A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE ALL CONTRACTS
AS NECESSARY FOR THE PRODUCTION OF THE 5TH
ANNUAL JUNETEENTH PARK-IN & PARTY CELEBRATION TO
BE HELD IN JUNE 2025; WAIVING BIDDING PROCEDURES
FOR PURCHASES MADE IN CONNECTION WITH THIS
CELEBRATION; AUTHORIZING THE CITY MANAGER TO
EXCEED HIS PURCHASING AUTHORITY AS NECESSARY FOR
THIS EVENT; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, In the United States of America, June 19th is acknowledged as
Juneteenth, also referred to as Freedom Day, Jubilee Day, Liberation Day, and
Emancipation Day. It commemorates the emancipation of enslaved Africans in the United
States, originating in Galveston, Texas, in 1865. Celebrated annually on June 19th across
the nation, Juneteenth's festivities trace back to 1866, initially centering on community
gatherings. Over time, it expanded throughout the South, embracing African American
food festivals, arts, and themes of freedom, and
WHEREAS, It is anticipated that talent costs, marketing, and production
expenditures in several areas may exceed the City Manager's authority as prescribed
under the City’s Purchasing Ordinance. As such, we request authorization to allow the
City Manager to exceed his purchasing authority related to the expenditures for the 5th
Annual Juneteenth Celebration in June 2025, and
WHEREAS, Vice Mayor is requesting the City Council and the City Manager
authorize the negotiate and execute contracts as necessary and appropriate for the
production of the 5th Annual Juneteenth Park-In & Party Celebration to be held in June
2025; allowing a waiver of bid procedures, for purchases made in connection with the
events, and authorizes the City Manager to exceed his purchasing authority, as
necessary, and
WHEREAS, Vice Mayor Wilson recommends that the City Council approve this
resolution, and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: It is recommended that Council approve this
Resolution.

Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
