CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Sep 25 2024, beginning at 05:30:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Katrina Wilson, Councilwoman Katrina L. Baskin, Councilman Reggie Leon, Councilwoman Michelle C. Powell, D.O., MPH, Councilwoman Linda Julien, and Councilman Robert Stephens. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Leon delivered the Invocation. 3. PLEDGE OF ALLEGIANCE Recited in unison. 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes - July 24, 2024 4.2. Regular City Council Meeting Draft Minutes –September 11, 2024 A motion offered by Councilman Leon, seconded by Councilman Stephens, to approve the minutes passed and carried by a unanimous voice vote of the City Council. 5. ORDER OF BUSINESS A motion made by Councilman Leon, seconded by Councilman Stephens, to approve the Agenda passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. SPECIAL PRESENTATION BY COUNCILMAN STEPHENS Councilman Stephens, joined by the City Council, in recognizing Isaiah Hollist for his ability to overcome Sickle Cell, therefore he has renamed his "Annual September Walk for Health" to "The Isaiah Hollist Sickle Cell Walk for A Cure!" in his honor. SPECIAL PRESENTATION BY COUNCILMAN REGGIE LEON - HUNGER ACTION MONTH Councilman Leon, joined by the City Council, in recognizing Feeding South Florida for their contributions and partnership with the City by presenting them with a Hunger Action Month Proclamation. 7. PUBLIC COMMENTS Barry Burgains, Chairperson of the Veterans Advisory Board, appeared before the City and thanked the City Council for their continued support of the Committee as it relates to the upcoming Stand Down Event and appointments to the board. John Zeigler, 18501 NW 22nd Court, Miami Gardens, FL, appeared before the City Council and requested the City Council's continued support of the Veterans Advisory Board and provided an overview of the upcoming participants with the Stand Down Event. Carol Lawrence, Chairperson of the Commission for Women, appeared before the City Council and welcomed newly elected officials Councilwoman Baskin and Councilwoman Powell. In addition, she thanked the City Council for their continued support. Rea Hughes, 3335 NW 180th Street, Miami Gardens, FL, appeared before the City Council and thanked the Parks and Recreation and Code Enforcement Department for their services to the Myrtle Grove Community. Danny P. Felton, 600 NW 183rd Street, Miami Gardens, FL, appeared before the City Council and thanked the City Council for their continued support of the Oasis at Miami Gardens. He continued to provide an overview of their mission to support the small business community within the City of Miami Gardens. Sherwood Dubose, Miami Gardens, FL, appeared before the City Council and spoke in support of the Oasis at Miami Gardens. Miriam C. Sullivan, 16800 NW 17th Avenue, Miami Gardens, FL, appeared before the City Council and spoke in support of the Oasis at Miami Gardens. Shirlyon McWhorter, 640 NW 183rd Street, Miami Gardens, FL, appeared before the City Council and spoke in support of the Oasis at Miami Gardens. Howard Dupree, 1734 NW 192nd Street, Miami Gardens, FL, appeared before the City Council and spoke in support of the Oasis at Miami Gardens. Tiffany Roldan, 301 NW 151st Street, Miami Gardens, FL, appeared before the City Council and spoke in support of the Oasis at Miami Gardens. Patricia Jean-Louis, 21301 San Simeon Way, #208, Miami, FL, appeared before the City Council and spoke in support of the Oasis of Miami Gardens. Gloria L. Fonseca, 640 NW 183rd Street, Miami Gardens, FL, appeared before the City Council and spoke in support of the Oasis of Miami Gardens. Alicia Hayes, 610 NW 183rd Street, Miami Gardens, FL, appeared before the City Council and spoke in support of the Oasis of Miami Gardens. 8. Vice Mayor Wilson reported on the following sponsored initiatives:  HBCU Colors of Cancer Basketball Tournament  Thanked Commission for Women for their dedication to the women of this community Mayor Harris reported on the work and dedication of the City Council and Staff in providing services to the residents of this community. 9. Councilman Stephens commended staff for taking an active approach in revitalization the area in question. Mayor Harris opened the floor for public comment. There being no comments, Mayor Harris closed the floor. A motion offered by Councilwoman Powell, seconded by Councilman Leon, to approve the Ordinance on First Reading passed and carried by a 7 to 0 roll call vote of the City Council.
