staff's goal is to have the talent lineup announced in November
2024, which underscores the necessity of early planning, and
WHEREAS, it is anticipated that talent costs, marketing, and production
expenditures in several areas will exceed the City Manager's authority as prescribed
under the City's Purchasing Ordinance, and
WHEREAS, staff is requesting authorization to allow the City Manager to exceed
purchasing authority related to the expenditures for the 18th Annual Jazz in the Gardens
events in March 2025 by waiving the Procurement Code, pursuant to ordinance 2-
757(a)(1) which authorizes the council to waive the competitive bidding procedures upon
the recommendation of the City Manager that it is in the City's best interest to do so to
obtain goods and services which cannot be acquired through the normal purchasing
process due to the nature of the goods or services, and
WHEREAS, it is recommended that City Council authorizes the City Manager to
negotiate and execute contracts as necessary and appropriate for the production of the
18th Annual Jazz in the Gardens Music Festival in March 2025; allowing a waiver of bid
procedures, for purchases made in connection with the events, and authorizes the City
Manager to exceed his purchasing authority, as necessary,

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby approves the 2025 Jazz in the Gardens Events. The City Council further
authorizes the City Manager to negotiate and execute all contracts as may be necessary
and appropriate for the production of the 18th Annual Jazz in the Gardens events to be
held in March 2025 providing for a waiver of bid procedures for purchases made in
connection with the events and authorizes the City Manager to exceed his purchasing
authority as may be necessary for the events.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON OCTOBER 23, 2024.
