A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, APPOINTING ASHANTI PALMER,
ESQ., TO SERVE AS LOCAL HEARING OFFICER FOR THE
CITY OF MIAMI GARDENS REDLIGHT CAMERA AND SCHOOL
SPEEDZONES HEARINGS; AUTHORIZING THE CITY CLERK
TO DESIGNATE AN EXISTING STAFF MEMBER(S) TO SERVE
AS CLERK TO THE LOCAL HEARING OFFICER; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens has established Red-Light Camera and
School Speedzones programs, respectively, in the City, and
WHEREAS, pursuant to Florida Statute 316.0083, a municipality electing to utilize
a red-light camera traffic safety program must designate by resolution a local hearing
officer, and
WHEREAS, pursuant to Florida Statute 316.1896, a municipality electing to utilize
a school speedzone safety program must designate by resolution a local hearing officer,
and
WHEREAS, Section 8-23(a) of the City of Miami Gardens Code of Ordinances
authorizes the City Attorney to recommend a special master for appointment by the City
Council who is a member in good standing of the Florida Bar and license for at least three
(3) years to practice prior to their appointment, and
WHEREAS, Ashanti Palmer, Esq., currently serves as the founding attorney of
Legally Legendary Law Firm, PLLC, has served as a Florida licensed attorney for four (4)
years, and otherwise meets the qualifications set forth in section 8-23(a) of the Code of
Ordinances, and
WHEREAS, the City Attorney recommends that the City Council appoint Ashanti
Palmer, Esq., to serve as a Local Hearing Officer for the City of Miami Gardens Red-Light
Camera and School Speedzones programs, respectively, and
WHEREAS, the City Clerk shall designate a member(s) of his staff to serve as the
clerk to the Local Hearing Officer,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.

Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby appoints Ashanti Palmer, Esq., to serve as a Local Hearing Officer for the City of
Miami Gardens Red-Light Camera and School Speedzones programs. Further, the City
Council of the City of Miami Gardens hereby authorizes the City Clerk to designate an
existing staff member(s) to serve as the clerk to the Local Hearing Officer.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON NOVEMBER 13, 2024.
