A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AMENDING THE PROTOCOL
MANUAL, ATTACHED HERETO AS EXHIBIT “A”; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, on March 24, 2021, the Mayor and City Council approved Resolution
No. 2021-027-3582 establishing the Protocol Manual, and
WHEREAS, the Protocol Manual is designed to assist the City Council, Charter
Officers, and Staff by memorializing existing policies, procedures, and the general way of
doing things as it relates to matters involving the City, surrounding municipalities, as well
as the public, and
WHEREAS, Vice Mayor Wilson is recommending the City Council amend the
protocol manual to include a provision related to the announcement of the Vice Mayor,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AMENDMENT: The City Council of the City of Miami Gardens hereby
amend the protocol manual by adding Section 1.3 as follows:
1.3. COMMUNICATING VICE MAYOR APPOINTMENT.
Article II, Section 2.1(B) of the City of Miami Gardens Charter specifies that the Vice
Mayor shall be selected by the City Council and serve a two-year term. During the
absence or incapacity of the Mayor, the Vice Mayor assumes all powers, authority,
duties, and responsibilities of the Mayor.
Upon the selection of the Vice Mayor by Resolution, the Office of the City Clerk will
compile a list of the current elected officials, including the Mayor, Vice Mayor, and
Council Members. This information will be shared with the Miami-Dade County Board
of County Commissioners, all municipalities in Miami-Dade County, the Miami-Dade
League of Cities, the Florida League of Cities, and the National League of Cities.
The Charter Offices will ensure that all official City letterheads, templates, and
communication materials are updated to reflect the current Mayor, Vice Mayor, and

City Council Members. They will also collaborate with relevant departments to
promote consistent use of the updated materials.
The Public Affairs Department will prepare and distribute a press release to media
outlets announcing any changes in the legislative body or the appointment of a new
Vice Mayor. This press release will also be shared on all official City social media
platforms.
The Information Technology Department will work with the City Clerk's Office and the
Public Affairs Department to ensure the City's website provides accurate and up-to-
date information about the Mayor, Vice Mayor, and City Council Members.
Additionally, any department or staff member coordinating meetings or events with
external organizations must communicate the most current information regarding the
Mayor, Vice Mayor, and City Council Members, including their accurate titles and
names.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

AT ITS REGULAR MEETING HELD ON DECEMBER 11, 2024.
