HomeMy WebLinkAbout2024-196-2270_-_CDBG_Public_Service_Funds_-_Adopted.docxRESOLUTION NO. 2024-196-2270 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, ALLOCATING FISCAL YEAR 2024- 2025 COMMUNITY DEVELOPMENT BLOCK GRANT (“CDBG”) PUBLIC SERVICE FUNDS TO EXPERTS RESOURCE COMMUNITY CENTER, ALLIANCE FOR AGING, KRISTI HOUSE, SUNSHINE FOR ALL, INC., AND MT. PISGAH FOOD PANTRY IN THE TOTAL AMOUNT OF ONE HUNDRED FIFTY THOUSAND, FIVE HUNDRED FORTY-SEVEN DOLLARS ($150,547.00); AUTHORIZING THE CITY MANAGER AND THE CITY CLERK TO EXECUTE AND ATTEST RESPECTIVELY, SUBRECIPIENT AGREEMENTS FOR THIS PURPOSE IN SUBSTANTIAL FORM AS THAT AGREEMENT, ATTACHED HERETO AS EXHIBIT "A"; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Miami Gardens annually allocates Community Development Block Grant (CDBG) funds for the provision of public services (also referred to as social services) to Miami Gardens residents, and WHEREAS, U.S. HUD regulations allow for up to 15% of the City’s annual CDBG allocation ($1,000,003.00) to be used for public service programs, and WHEREAS, the City of Miami Gardens Community Services Department makes these funds available to interested non-profit, community-based organizations applying through a formal Request for Proposal (RFP) process, and WHEREAS, for the 2024-2025 fiscal year, a total of $150,547.00 is available in the Public Services category, and WHEREAS, an RFP was made available on June 17, 2024, via the local newspaper and the city website, and WHEREAS, a total of ten (10) agencies attended a meeting where questions were answered regarding the RFP, and WHEREAS, proposals were due on July 15, 2024, and WHEREAS, a total of seven (7) completed proposals were submitted of which five (5) agencies are being recommended to receive funding for the 2024-2025 program year: Experts Resource Community Center -Homebuyer Education: Comprehensive workshops and counseling sessions to educate first-time homebuyers. Amount: $12,000.00 Docusign Envelope ID: DF9C50CE-2BDD-49AB-BDFD-520947538139 Page 2 of 3 Resolution No. 2024-196-2270 Alliance for Aging - Hospital to Home (H2H): Provides transitional care for patients aged 65+ post-hospital discharge, including personal care, homemaking tasks, home-delivered meals, case management, and incontinence supplies for up to 90 days. Amount: $12,000.00 Kristi House - Services up to age 18 who disclose abuse, where abuse is suspected, and/or who are in the early stages of investigation and prosecution. Over the past 25 years, Kristi House has built a strong referral network involving DCF, law enforcement, schools, the Child Protection Team, the State Attorney’s Office and other community agencies serving more than 1,700 children and youth annually. Amount: $48,547.00 Mt. Pisgah Food Pantry- Will seek to provide year-round nutritionally balanced food items, social services resource information and additional wellness services to approximately 300 low-income seniors in the City of Miami Gardens. Amount: $38,000.00 Sunshine For All Inc. - Provides home-delivered meal services to the City of Miami Gardens elderly residents. This award allows Sunshine for All, Inc. to serve up to twenty-five (25) clients per week. Amount: $40,000.00 WHEREAS, it is recommended that the City Council approves the resolution, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens hereby allocates fiscal year 2024-2025 Community Development Block Grant (“CDBG”) Public Service Funds to Experts Resource Community Center, Alliance for Aging, Kristi House, Sunshine for All, Inc., and Mt. Pisgah Food Pantry in the total amount of One Hundred Fifty Thousand, Five Hundred Forty-Seven Dollars ($150,547.00). The City Council further authorizes the City Manager and the City Clerk to execute and attest respectively, subrecipient agreements for this purpose in substantial form as that agreement, attached hereto as Exhibit "A". Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage.
